I. RECOMMENDED ACTION:
APPROVE and AUTHORIZE Community Services Department Director or designee to execute contract
amendment#38-465-5 with Childcare Careers to increase the payment limit by $5,500 to a neva payment limit
of$46,000 for the provision of contracted temporary teaching staff services for the period from February 10,
2000 through June 30, 2000.
II. I+INCIAIJ IMPACT:
No County funding is required. Residing is included in the Department's budget.
I11. CHILDREN'S IMPACT STATEMENT:
The Community Services Department Child Development Division supports two of Contra Costa County's
community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable
and. Nurturing." These outcomes are achieved by offering comprehensive services, including high quality
early childhood education, nutrition, and health to low-income children throughout Contra Costa. County.
111. REASONS FOR RECOMMENDATIONS/BACKGROUND:
Effective February 10, 2000, the County executed a Short Form Service Contract #38-465, subsequently
amended by Short Form Contract amendments #38-465-1 and #38-465-2, for the provision of contracted
temporary teaching staff services through June 30, 2000.
Due to an on-going shortage of qualified teaching staff available for hire and the increased need for teaching
staff to maintain a full-day, full-year child care and development program, the level .of contractor services
requested and received by the Community Services Department, Family and Children's Services Division
exceeded original expectations.
Approval of this request will allow for the County to reimburse the contractor for temporary teaching staff
services provided to the Community Services Department.

the Children and Family Data Archive for the period from December 1, 2044 through November

The Children and Family Data Archive is part of the C Futures project authorized by the Beard of
Supervisors. CCFutures was conceived to support the move toward increased investment in
early intervention and prevention services for children and families.
The Data Archive is a linked aggregate, anonymous database which currently includes
information from the Juvenile Probation Department and gest Contra Costa Unified School
District. This contract will add data elements from the Mt, Diablo Unified School District, the
Centra Costa County Office of Education, Children's Dental Health, Child Welfare Services,
lWOR s, vital statistics and CHDP/EPSDT (cep to 1999). The contract will also update the
current juvenile probation data and West Contra Costa Unified School District data for the year
2094.

SUBJECT: REQUEST FOR AUTHORIZATION TO EXECUTE A CONTRACT AGREEMENT WITH
FOR A CISCO NETWORK

RECOMMENDATION:
AUTHORIZE the County Librarian to execute a Contract Agreement with Lucaya Industries, Inc.for a Cisco
network capable of supporting the Library's Internet and electronic multimedia requirements for the next 3-5
years.
FINANCIAL IMPACT:
The cost of$207,220 for the neva network is included in the FY 2000-2001 budget for the County Library,
BACKGROUND:
In 1995, the County Library contracted with the CARL Corporation to install a new integrated automation
.system. The system was installed in November 1995 on a frame relay network designed to support 376
PCs. Today, the Library's network supports 500 PCs. The original TCP/IP network, based on 3COM
equipment, has not been upgraded since its installation in 1995, and response time is currently a problem in
all branches. In addition, the library needs to plan for future expansion of the network. Library building
projects planned in Orinda, Concord, Hercules, Walnut geek, Lafayette and other cities will add another 75-
100 PCs over the next few years.
In November 1999, the library contracted with Centron Network Services for a network health check. The
resulting report identified network traffic bottlenecks and potential security risks, which could not be
ameliorated with the existing 3COM equipment and software. The Library's Information Technology staff met
with the Network Services staff of the department of Information Technology to configure a proposed
network which conforms to County network standards and will meet the Library's Internet and other electronic
multimedia requirements for the next 3-5 years.

RECOMMENDED ACTION.
Approve and authorize the Purchasing Services Manager to issue a purchase order to
Comdisco in response to competition bid #1404 to provide Data Venter Operational/
.Recovery Services for the period January 1, 2001 to December 31, 2005 in the amount of
$200,000.
if. FINANCIAL IMPACT:
Funding has been budgeted for this service.
III. REA 3ON 7OR RECOMMENDATION AND BACKGROUND.
Comdisco has been providing disaster/operational recovery services for Doll' since 1989.
They have been selected to continue providing this service based on the results of a
recently completed competitive bid. The new agreement will continue to provide
operational recovery services for DoIT and will crake operational recovery service
available to other County departments.
I V. CoIEt LrENCE OF NEGATIVE ACTION:
In the event of a major disaster, if this request is not approved, DoIT will not have the
ability to restore timely autorrration support to ounty departments.

a contract extension agreement with ABAR Staffing Services, AppleOne Employment
Service, TAC Staffing Services, TSS! Staffing, Inc., and 'dolt Services Group with a
payment limit not to exceed $1,000,000.00 to provide temporary help to County
agencies, departments or offices through December 31, 2001
BACKO
The County frequently requires temporary help to assist County agencies,
departments, or offices during peak loads, temporary absences and emergency
situations. It is in the economic interest of the County to provide such temporary help
by contract with temporary help firms since they include all insurance coverages in
their rates, thus reducing future County liabilities. Temporary help obtained under
these contracts may not be used in place of employees in the case of a labor dispute or
for more than 90 days for any single Instance of peak load, temporary absence or
emergency situations as governed by Mate law.
