Year-End Report SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION I ACKNOWLEDGE that the Board of Supervisors referred 21 issues to the Family and Human Services Committee (FHS) for their review and consideration during the year 2000. 2. ACCEPT the recommendation of the Family and Human Services Committee to carry forward the following referrals to the 2001 Family and Human Services Committee: #1, Child Care Affordability Fund; #2, Oversight of the Service Integration Projects; #3, Oversight of the Juvenile Systems Planning Advisory Committee', #5, Continuum of Care Plan for the Homeless; #11, Oversight of the work of the Policy Forum,- #13, Preparation of the annual Children and Family Services Budget; #14, CCFut res (Children's Future Corps); #19, `welfare Reform; #20, Public Service Portion of the C13BG, #22 Regional Planning for Emergency Medical Services; #25 Child Care Planning/Development Council Membership; #32, Alcohol and Drug Treatment Programs for Youth; #34 Additional Child Care Facilities for Employees; #41, S feFutures; #44 Challenges for EHS; #45, Elder Abuse; #els Community Mental Health Center; #47, Use of Tobacco Tax Settlement and Prop 99 Revenues; and #45, Incentives to promote prevention health behaviors. ACCEPT the recommendation of the Family and Duman Services Committee to close out the following referrals for which there are no outstanding policy issues for FHS: #3€7, Implementation of CWSI MS systems (subsumed under #44 EIS Organizational Challenges); #42, IHSS Public Authority (moved to the Internal Operations Committee); #43, Violence Prevention (subsumed under the Domestic Violence Initiative). During 2009= the Board of Supervisors referred 21 issues to the Family and Human Services Committee. Sixteen of these referrals were carryovers from 1999; the rest were new referrals. The new referrer were #44, Challenges for EI S; #45, Elder Abuse; #46, Community dental health Center; #47, Prop 99 Tobacco Tax revenues; and #48, Incentives to promote prevention health behaviors. The Family and Human Services Committee heard reports on all issues referred to it with two exceptions; #42, IHSS Public Authority, which was referred and is novo under consideration by the Internal Operations Committee and #43, Incentives to promote prevention health behaviors, which was referred to the committee for a six month follow-up which will occur in mid-2001. In many cases, the FIBS prodded oversight and guidance on issues; In others it recommended funding allocations for Board approval. In Mill others, it considered membership/appointments. Referrals that required FHS oversight included: #2, Oversight of the Service Integration Projects; #3, Oversight of the work of the Juvenile Systems Planning Advisory Committee; #11, Oversight of the Policy Forum; #13, Children and Family Services Budget; #14, CCF tures; #19, Welfare Reform; #22 Emergency Medical Services planning; #30 CWS/CMS System; and #41, SafeFutures. Referrals that involved specific issues included #5, Continuum of Care Plan for the Homeless; #34 Additional Child Care Facilities for employees, #43, Violence Prevention, , FHS Challenges; #45, Elder Abuse, #46, Community Mental Health Center; and #47, Prop 99 and Tobacco Tax Settlement Revenues. Referrals that involved funding included #1, Child Care Affordability Fund; #20, Public Service Portion of the CDBG; and #47, Prop 99 and Tobacco Tax Settlement revenues. Several of the FHS referrals were referred to mother Board committee, subsumed under a larger issue or have been resolved during the year. These include #39, Implementation of CWS/CMS systems, which is part of #44 Challenges for EHS for their service delivery system; #42, IHSS Public Authority which has been referred to the Internal Operations Committee of the Board of Supervisors; #43, Violence Prevention, subsumed under the Domestic Violence Initiative. 2
