SUBJECT: 2001 Legislative Program
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIOWS1.
1. ACCEPT the presentation by the County's lobbyist on the 2000 Legislative Program,
2. ADOPT the attached Contra Costa County 2001 Legislative Program.
3. AUTHORIZE the County's lobbyist to seek authors for Board sponsored legislative proposals
and to work toward their passage during 2001.
4. DIRECT the County Administrator to review the legislative programs of CSAC and its affiliate
professional organizations as they adapt their programs and to return to the Board of
Supervisors with recommendations on policy positions, as appropriate.
. AUTHORIZE Beard members, the County Administrator and ether designated staff to testify in
support of the Board's position on issues as contained within the 2001 Legislative Program.
BACKGROUNDiREASON AOR RECOMMENDATION{S}.
Each year, the Board of Supervisors adopts a legislative program for the coming session of the state
legislature. This program generally consists of items which the Board of Supervisors wishes to
sponsor, support or monitor. In addition, as legislation is introduced, the Board may amend the
legislative program to adopt an appropriate position on a specific bjil or issue.

of #1 under General Revenues/Finance Issues to read "continue to support efforts to return

Generally, the Board of Supervisors sponsors legislation that directly affects only Contra Costa
County or for which the Board is taping policy leadership on behalf of counties in general.
Sponsorship is an activity which consumes a great deal of time and attention, involving planning the
strategy for passage of the measure, searing as the author's principal source of information
regarding questions or issues, lobbying members of committees to which the bill has been assigned
and negotiating compromises when necessary to ensure passage of the bill.
Cue to the intensity of resources which much be given to sponsorship, it is generally best if another
organization sponsors a measure that has applicability broader than the County. The Board can
then co-sponsor or support the bill. This is particularly true when CEAC or one of the professional
affiliate organizations takes the lead on an issue.
The proposed 2001 Legislative Program reflects the issues and ideas received from staff and Board
members. Amendments to the Legislative Program will be brought before the Board of Supervisors
for its consideration during the year as events warrant the need for such action.
CONTRA. COSTA COUNTY
PROPOSED 2001 LEGISLATIVE PROGRAM
General Revenues/Finance Issues
1 . CONTINUE to support efforts to return local property tax revenues to
local government; to reform the state/local fiscal relationship; and to
restore local control over locally generated revenues.
Library Issues
2. SPONSOR, if Contra Costa specific or CO-SPONSOR if statewide,
return of a portion of ErAF, either the growth or the base, to provide
funding support for the County Library system.
Health Issues
. SPONSOR legislation or pursue a budget appropriation to provide
state funding for construction of a new richmond Health Center.
4. CONTINUE to sponsor legislation addressing closure of hospital
emergency rooms, including but not limited to, authorization for County
Boards of Supervisors to determine the type and frequency of data
necessary for the assessment of critical care hospital capacity within a
county and to require submittal of such data by hospitals.
5. SUPPORT efforts to increase revenues for the County's hospital and
clinic system.
5. CONTINUE to support efforts to increase funding for breast cancer
awareness, public education and treatment and to ensure equitable
allocation of resources for awareness and education efforts among
county public health departments.
7. SUPPORT efforts to increase the level of funding for the Adult System
of Care in Dental Health to full funding from its current level of 50%.
3. SUPPORT efforts to increase funding for targeted Mental Health
Services for transitional youth/young adults.
Human Services Issues
g. SUPPORT inclusion of an appropriation in the State Budget to fund
operation of the Children's receiving Centers.
10. SPONSOR legislation to provide state funding for the Adult Protective
Services system, including District Attorney investigation and
prosecution and Public Guardian administration and legal
representation.
11. MONITOR, and bring to the attention of the Board of Supervisors, any
legislation on after school programs.

12. SUPPORT" efforts to expand the scope of the 1741 Youth Pilot
Program to include joint efforts of Bay Area Counties.
Animal Services issues
13. SUPPORT efforts to provide state funding for the increased
operational and capital costs of meeting state mandates on animal
services.
Land Use/Community Issues
14. CONTINUE to support efforts to provide economic incentives for infill
development and economic disincentives for expanding development
on the fringes of existing development.
15. PURSUE administrative amendment of CEQA guidelines to allow
categorical exemptions for infill development in the unincorporated
urban areas (currently applicable only in urban cities).
16. CONTINUE to support efforts to extend the sunset date for the
abandoned vehicle fee, the funding source for the County's
Abandoned Vehicle Abatement Program.
17. MONITOR and bring to the attention of the Board of Supervisors any
legislation addressing "smart growth" and affordable housing issues.
18. CONTINUE to support efforts to reform State Dousing Element Law to
promote the actual production and preservation of affordable housing,
rather than its currant emphasis on process and paper compliance.
19. CONTINUE to support the State Treasurer in his efforts to direct State
Affordable Housing Resources (private activity bonds for multi-family
housing and single-family housing, low-income housing tax credits)
and infrastructure financing in a way in which it would promote infill
development rather than sprawl development.
Justice System issues
20. SUPPORT efforts to provide state funding for construction of local
crime labs.
1. MONITOR, and bring to the attention of the Board of Supervisors, any
legislation which would require the County to renovate, replace or
construct court facilities.
22. SEED authors for legislation to provide funding for the County's
domestic violence initiative.
23. SUPPORT efforts to increase state funding for the investigation and
prosecution of the manufacturers of illegal drugs, including
methamphetamines ("drug labs').
