1. Recommended Action:
APPROVE and AUTHORIZE the Centra Costa County Purchasing Services Manager to sign
the service contract amendment identified below:
Service contract with Public Works Department and Judy Lyman, not to
exceed $167,000, to provide computer application development and
support. The service contract term is from January 1, 2001 to December
31, 20701.
11. Financiallmpact:
None. All costs are supported by application fees and gas tax revenue.

III. Reasons for Recommendations and Background:
The Public Works Department is employing this consultant to provide Computer Application
Development Assistance which will include design, coding and testing of reports and input
forms for an Oracle database.
IV. Consequences of Negative Action:
The required database will not be established.

The Parcel Map of Subdivision MS 99-0004,property located in the Walnut Creek
area, said map having been certified by the proper officials;
11. Subdivision Agreement
A subdivision agreement with DeNova Homes, Inc., subdivider, whereby said
subdivider agrees to complete all improvements as required in said subdivision
agreement within one year from the date of said agreement. Accompanying said
subdivision agreement is security guaranteeing completion of said improvements as
follows:

Letter from the County Tax Collector stating that there are no unpaid County taxes
heretofore levied on the property included in said map and that the 2000-2001 tax
lien has been paid in full and the 2000-2001 supplemental tax lien is estimated to be

NOW THEREFORE BE IT RESOLVED that said subdivision,together with the provisions
for its design and improvement, is DETERMINED to be consistent with the County's general and
specific plans,
BE IT FURTHER RESOLVED that said Marcel Map is APPROVED and this Board does
not accept or reject on behalf of the public any of the streets,paths, or easements shown thereon as
dedicated to public use.

GRANT DEED OF DEVELOPMENT RIGHTS
(Scenic Easement)
We,David B.Sanson and Lori J. Sanson(Owners)hereby grant to the County of Contra Costa,
a political subdivision of the State of Califbmia (Grantee) and its governmental successor or
successors, the future development rights, as defined herein below over a portion of that real
property known as lot 14 in block 3, as designated on the map entitled "Map No. 2 of Walnut
Heights, Walnut Creek, California,Contra Costa County"which was filed December 29, 1913,in
Map Book 10,page 245,Contra Costa County Records,situated in the County of Contra Costa,State
of California, and more particularly described in Exhibit"A."and"13."
Development rights are defined to mean and refer to the right to disapprove of any proposed
construction,development or improvement within the areas marked"Restricted Development Area
(Scenic Easement)." The development rights are and shall be a form of covenant, which shall run
with the said property and shall bind the current owner and any future owners of all or any portion
of said property. In the event of a disapproval of proposed construction by the Grantee or its
successor,said proposed construction shall not be performed. Grantee or its successor may condition
its approval of any proposed construction upon prior or subsequent perfom=ce of such conditions
as Grantee may deem appropriate.
