FISCAL IMPACT No General Funds are involved. Funding has been budgeted from the Bay Point Redevelopment Project Area. The property divides the forth Broadway neighborhood into two sub-neighborhood—the So€ano Poinsettia area and the Highway Crive`,lo area. Small blocks in a grad pattern characterize the Highway/Crivello area, while the Solano/Poinsettia area is characterized by long linear blocks with little interconnection. This results in less neighborhood interaction and presents significant safety and access issues. T he site also includes four parcels along the Siino property and Sella Monte Avenue that provide opportunities for connection to the Highway-Criveilo sub-neighborhood. Additional parcels may be acquired on either side of the Siino property if the opportunity arises. Both sub-neighborhoods show significant manifestations of blight in the form of substandard housing, inadequate infrastructure, inappropriate land uses, high criminal activity—including prostitution and drug use, lower income 'median household income is $14,871) and high unemployment. The homes in the North Broadway neighborhood represent an affordable housing resource for the entire Bay point Community. The neighborhood consists of about 20%vacant lots, and only 22% of the households are owner- occupants. There is a large Latino population in the North Broadway neighborhood(52%of the tectal neighborhood) that adds to its unique character. The Siino property's reuse potential as designated in the County's General Plan is residential. The County's General Plan stipulates single-family residential-high density for the bulk of the property and mixed-use,which include multi-family units along Willowpass Road. The Agency does not foresee a change in the General Flan land use designation for the development of the Siino property. Through home ownership and community design, increased investment and owner occupancy is desired. The development must also include a minimum of 15 percent of the Dousing developed at this site affordable for low to moderate-incorne households, consistent with California Redevelopment Law. The Agency is in contract to purchase the property from the Siino family as the seller has cleaned the property to acceptable reuse standards. The Agency would like to begin the community planning process shortly thereafter, within the First calendar quarter of 2001. The Agency desires that the developer employ the principles of New Urbanism and/or Sustainable development in any development program. These principles include physical neighborhood design to promote socialization and interactions, stewardship and ownership, access and movement, and defensible spaces.The desire is that through these principles, the North Broadway neighborhood can become united, stabilized and revitalized. The challenge is significant, but the rewards are great. In partnership with the community, the North Broadway neighborhood can become a performing and sustaining asset for Bay Point. Goal of the Pro'ect The Coal of the Community Planning Process is to engage the community in the redevelopment of the Siino property using New Urbanism/Sustainable Development principles. The Agency's goal is to create a place on this site that has all the tangible and intangible attributes of a healthy neighborhood including a Sociability 'pride, stewardship, diverse and interactive); • Access 'walkable, convenient, and interconnected); • Comfort (safe, attractive, clean and charming); • useful (active, vital, affordable and sustainable) Desired Outcomes The first desired outcome of the community planning process is the creation of conceptual Land use/Site Pians and accompanying design/development standard to guide development for the Siino property, This is to be accomplished through an open and public community planning process to include: • Land uses • Densities • Scale • Linkages • Context of development in existing neighborhood. Date Board of Supervisors File# Page 3 The second desired outcome is the creation of a Request for Developer proposals that cold be circulated to the development community for the development of the Siino property. The scope would include evaluating development proposals, assisting in developer negotiations, and a preparation of the RDA 33433 Disposition Report. Principles of Community PlannInq_E[2gram 4;m Develop consensus on the goal of the program—which is the economically achievable plan incorporating the principles of New Urbanism/Sustainable development.. Community workshops must be conducted as a collaborative planning process incorporating such essential steps as establishing clear objectives, identifying and developing alternative concepts, analyzing, assessing and comparing the choices, weighing the choices, and coming to a resolution as to the most appropriate choice. 4- All who participate must have a good faith intention to participate throughout the entire process k4$ Facilitators, land planners, architects, economist, real estate analyst, and other such consultants, as necessary to conclude the work shall be retained; if deemed necessary by the Agency. a�. The results of the Community planning process shall be reported to the Redevelopment project Area Committee (PAC)and the Contra Costa County Board of Supervisions. bf The process shall have a defined and limited time frame that is cognizant with the Agency's time frame for the overall project. Design,Community and Environment was selected through a competitive RFP process, The project is expected to be undertaken in the First two calendar quarters of 200E.
