SUBJECT: APPROVE and AUTHORIZE the Director, Employment cit human Services Department, or
his designee, to PAY on behalf of the Workforce Investment Board, payment to the Shirley Ware
Education Center (#15-035-0)in the amount of$73,323 in advance to cover expenses incurred to
date under the H-lB Skills Training Grant for the period August 1, 2000 through December 31,
2000.
DIRECT the Auditor-Controller's Office to make payment to the Shirley Ware Education Center
the amount cited above.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Director, Employment & Human Services Department, or his designee, to
PAY on behalf of the Workforce Investment Board, payment to the Shirley Ware Education Center (#15-0135-0)
in the amount of $73,323 in advance to cover expenses incurred to date under the H-lB Skills Training Grant
for the period August 1, 2000 through December 31, 2000.
DIRECT the Auditor-Controller's Office to make payment to the Shirley Ware Education Center the amount
cited above.
FINAINC;IAL IMPACT:
No County Costs. 100% of activity costs are covered by Federal funds.
CHILDREN'S IMPACT STATEMENT:
This action will directly support the third outcome, 66Families that are Economically Self-Sufficient".
Activities paid for through this grant provide allied health training and entry-level,fob placement.
BACKGROUND:
Kaiser Permanente of Northern California and SEIU Local 253 asked the Workforce Investment Board of
Contra Costa County to act as the fiscal agent of the grant and to provide job candidate referrals to Kaiser
Permanente facilities through the County One-Stop Career Center system. Allied health training and skills
upgrades offered through the SEAT Local 250 affiliated Shirley Ware Education Center (SWEC) and Kaiser
Permanente Career Training Partnership will provide possible avenues for their employees to move to
Registered Nurse and other allied professions. In turn, entry-level positions in Kaiser facilities will be made
available to the County One-Stop Career Center system for client referral.
The Shirley mare Education Center (SWEC) in Oakland will serve as the principal training facility for skills
upgrades to the Certified Nursing Assistant and other allied health positions but not including the Registered
Nurse Training,
SWEC conducts fiscal operations on a calendar year. This Board Order is requested in order to allow SWEC
to close their books at year-end. Contracts with Kaiser Permanente, the SEIU Local 2509 and the SWEC are
currently in negotiation; however, SWEC has incurred costs.
