SUBJECT. APPROVE CONTRACT AMENDMENT WITH HEAD START DELEGATE AGENCY FOR
2000 SUPPLEMENTAL GRANT AWARDS.
SPECIFIC RBQUESTM OR RECOMMENDATTONM is BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Community Services Director, or his designee to execute contract
amendment #33-499-13 with First Baptist Church in the amount of $92,763 for a new total Payment Limit
of $1,603,715 for Head Start Delegate Agency services for the period from January 1, 2000 through
December 31, 2000.
II. FINANCIAL IMPACT:
Funding is from the U.S. Department of Health and Human Services Administration for Children and
Families. First Baptist is responsible for generating the additional required local match of$23,191.
III. CHILDREN'S IMPACT STATEMENT:
The Community Services Department Head Start Program supports two of Contra Costa County's
community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable
and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality
early childhood education, nutrition, health, and social services, along with a strong parent involvement
focus, to low-income children throughout Contra Costa County. The overall goal of the program is to bring
about a greater degree of social competence in preschool children from low-income families.
IV. REASONS FOR RECOMMENDATIONS/BACKGROUND:
On October 24, 2000, the Board accepted a financial assistance award from the Administration for Children
and Families in the amount of $299,418 for a Head Start Cost of Living Adjustment funds, $403,063 for
Quality Improvement funding, $86,000 for funding to improve Head Start teacher qualifications, and
$23,274 for Head Start Training and Technical assistance funds.
Approval of this request will allow the Community Services Department's Family and Children's Services
Division to amend the 2000 contract with First Baptist Church to increase the contract payment limit to
include supplemental program awards.

Approve and authorize. the Health Services Director, or his designee
(Wendel Brunner, M.D. ) to execute on behalf of the County, Contract
Amendment Agreement #22-491-15 with Diablo Valley AIDS Center, effective
October 1, 2000, to amend Contract #22-491-14, to increase the payment
limit by $27, 000 from $181, 805 to a new total Contract payment limit of
$208, 805 .
FISCAL IMPACT:
This Contract is 100% funded by State and Federal Funds. No County funds
are required.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
On March 7, 2000, the Board of Supervisors approved Contract #22-491-14
with Diablo Valley AIDS Center, to provide coordination of food services
to persons with HIV Disease and their families, for the period from March
1, 2000 through February 28, 2001 .
Approval of Contract Amendment Agreement #22-491-15 will allow Contractor
to provide additional services, through February 28, 2001 .

RECOMMENDATION(S) :
Approve and authorize the Health Services Director or his designee
(Chuck Deutschman) to execute on behalf of the County, Contract
Amendment Agreement #24-937-4 with Brenda L. Underhill, effective
November 1, 2000, to amend Contract #24-937--3 , to increase the
contract payment limit by $56, 508, from $52, 720 to a new Contract
Payment Limit of $109, 228, and to extend the term of the Contract
through December 31, 2001 .
FISCAL IMPACT:
This Contract is funded by Federal perinatal set-aside funds and
State CalWORKS funds . No County funds are required.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
On December 14, 1999, the Board of Supervisors approved Contract
#24-937-3 with Brenda L. Underhill, for the period from January 1,
2000 through December 31, 2000, for the provision of consultation
and technical assistance with regard to Child Welfare Services,
CalWORKS and the Alcohol Drug Abuse Perinatal Task Force (ADAPT) and
Born Free Program.
Approval of Contract Amendment Agreement #24-937-4 will allow the
Contractor to provide additional services, including assisting the
Department to collaborate with County' s Employment and Human
Services Department with regard to domestic violence, and
implementing Proposition 10 activities and services. Approval of
this Amendment will extend the Contractor' s services through
December 31, 2001 .

The Contra Costa Health Plan (Health Plan) has an obligation to provide
professional outpatient Counseling services for Health Plan members with
mental health therapy services as a covered benefit . This population
includes Medi--Cal, Medicare, and Commercial members enrolled in the Health
Plan.
Approval of Non-Physician Services Contract #27-144-4 will allow this
Contractor to provide professional outpatient counseling services through
September 30, 2001 .
