SPECIFIC REQUEST(s)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION CO MXDA°TTON(S) Approve and authorize the Health Services Director, or his designee (Chuck Deutschman) to execute on behalf of the County, Novation Contract #24-635-14 with Family Stress Center, Inc. in an amount not to exceed $88,988, to provide parenting consultant services mor County clients referred through the Born Free Project, for the period from July 1, 2000 through June 30, 2001. This Contract includes a six-month automatic extension through December 31, 2001, in an. amount not to exceed $44,494. FISCAL IHPAC'T e This Contract is funded 50.8% by State Cal-WORKs through the Department of Employment and Human Services, 44.3% by State Perinatal Treatment Expansion Program allocation and 4.9%- by required County matching funds. CHILDRE13°S IMPACT STATEMENT: This Alcohol and Drum Abuse program, supports the Board of Supervisors' "Families that are Safe, Stable, and 'N'urturing" community outcome by providing parenting education, stability, and safety for mothers (and their children) and pregnant woven who are alcohol and drug dependent. Expected outcomes include delivery of drug-free babies, decreased use of alcohol, tobacco and other drugs, reduction in the number of relapses, and creation of a sober social network. BACKQRQ f RZ A.SQX(S) FOR RECOMMRNDW 1ON(S) This Contract meets the social needs of County's population in that it provides parent education and counselling services to pregnant women and fermi'les, in order to prevent perinatal substance abuse, improve birth outcomes, and develop parenting skills. On January 11, 2000, the Board of Supervisors approved Novation. Contract #24-635-11 (as amended by Amendment Agreements #24-535-12 and 424-635-1-3) with. Family Stress Center, arc. for the period from July 1., 1999 through june 30, 2000 (which included a six-month automatic extension. through Decembe-r 31, 2000) for the provision of parenting consultant services for County-referred families involved in the Born Free Project. Given the shortage of facilities available to treat this group of children, this facility provides care to the latency age SED children, which is required to keep these children out of higher levels of care. REASONS FOR RECO ENDATIONSL)aACKgROUND On May 23 , 2000, the Board of Supervisors approved Contract #24- 683-6 for Fiscal Year 1999-2000, with Alameda County, as dost County and the Guardian Foundation as the service provider, for Contra Costa County' s participation in the Regional Neuro- Behavioral Care Program, as an alternative to State hospital placement, to provide Skilled Nursing Facility (SNF) care and programs for this County' s Organic Brain. Syndrome (CBS) , traumatic brain injured, and medically debilitated patients . Approval of Contract 24-683-7 will continue Contra Costa County' s participation in this collaborative effort among the counties to reduce usage of high-cost State Hospital beds,. through June 30, 2001 . RECOMMENDED ACTIO APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the Community Services Director or designee to execute a Standard Contract with the Guardian Security Agency in the amount of $82,160 per year for a two-year period, beginning January 2, 2001 through December 31, 2002, not to exceed a total of $164,320. This contract is for the provisions of contracted security guard services at the Family and Children's Services' Balboa and Powers Child Development Centers. II. FINANCIAL LM- PACT: No county finding is required. Funding is included in the Department's FY 2000-01 budget. III. REASONS FORCOMM'-DA TIC.3NSIBACKGRO3I ND: Effective March 21, 2000, the county executed an amended Purchase Order# 88382 with Guardian Security Agency in the amount of $100,000 for the period of March 31, 2000 through June 30, 2000. On August 15, 2000, the Board of Supervisors approved an amendment to Purchase order #88382 with Guardian Security Agency to add funds and extend the term to a new total payment limit of$124,000 and extend its term through December 31, 2000. This allowed for the completion of a competitive bid and award process for selection of a new security service provider, so that a Standard Contract will be in place on January 2, 2001. The bid process has been completed and the Purchasing Department has recommended that the Community Services Department request Board Authorization to execute a Standard Contract with Guardian Security for a payment limit of$82,160 per year for a two year period beginning January 2, 2001. Total payment limit no to exceed $164, 3243. Approval of this request will allow for the continued provisions of security guard services at Community Services Department Child Care Centers in West Contra Costa County.
