SUBJECT: SAFEFUTURES (fifth year): Partnerships to Reduce Youth Violence and
Delinquency
SPECIFIC REQUEST(S)OR RECOMMENDATION($)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
I. ACCEPT United States Department of Justice, Office of Juvenile Justice and Delinquency
Prevention SafeFutures fifth year grant in the amount of$1,410,000 on behalf of the County;
2. AUTHORIZE the County Administrator or his designee to negotiate with the Federal Office
final compliance with special conditions, including budget, and to execute on behalf of the
County the Federal Grant Award related documents and those contracts, listed below, required to
implement SafeFutures; and
3. CONI TTINT UE to refer SafeFutures project reports to the Family and Human Services Committee.
FINANCIAL IMPACT:
There is no financial impact on the county general fund beyond the required $100,000 match(budgeted).
SafeFutures has also helped to leverage other resources and funds for the County. For example,the
Summit Center for boys operated by County Probation and Mental Health receives SafeFutures funding,
combined with AB3015 and Medical reimbursements.
REASONS FOR RECOMMENDATION/BACKGROUND:
This Board Order covers the firth and final grant year of SafeFutures operation,beginning on October 1,
2000 and concluding on September 30, 2001.
On June 13, 1995 the Board of Supervisors authorized the County Administrator to submit an
application to the Office of Juvenile Justice and Delinquency Prevention under the SafeFutures
Initiative. The Board also authorized the County Administrator to establish a Safel utures Steering
Committee/Prevention Policy Board for guidance and review

U.S. Department of Justice, Office of Juvenile Justice Delinquency Prevention (OJJDP)to "prevent and
control juvenile violence and delinquency in targeted communities; to develop a more efficient, effective
and timely service delivery system for at-risk and delinquent juveniles and their families that is capable of
responding to their needs at any point of entry into the system; to build the community's capacity to
institutionalize and sustain the service delivery system by expanding and diversifying sources of funding;
and to determine the success of the program's implementation and the outcomes achieved, including
whether a comprehensive strategy involving community-based efforts and program resources
concentrated on providing a continuum of care has succeeded in preventing and reducing juvenile
violence and delinquency". Contra Costa County was one of six communities(Contra Costa County,
Imperial County, Boston, St. Louis, Seattle, and the Fort Belknap Indian Community in Montana)picked
to share almost $8 million per year, for five years, in federal crime fighting funds to combat juvenile crime
and delinquency. These six SafeFutures sites were picked due to the progress already made in bringing
together many different elements to form an effective response to crime and delinquency.
During the fourth year of SafeFutures operation, we were able to provide enhanced services to
approximately 1,000 youth and families and to recruit nearly 150 adult volunteers and mentors to work
with at risk youth. .Because we are a SafeFutures site, a West County collaborative, led by the City of
Richmond, received a U SDOJ/OJJDP grant for $1,5 million to expand the interagency case management
model developed under SafeFutures and provide employment services for an additional 200 youth in
West County. SafeFutures and associated OJJDP technical assistance funds also supported further
juvenile justice planning, helped fund technical, assistance to improve case management procedures in
Nest County, and supported geomapping and gang crime data tracking in Richmond.
During the fifth year of SafeFutures, existing programs will be continued. In the fifth year, we will
emphasize outcomes and other evaluation of SafeFutures accomplishment; increased community and
youth involvement in program and service planning; and systematic review of "sustainability"-----that is,
how the SafeFutures program efforts can or should be maintained when federal funding ends(in 2001).
The following list includes the contracts required to implement the fifth year of SafeFutures pursuant to
the current award. Because certain agencies already have contracts for October and November 2000 (as
authorized by the Board on October 24, 2000), the number of months of operation included in the new
contract payment limit is shown for each contract.
Payment limit not to exceed
West Contra Costa Youth Service Bureau (school-based
prevention, gang intervention, mentoring) (ten months): $350,000
International Institute of the Bast Bay (gang prevention) (ten months): 32,000
Opportunity West (gang intervention, youth employment) (ten months): 80,000
Families First (mentoring) (twelve months): 85,000
City of Richmond Police Department (gang data analysis)(ten months) 25,000
Probation Department (volunteer coordination, ranch aftercare,
gang intervention, Summit Center) (twelve months): 515,000
Mark Morris Associates(project management services) (ten months): 160,000
Resource Development Associates (evaluation) (ten months): 70,000
The balance of the federal funds will be applied to other technical assistance and training services,
planning activities related to sustainability of SafeFutures activities, and miscellaneous smaller service
contracts needed to support SafeFutures programs.
ADDENDUM TO ITEM D.3

On this date, the Board of Supervisors considered accepting the
United States Department of Justice, Office of Juvenile Justice and
Delinquency Prevention SafeFutures fifth-year grant in the amount of
$1,140,000; and authorizing the County Administrator, or designee, to
negotiate with the Federal Office final compliance with special conditions,
including budget, and to execute the Federal Grant Award documents and
specified contracts required to implement SafeFutures; and continuing to
refer SafeFutures project reports to the Family and Human Services
Committee.
Mark Morris, Project Director of SafeFutures for the County
Administrator, presented a report on the award.
Supervisor Gioia thanked Mr. Morris for his report and commented
that it may be useful as part of the report to the Family and Human Services
Committee to present the status of the funding sources being looped at to
sustain those elements of the program that are determined to be the most
effective. Supervisor Gioia suggested amending the recommendation to say
to continue to refer the SafeFutures project reports to the Family and Human
Services Committee including status report on the sustainability of
successful program elements and he requested that Mr. Morris would report
back to the Committee in the first quarter of 2001 on these issues.
Mr. Morris concurred and responded on various reports and their
timeframes.
Supervisor DeSaulnier requested clarification on the possibility of
follow-up funding on the grant.
Mr. Morris responded that there was none at this point and he
commented on earmarked grant and discretionary funds and mentoring
funds.
Supervisor Gerber advised that the program is having an exceptional
effect on people that are participating in the program.
Supervisor Uilkema commented on the need to beep track of
successes regarding gangs and intervention, prevention and employment.
Supervisor DeSaulnier moved the recommendations with Supervisor
Gioia's direction and requesting Mark Morris and the County Administrator
to work with Family and Human Services Committee and legislative
delegations to look for new money in Federal and State budgets to continue
the programs.
Supervisor Gioia seconded the motion.
IT IS BY THE BOARD ORDERED that the United States
Department of Justice, Office of Juvenile Justice and Delinquency
Prevention SafeFutures grant is ACCEPTED; the County Administrator, or
designee, is AUTHORIZED to negotiate with the Federal Office final
compliance with special conditions, including budget, and to execute the
Federal Grant Award documents, and specified contracts required to
implement SafeFutures; continuance of the referral of Safe Futures project
reports is DIRECTED to the Family and Human Services Committee,
including a status report in the first quarter of 2001by Mr. Morris on the
sustainability of successful program elements ; and the Program manager,
mark Morris and the County Administrator are REQUESTED to
aggressively pursue funding to continue the SafeFutures program.
