RECOMMMATION(S) :
Approve and authorize the Health Services Director, or his designee
(Frank Puglisi, Jr. ) , to execute on behalf of the County, Contract
#25-385 with California Nurses Bureau, in the amount of $50, 000, for
the period from. October 1, 1999 through September 301, 2000, to provide
nursing registry services for Centra Costa Regional Medical Center and
Contra Costa Health Centers .
FIX&j CIA. IMPACT:
This contract is included in the Health Services Department Enterprise
I budget.
REASMS FOR--RECOMMENDATIONS/BACKGROUND:
For several years the County has contracted with registries to provide
temporary medical professionals to assist Contra Costa Regional
Medical Center and Centra Costa Health Centers during peak loads,
temporary absences, and emergency situations. There is a nationwide
nursing and healthcare staff shortage, and in spite of persistent
efforts to recruit nurses and other healthcare staff, the Department
has experienced great difficulty in filling any vacant positions.
Therefore, the Department has had to rely heavily on the registry
services in order to provide quality nursing care for patients .
Under Contract #26-385, California Nurses Bureau will provide
temporary nursing services, as requested by the Department, through
September 303, 2000 .

Inc. , for the period from October 1, 1999 through June. 30, 2000, in the
amount of $447,935, for the provision of intensive day treatment and mental
health services for Seriously Emotionally Disturbed (SED) ', Children in West
County. This Contract includes a six-month automatic extension through
December 31, 2000, in the amount of $298, 000.

Safe and Provide a High Quality of Life for Children: and Families" .
Expected program outcomes include an increase in positive social and
emotional development as measured by the Child and Adolescent Functional
Assessment Scale (CAFAS) and Youth Self Report (YSR) .

The Circle of Care program is a collaborative project of the Mental Health
Division, the County Office of Education, the Department of Employment and
Human Services, and the Probation Department to address issues of physical,

probation.

Approve and authorize the Health Services Director or his designee (Donna Wigand) to
execute on behalf of the County, Novation Contract #24-938-2 with Seneca Residential and
Day Treatment Center, Inc. in the amount of $679 ,540, for the period from July 1, 1999
through June 30, 2000, to provide school based mental health services for Medi-Cal eligible
children and families enrolled in the Early and Periodic Screening, Diagnosis, and
Treatment (EPSDT) Program in the West Contra Costa Unified School District. This Contract
includes a six-month automatic extension -through December 31, 2000, in the amount of
$339,770.

This Contract meets the social needs of County's population in that it provides mental
health services to an underserved high-risk population within the West Contra Costa Unified
School District to increase student success in school, at home, and in the community.
On December 1, 1998, the Board of Supervisors approved Novation Contract #24-938-1 with
Seneca Residential and Day Treatment Center, Inc. for the period from July 1, 1998 through
June 30, 1999 (which included a six-month automatic extension through December 31, 1999)
to provide school based mental health services . Novation Contract #24-938-2 replaces the
automatic extension under the prior Contract, and allows the Contractor to continue
providing services through June 30, 2000.

with Rubicon Programs, Inc. for the period from September 1, 1998
through October 31, 1999 to provide transitional living program
services to homeless single men and families at the San Joaquin II
apartments in Richmond.
Approval of Contract Amendment Agreement #25-006-7 will allow the
Contractor to 'continue providing services through 'August 31, 2000.

For a number of years, Shelter, Inc. , has been operating the Mt.
View House Supported Transitional Living Program to provide shelter
and support services for homeless individuals and families in
Central County. On October 6, 1998, the Board of Supervisors
approved Contract #25-005-7 (as amended by Contract Amendment
Agreement #25-005-8) for the period from September 1, 1998 through
October 31, 1999, to provide shelter and support services for
homeless individuals and families in Central County.
Approval of Contract Amendment Agreement #25-005-9 will allow the
Contractor to continue providing services through August 31, 2000.

This Contract meets the social needs of County' s population in that
it assists judicially committed patients discharged from State
hospitals to integrate safely and successfullyinto the local
community.
On August 3 , 1999, the Board of Supervisors approved Contract
#24-879-3 with Recovery Management Services, Inc . , for the period
from July 1, 1999 through October 31, 1999, for the provision of
Transitional Residential Program services for the Conditional
Release Program (CONRFP) .
Approval of Contract #24-879-4 will allow the Contractor to continue
providing services, through February 29, 2000 .

Approve and authorize the Health Services Director, or his designee
(Wendel Brunner, M.D. ) to execute on behalf of the County, Novation
Contract 122-137-27 with Family and Community Services, Inc. , (dba.
Senior Outreach Services of Contra Costa) in the amount of $183, 083,
for the period from July 1, 1999 through June 30, 2000, for
home-delivered meal services for the Senior Nutrition Program. This
Contract includes a four-month automatic contract extension through
October 31, 2000, in the amount of $61, 027 .
FISCAL IMPACT:
This contract is 100% federally funded under Title III-C(1) of the
Older Americans Act of 1965. No County funding is required.

This Contract meets the social needs of County's papulation in that
it provides home delivered meals on 250 serving days, to an average
of 430 County clients with AIDS and senior citizens, to ensure they
receive at lust 1/3 of their daily nutritional requirements.
On September 15, 1998, the Board of Supervisors approved Novation
Contract #22- 137-25 (as amended by .Administrative Amendment
Agreement #22-137-26) with Family and Community Services, Inc. , for
the period from July 1, 1998 through June 30, 1999, for the
provision of home delivered meals services for the Senior Nutrition
Program. Approval of Novation Contract #22-137-27 replaces the
four-month automatic contract extension under the prior Contract and
allows the Contractor to continue providing services through June
30, 2000.
