SPECIFIC REQUEST(S)ORRECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECON MENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee to contract with
Dana Buford (#21-706) in flee amount of$35,000 each for services as a EHSD One-Stop Career Center Case
Manager for the period of January 1, 2001 through June 30, 2001.
FINANCIAL IMPACT:
No County funds. This contract is funded with 100% Federal and State funds.
CHILDREN'S IMPACT STATEMENT:
This contract will indirectly support the third community outcome established in the Children's Report Card:
"Families that are Economically Self Suf icient". Activities under this contract provide eligibility
determination and employment services case management for individuals enrolled under the Workforce
Investment Act and Welfare to Wort:programs at the One-Stop Career Center in Sari Pablo.
BACKGROUND:
The Employment and Human Services Department conducted a Request for Interest(RFI)to recruit individuals
to serve as interim One Stop Case Managers on a contract basis until the end of the fiscal year. The Board has
approved contracts for three case managers. This contract allows us to contract or the fourth and final case
manager. All four contracts are the outcome of the RFI and resultant interviews.
The contract Fills the need for eligibility determination and employment services case management at a One-
Stop Career Center until the end of the fiscal year.

RECOMMENDED AC'T'ION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to EXECUTE a
contract with. Barkan Consulting Group (#21-704-0) in the amount of$50,000, for consulting services to the
Children and Family Services Bureau, for the period from. November 27, 2000 through June 301, 2001.
FINANCIAL IMPACT:
County Cost will be $10,000 (20 percent), with state and federal funds covering remaining contract costs of
$40,000 (80 percent).
CHILDREN'S IMPACT STATEMENT,
The consulting services provided under this contract support all five of Contra Costa County's community
outcomes; (1) "Children Ready for and Succeeding in School"; (2) "Children and Youth Healthy and
Preparing for Productive adulthood"; (3)"Families that are Economically Self-Sufficient"; (4) "Families that
are Safe, Stable and Nurturing", and ( )"Communities that are Safe and provide a High Quality of Life for
Children and Families." Through a large-scale community event and follow-up consultation, EHSD's
Children and Family Services Bureau can improve its service delivery to children and families throughout
Contra Costa County,
BACKGROUND:
EHSD issued a Request for Interest (RFI #120) in October 2000 and selected Barkan Consulting Croup out
of that public recruitment. With the contractor's assistance, the EHSD Children and Family Services Bureau
will put on a large-scale multiple-day community event in February, which will include community
stakeholders in redefining the role that CFS plays in the community. Emphasis will be placed on delivering
proactive prevention services and intervention services. The long-term anticipated benefits of the event and
follow up process will cultivate community engagement and develop collaborative resources that will
contribute to the development and maintenance of healthy communities throughout Contra Costa County.

I. RECOMME'NTDATION
A. APPROVE a First Amendment authorizing extra work under the Consulting Services
Agreement de-ted March 22, 2000, with Combined Electrical Resources, for electrical
engineering services associated with the Modifications to Lower Campus Electric Distribution
System, Regional Medical Center, 21500 Alhambra Avenue, Martinez for Health Services
Department. The First Amendment increases the scope of services and increases the Payment
limit from $21,000.00 to $29,101.00, an increase of$8,101.00.
B. AUTHORIZE the Director of General Services to execute the First Amendment to the
consulting services agreement, and to issue written authorizations for extra work, in addition to
the authorization for the First Amendment, provided that the cumulative total extra cost for such
additional authorizations shall not exceed $5,000.00.
11. FINANCIAL IMPACT
Sufficient funds are available in the bond financing for this project to cover this increase in the
Consultant's payment limit.

A. The Director of Genera' Services executed a consulting services agreement with Combined
Electrical Resources effective March 22, 2000, for modifications to the Lower Campus Electric
Distribution System, Regional Medical Center, 2500 Alhambra Avenue, for Health Services
Department.
B. The First Amendment increases the scope of services to include additional electrical services
required for additional trips necessary for Office of Health and Statewide Planning Department
(OSHPD)plan approval, additional drawings and resubmittal to OSHPD for permit approval, and
revisions due to field conditions.

1. Effective Bate and Parties: Effective December 19,2000, Combined lectrical Resources(herein called"Consultant"), a Sore Proprietorship and
the County of Contra Costa(herein called"County"),a political subdivision of the State of California,mutually agree as follows:
2. furs: On March 22,2000,the parties entered into a contract entitled"Consulting Services Agreement," referred to as the "Agreement," which
covers electrical engineering services associated with Modifications to Lower Campus Electric Distribution System, Regional Medical Center, 200
Alhambra Avenue. Martinez for Health Services. The parties desire to amend the Agreement to expand the scope of service and to increase the
payment limit accordingly.
3. Amendments to Agreement:
A. 1n the Agreement, Section 1(e),change the Payment Limit from $21,000.00 to$29,101.00,an=increase of$8,10'_.00. This change shat:apply
to charges from and after October 1,2000.
B. in accordance with Section 14 o-^-,he Agreement,provide the following extra services:

APPROVE and AUTHORIZE the County Administrator to execute a contract in the amount of
0,000 with Claude Van Marter for consulting Services on the County's legislature program from
January 1, 2001 through August 31, 2001.
FINANCIAL IMPACT.
The payment limit of$10,000 will be funded through Salary savings generated by vacant positions
in the County Administrator's Office, This contract is brought to the Board for approval because
the total amount proposed to tear. `fan Marter's services, including this contract, exceeds $25,000
over the prior 12 months.
The County Administrator's Office requires assistance with the development of the County's
Legislative Platform and the State of the law dealing with elder abuse. As the prig Assistant
County Administrator and legislative analyst for the County, Mr. Van Marter is abundantly qualified

BACKGRO /REASO ( ) CBR RECOM ENDATIO :
For several years the County has contracted with nursing registries to
provide temporary licensed nursing personnel to assist Contra Costa
Regional Medical Center and Contra Costa Health Centers during pea;
loads, temporary absences and emergency situations in critical areas .
`here is a nationwide nursing shortage, and in spite of persistent
efforts to recruit nurses, the Department has experienced great
difficulty in filling any vacant positions . Therefore, the Department
has had to rely heavily on the registry services in order to provide
quality nursing care for patients .
Under Contract 426-402, TeleScience international, Inc. , will provide
nursing registry services at the Martinez Detention Facility Medica.'
