Siino, Administrator for the Estate of Mary Siino, and Barbara J. Siino and Anthony H. Siino, Co-Administrators of the Estate of Horace Anthony Siino for Parcels 096-020-068, 084, and 066, )Anthony Siino for Parcel 096-020-077, and 3) Barbara Slino for Parcel 096-020-078, as recommended by the Bay Point Redevelopment Project Area Committee; DETERMINE that the activity, acquiring real property, is exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15061 (b)(3) of the CEt A guidelines; and DIRECT the Redevelopment Agency to arrange for payment of the $25.00 handling fee to the County Clerk for filing of the Notice of Exemption. FISCAL IMPACT No General Fonds involver. The $1,567,290 acquisition price for the five subject properties would be paid from budgeted Bay Point Redevelopment Area tax increments. BACKGROUND/REASONS FO RECC}MMENDATIONS The Bay Point Redevelopment program has focused attention on the North Broadway area, Comprehensive infrastructure improvement cede enforcement, and infill housing are being coordinated to maximize impact. Because of this prior use a prior Option Agreement provided the Agency the opportunity to conduct its own hazardous materials studies prior to any exercise of the option. A hazardous materials study was completed, and identified the need for hazardous materials remediation. The remediation work has now been completed, and the County Health Department has issued a"no further action letter". Because the remediation work took approximately one year, the prior option agreement expired. The recommended terms of the purchase are a result of a recent appraisal and negotiations. An appraisal on the property was completed and negotiations with the property owners successfully concluded at the price of$1,567,290 purchase price for the five parcels. The parcels are primarily designated single-family Residential-High density in the County General Plan with a mixed use designation on the Willow Pass frontage, The Redevelopment Agency intends to re-offer the property for development, possibly as part of a larger assemblage of properties. The Agency will proceed with a community-planning program for the property during the first and second calendar quarter of 2001 prior to offering the property for development.
