4. FORWARD a certified copy of this Board Report to the City of Richmond as the
Board of Supervisors action approving the study's recommendations,
FISCAL IMPACT
No immediate fiscal impact on the County. The study identifies a long-range program to
improve parks and recreation,facilities in the El Sobrante Valley that could have fiscal
implications for the County in the future. The costa for preparing the study were approved in a
previous budget allocation by the Board of Supervisors and were shared 50050 with the City of
Richmond.
BACKGROUND / REASONS FOR RECOMMENDATION
Contra Costa County and the City of Richmond have jointly initiated the EI Sobrante Valley
Parks Study to analyze and address the current and anticipated park deficit in the El Sobrante
Valley. A study team led by Vallier Design Associates has recently completed the attached El
Sobrante Malley Parrs Study. This collaborative effort between the County and the City of
Richmond is part of a larger joint planning effort for the El Sobrante Valley,which was initiated
earlier this year under the auspices of Supervisor John Gioia, District 1.
Park and recreation facilities are currently provided in the EI Sobrante Valley primarily through
the City of Richmond parks and the May Malley Community Center, joint use school sites
operated by the West Contra Costa Unified school District, Contra Costa County's El Sobrante
Branch Library and Community Room; and Contra Costa County contributions to park and
recreation development through park dedication fees collected in the unincorporated area.
East Bay Regional Park District and East say Municipal Utility District lands surround the El
Sobrante Valley, providing access to large, passive-use regional parks and open space areas.
There are currently 26.42 acres of parkland within the El Sobrante Valley.
The El Sobrante Valley is underserved in terms of parks and recreation facilities. There are
approximately 23,625 residents in the EI Sobrante Malley 'both incorporated and
unincorporated areas). The City of Richmond and the County both use the standard of at least
3.0 acres of parkland per 1,000 population.l Given the existing 26.42 acres of parkland,the El
Sobrante Va;ley has a current deficit of 44,46 acres. The El Sobrante Valley is projected to add
1,000 residents by 2010 and this would raise the deficit of parkland by 5.75 acres,

A key objective of the El Sobrante Valley Parks Study is to address the deficit in parks and
recreation facilities and serve as the planning framework to guide the development and
implementation of a system of parks and recreation facilities in the Valley. The study has been
a collaborative effort between the County and City of Richmond and it was prepared with
extensive input and participation by El Sobrante residents, including the County's R-9 Parks
and Recreation Committee which is responsible for establishing local funding priorities for the
parr dedication fees (Quimby Act).
Through extensive consultation with El Sobrante residents, the study identified two types of
parks and recreation needs: multipurpose fields and natural open space. Organized sports
leagues in the Malley are expanding and the current shortage of multipurpose fields is
exacerbated by heavy use and deferred maintenance of some of the Valley's newer fields.
Residents expressed a desire for additional fields as well as a need to upgrade existing fields.
In addition, residents in EI Sobrante expressed a strong desire to preserve the Valley's
surrounding opera space and character and to incorporate the natural beauty of the area into
new parr facilities.
Based on the priorities expressed by Malley residents, the study contains twelve
recommendations. The study includes an inventory and evaluation of vacant lands for their
suitability as parkland; and identifies over 50 acres of potential parkland development. The
recommendations are formed around the core concept that the development of the park '
facilities should be driven by the preservation of the EI Sobrante Valley character, The study
recommends development of a park system aimed at meeting current and future recreational
needs of the community by:
Maintaining and significantly upgrading existing park sites and playfields;
Implementation of park plans already prepared and supported by the community;
Development of both active play and natural park sites;
Acquisition and development of parts sites and development of bikeway and trail
linkages in order to create a cohesive park system.
The study also identifies potential funding sources and strategies to implement
recommendations and discusses the long-term casts associated with maintenance and
operation of new park and recreation facilities in the El Sobrante Valley.
The Board is asked to consider the following actions on the recently completed El Sobrante
Valley Parks Study: 1) support in concept the goals, objectives and recommendations
contained in the study; ) approve the study, in substantially the form presented, as the basic
planning direction for the development of parks and recreation facilities in the El Sobrante
Malley and to be used as the County's policy and resource guide for the planning and
implementation of a park system in the El Sobrante Valley; and, 3) forward a certified copy of
this Board Report to the City of Richmond indicating the Board's approval of the study's
recommendations.
