COSTA FROM: PHIL BATCHELOR, COUNTY ADMINISTRATOR ; COUNTY DATE: November 16, 1999 + SUBJECT: APPROVE AND AUTHORIZE THE COUNTY ADMINISTRATOR TO INITIATE ARCHITECTURAL PROGRAMMING AND FEASIBILITY STUDIES FOR A NEW COUNTY GOVERNMENT CENTER IN DOWNTOWN MARTINEZ, CA SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S): 1. CONFIRM that the Contra Costa County Board of Supervisors is committed to the development of a new County Government Center in downtown Martinez California. 2. ACKNOWLEDGE that preliminary planning for this new Government Center benefited from the close and cooperative working relationship between the County and the City of Martinez. 3. RECOGNIZE the importance of cherished historic resources and characteristics of downtown Martinez especially the Martinez Museum. 4. ACKNOWLEDGE that over the past year the Board, the County Administrator's Office and the city of Martinez studied alternative sites for the County Government Centerand AGREED that the most desirable site is a two-block parcel adjacent to Court Street. 5 AGREE that county core administrative functions comprise more than 100,000 square feet and these functions should be housed in a single structure, or multiple structures in close proximity. 6. ACCEPT that the County should develop building functional requirements and architectural schematics before developing a firm estimate of total project cost. RECOGNIZE that in order to accurately and conclusively determine the total project cost the County must retain professional architects and planners to develop functional requirements, a schematic design, and cost estimate. 8. ACKNOWLEDGE that the County may employ different methods to select these architectural consultants including a qualifications based selection, and/or an architectural design competition. 9. RECOGNIZE that the anticipated useful life of this new County Government Center exceeds 30 years, replaces the most visible structure in downtown Martinez, and represents the largest single investment in the downtown. 10.DECLARE that this new County Government Center must provide a dignified and timeless architectural expression of the collective vision, values, and reflective history of Contra Costa County citizens, their leadership, and communities. 11.AGREE that an architectural design competition would provide the widest variety of architectural thoughts and ideas and would promote public interaction during preparation of schematic designs. 12.AUTHORIZE the County Administrator to proceed with a competitive selection method to hire architects and planners for the programming and schematic design of a new County Government Center. 13.DIRECT staff to continue working with the city of Martinez to implement effective long term solutions to the ever increasing parking demand. FISCAL IMPACT. The estimated cost of preparing a building program and schematic design is approximately $450,000. This estimate includes approximately $100,000 in stipends to finalists (four teams at $25,000 each), $150,000 for the development of competition materials including a preliminary program and a site model, and $200,000 in management and administrative costs including those of the competition advisor and jury. These fees do not include developing the design into construction documents. BACKGROUND: On November 24, 1998 the Board of Supervisors DIRECTED the County Administrator to return to the Board with options for constructing a new office building to replace 651 Pine Street and a time table for doing so. By memorandum dated March 18, 1999 the County Administrator expressed a desire to study alternative building sites for the Family Law Center and future County Government Center. On April 6, 1999 the Board of Supervisors APPROVED and AUTHORIZED Michael Ross/Charles Drulis Architects and Planners to study these alternative sites. On July 27, 1999 Ross/Drulis presented preliminary findings to the Board of Supervisors for their CONSIDERATION. These findings indicated that the best site for a new County Government Center was the site bound by by Escobar, Marina Vista, and Court Streets. Design of a new County Government Center requires the planning, execution, and evaluation of alternative schematic designs to fully evaluate the feasibility of proposed improvements. Architectural design competitions are frequently used by the public sector to explore and evaluate a wide variety of schematic designs. These competitions are most effective when structured to solicit a vision from the architectural community rather than a definitive architectural solution. The competition could be limited to a select group of architects (3 to 5), chosen after evaluating competing portfolios and statements of qualifications. Each architect chosen for this design competition would provide a vision for the new County Government Center through drawings and models. Independent cost opinions, prepared by the construction manager, would inform the competition jury on the relative development costs for each proposal. The County would then hire the architectural team with the best-valued proposal to develop building(s) designs within the established project budget. FISHAREMEVERMARMCABORDER.DOC
