Approve and authorize the Health' Services Director, or his designee
(Donna Wigand) , to execute on behalf of the County, Contract Amendment
Agreement #74-005-1, with Phoenix Programs, Inc . , effective November
1, 1999, to amend Contract #74-005, to decrease the Contract Payment
Limit by $20, 000, from $213 , 901 to a new total of $193, 901.
FISCAL IMPACT:
This Contract is funded as follows :

REASONS FOR RECO EM' A_ TIONVBACRGRO`CtND:
On August 1, 1999, the Board of Supervisors approvedContract #74-005
with Phoenix Programs, Inc . , for the period from May 1, 1999 through
April 30, 2000, for the prevision of Mental Health services to
seriously and persistently mentally ill adults who are participating
in the PATH Supportive Housing Demonstration Project. .
At the request of the Contractor, the County and Contractor has agreed
to reduce the Contract Payment Limit by $20, 000 from $213 , 901 to a new
total of $193, 901 . Contractor was unable to generate the Federal
Financial Participation {FFP} for the Medi-Cal Reimbursement portion
of the Contract, which totals 5011 of the Medi-Cal billing.
Approval of Contract Amendment Agreement #74-005-1' will reduce the
payment limit to accurately reflect the level of services to be
provided by Phoenix, Programs, Inc . , through April 30, 2000 .

Approve and authorize the Health Services Director or his designee (Donna
Wigand) to execute on behalf of the County, Contract #24-868-3 with Telecare
Corporation, for the period from July 1, 1999 through June 30, 2000, for
inpatient psychiatric services, to be paid in accordance with the following
rate schedule :
5497 .29 for each Medi-Cal "Acute Psychiatric Day of Service" ,
530.21 for each Non-Medi-Cal "Acute Psychiatric Day of Service" , and
$268.63 for each "Administrative Day" .
FISCAL, IMPACT:
This Contract is included in the Health Services budget and is funded by
acute psychiatric inpatient consolidation funds .
BACKGRbUTND/REASON(S) FOR RECOMMENDATION(S) :
On September 15, 1998, the Board of Supervisors approved Contract #24-868-2
with Telecare Corporation, for the period from July 1, 1998 through June 30,
1999, for the prevision of inpatient psychiatric treatment services to
County' s patients at its Telecare Solano/Psychiatric Health Facility, which
is an alternative to utilization at Napa State Hospital .
Because of pending Medi-Cal bed day rates and a lengthy negotiation process
between. the Mental Health Division and Contractor, the Department neglected
to process a formal Contract to allow Contractor to continue providing
inpatient psychiatric services. Services were requested and provided by
Contractor in good faith.
It was the intent of the Department, and as agreed upon by Contractor, that
Contractor would continue providing services while contract negotiations were
underway. Approval of this Contract #24-868-3 will make the formal Contract
consistent with the oral agreement, which was agreed upon between both
parties, allowing Contractor to continue providing services through June 30,
2000 .

amend Contract #23-2.37-3 with Eastridge Infotech, effective October
1, 1999, to .increase the Contract payment limit by $350, 000, from
$240, 000 to a new total of $590, 000.

Funding for this Contract is included in the Department's Enterprise
I budget.
BACKGROUND L RSASON-(8) FOR R.ECONMENDATION(8) :
on May 25, 1999, the Board of Supervisors approved Contract
#23-237-3 with Eastridge Infotech, for the period from June 1, 1999
through May 31, 2000, to provide consultation and technical
assistance to the Department with regard to custom software
applications.
Approval of Contract Amendment Agreement #23-237-4 will allow the
Contractor to provide an additional level of service to convert the
Department's computer applications to Y2K compliance through May 31,
2000.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract
with Ms. Elaine Burres (#21-474-1) in the amount of$73,000 for consultation, technical and
administrative assistance to the Contracts and Grants Unit for the period of December 1, 1999 through
November 30, 2000.
FISCAL:
Budgeted by Employment and Human Services Department as administrative support activities funded
80% State and Federal, 20% County.

The complexity of inter and intra-agency service agreements, contracts,memoranda of understanding, grants
and proposals, and program design and implementation models generated by these written agreements,
requires extensive expertise in the integrated process(s) of contract and program development.
As the Department continues to expand the delivery of support services and maintain the high quality of
these services,the public bid process is vital in identifying agencies with the expertise and dedication to
deliver effective support services. The procedures of the public bid process must be understood and
monitored to insure the integrity of the process and to determine the bid respondent most qualified to deliver
the proposed support services.
An understanding of the community is necessary as the Department provides fiscal and contracting support
staff to the Family and Children Trust Committee and a liaison to new programs developed collaboratively
with community based organizations and/or public agencies, such as, the After School Learning and Safe
Neighborhoods partnership Program(s).
