REASONS FOR RECOMMENDATIONS/BACKGROUND:
Under Contract ##26-400, Vicki Gallagher, R.N. will provide
professional consultation. and program management for inpatment pursing
at Contra Costa Regional Medical Center. Contractor' s activities shall
incluse, but are riot limited to, assisting in competency development
for nursing staff, reviewing and implementing Performance i:nproveme t
projects, assisting with education and training, and assisting with
policy review including :point Commission Administration Healthcare
Organization through November 30, 2001 .

Wigand) to execute on behalf of the County, Novation Contract #74-016-1 with
Rape Crisis Center, in an amount not to exceed $469, 1051 to provide day
rehabilitation treatment and mental health services for Seriously
Emotionally Disturbed (SED) Children in Central County, for the period from
;uly 1, 2000 through June 30, 2001 .
FISCAL IMPACT
This Contract is funded 23 . 65 by Federal Medi-Cal Revenue, 22 .4% by State
EPSDT funds, and 54% by Challenge Grant Funding through the Probation
Department .

This Circle of Case Program supports the following Beard ' of Supervisors '
community outcomes : "Children Ready For and Succeeding in School" ;
"Families that are Safe, Stable, and ?Nurturing" : and "Communities that are
Safe and Provide a High Quality of Life for Children and Families" .
Expected program outcomes include an increase in positive social and
emotional development as measured by the Child and Adolescent Functional.
Assessment Scale (CAFAS) and Youth Self Report (YSR) .
This Contract meets the social needs of County' s population in that it
provides day treatment and mental health services for adolescent girls with
emotional and behavioral problems to improve school performance, reduce
unsafe behavioral practices, and reduce the need for out-of-ho=me placements .
On Nove=mber 16, 1999, the Board of Supervisors approved Contract #74-016
with nape Crisis Center for the period from October 1, 1999 through June 30,
2000, with a. six-m=onth automatic extension through December 31, 2000 for the
provision of day rehabilitation treatment and mental health services for
Seriously Emotionally Disturbed (SES)) Children in Central County.
,Approval of Novation Contract #74-016-1 will replace the six-month automatic
extension under the prior Contra=ct and will allow the Contractor to continue
providing services through June 30, 2001 .

and technical assistance with regard to the Dual Diagnosis Project .
Approval of Contract #24-9015-5 will allow the Contractor to continue
providing services through September 30, 2001 .
