FISCAL IMPACT: Approval of this Agreement will result- in a total payment to the County of $80, 000 . No County match is required. BACKGROVND EASONLS S J�R_ _I FOR REQ0MMENDATIgjLLj_ On September 28, 1999, the Board of Supervisors approved Interagency Agreement #29-507-1 with West Contra Costa Unified School District (WCCUSD) to pay the County for the provision of professional, mental 'health day treatment services to severely emotionally disturbed Special Educa4-4on students and their families, who are participants in the Seneca Center' s Early Periodic Screening, Diagnosis and T_reatment (EPSDT-) program. Approval of interagency Agreement #29-507-2 will allow the County to continue to provide mental health services to West Contra Costa Unified School District Special-, Education students and their families, through June 30, 2001 . RECOMMENDED ACTION: APPROVE and AUTHORIZE the Community Services Director or designee, to execute and submit Local Agreement #€ CTR-00461 (County #39-865) for full-day child care and development program services with the California Department of Education in the amount of$326,073 for the period from July 1, 2000 through June 30, 2001. II. FINANCIAL IMPACT: This contract is funded through the California Department of Education. No County funding is required. III. CHILDREN'S IMPACT STATEMENT: The Community Services Department Child Development Program supports two of Contra Costa County's community outcomes: "Children heady for and Succeeding in School" and "Families Haat are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health to love-income children throughout Contra Costa County. IV. REASONS FOR RECOMMENDATIONS/BACKGROUND: This contract is funded through a grant to the California Department of Education from the federal Department of Health and Human Services and must be used for the benefit of children ages three to five years. Funds may be used for purchases pf equipment and materials, expanding recruitment and outreach., staff training, and minor renovations or repairs. Approval of this contract will allow the Child Development Division of the Community Services Department to enhance services provided to children ages three to five years. PROJECT/PROGRAM TITLE. LIHEAP Emergency Contingency Funds (ECF) 2. FUNDING AGENCY. California Department of Community Services and Development. 3. SUBMITTAL STATICS. This is a emergency funding. The State Department and Community Services have been in close coordination to ensure full compliance with the contract. 4. PROPOSED TERM. Proposed contract term. is November 15, 2000 to December 31, 2001 5, CURRENT FUNDING. The total payments to Contra Costa in State LIHEAP funds are $430,072. Payments made directly to the Community Services Department are $187,427. The rest are direct individual payments made by the State Depart_rnent to Contra Costa clients enrolled through the Contra Costa County Community Services Department LIHEAP. 6. FUTURE FUNDING. Funding appropriations depends on emergency situation the nation or states are experiencing at the moment. However, this is the second funding the County has received in the past three years 7. BUDGET SL'T ARY. A line item budget detailing Administrative Costs, Program Costs, Materials and Indirect Costs has been implemented and is part of the State Contract. 8. STAFFING REQUIREMENTS. Community Services Department staff will conduct outreach at its centers, at SIT sites, at Cane-Stop Career Centers, and at EHSD offices. Building Inspection Community Development Department will conduct weatherization measures and some outreach based on an Inter-Departmental Agreement with CSD, the responsible agency for this project. CSD charges Indirect Costs for Administration staff'. 9. PROGRAM NEED. Approximately 8,000 seniors and 11,000 TANF recipients are in need. of Weatherization measures and financial support to pay their PG&E bills. Approximately 1,272 households are supported by the program. Together with the Building Inspection. Community Development Neighborhood Mousing Project, this is the only program. in Contra Costa County for PG&E bill crisis intervention and Weatherization of horses for Low income families. 10. RELATIONSHIP TO OTHER PROGRAMS. The project interfaces with the Neighborhood Housing Project, with CalWORKs Employment Support services, Head Start 1 FACS support services, Homelessness Prevention and PG&E. Support for this program is needed to allow more outreach at the EHSD offices and to raise awareness of its availability among the Cali ORKS clientele. 1 �. PROJECT GOALS. Project Goals are: To enroll approximately 1,272 households in Energy Assistance Programs, educate family members on Energy Efficiency Measures, and Weatherize approximately 134 houses. 1.2. STATED OBJECTIVES. Weatherize 134 houses and conduct outreach. / enrollment to 1,272 families. Weat?rierization measures and objectives are outlined in detail in the State Contract. 13. ACTIVITY SUMMARY. Enrollment into LIHEAP will be conducted at the aforementioned sites and at Employment / Health Fairs. CSD intake staff make a comprehensive services package available to CaIWOR s, low-income, hard-to-serve and hard-to-employ clients through Unified Intake. This package includes Child Care, LIHEAP, Health Service Provider Advocacy, Employment Services, Homelessness Prevention and Food / Nutrition. Tient case management outcomes will be :racked weekly to establish crisis prevention measures. 14. EVALUATION METHOD(S). The CSD operates under Federal Guidelines for Result — Oriented Management and Accountability as well as Head Start Performance Measures. Both measures state results over time, which are linked to expenses to measure Return of Investment. The CSD Community Action Division ?manager and the State Department representative will monitor and ensure appropriate performance of Service Activities and full compliance with Federal Regulations OMB A-87 and OMB A 1£12.. 15. CHANGES COMPARED TO PRIOR YEAR (if any). The program will be more accessiblein the community through Unified Intake, At the same time, response times will be cut by 1/3. 16, POTENTIAL CONTROVERSIAL ISSUES. REASONS FOR REC ENDATIONS/B CKGItOUND: Effective July 1, 2000, the County executed a Short Form Service Contract #38-465-3 for the provision of contracted temporary teaching staff services through September 30, 2000. Due to an on-going shortage of qualified teaching staff available for hire and the increased need for teaching staff to maintain a full-day, full-year child care and development program, the level of contractor services requested and received by the Community Services Department, Family and Children's Services Division exceeded original expectations. Approval of this request will allow for the County to reimburse the contractor for temporary teaching staff services provided to the Community Services Department.
