FISCAL IMPACT: This Contract is fended by Federal Financial Participation and State Medi-Cal Consolidation. BACKGRO'CJNT3 REASON(S) FOR RECOMMENDATION(S) : On January 14 , 1997, the Board of Supervisors adopted Resolution #97/17, authorizing the Health Services Department to contractwith the State Department of Mental Health to assume responsibility for Medi-Cal mental health specialty services. Responsibility for outpatient mental health specialty services involves contracts with individual, group and organizational providers to deliver these services . On December 15, 1998, the Board of Supervisors approved Contract #24- 939-85 with Brent Hughey, Ph.D. , for the period from. April 1, 1998 through June 30, 1959, for Medi-Cal mental health specialty services. Approval of Contract #24-939-85 (1) will allow the Contractor to continue providing services, through June 30, 2000 . SPECIFIC REQUEST(S)OR RECOMMENDATION($)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: Approve and authorize the Health Services Director, or his designee (Milt Camhi) , to execute on behalf of the County, Contract #27-401-1 with Richard Liao, L.A.. C. , for the period from October 1., 1999 through September 30, 2000, for the provision of professional acupuncture services for the Centra Costa Health Plan, to be paid as follows : a. For Medi-Cal and Commercials Members: County shall pay Contractor those rates set forth in the Medi-Cal Schedule of Maximum Allowances in effect on August 1, 1998. In the event rate increases are subsequently approved by the State of California and are included in the County' s Health Plan capitated payment, County will thereafter increase the rates County pays to Contractor accordingly. b. For Medicare members: Services for members who are Medicare recipients will be reimbursed at the Medicare rate of payment. Physician will bill Medicare as primary payor and County will pay Medicare-required copayments and deductibles for Medicare approved services. FISCAL IMPACT: This Contract is funded by Contra Costa Health Plan' (Health Plan) member premiums . Costs depend upon utilization. As appropriate, patients and/or third party payors will be billed for services . BACKORRO /REASON(S) FOR R.ECOMMENDATI ON(S) : The Health Plan has an obligation to provide certain specialized professional health care services for its members under the terms of their Individual and Croup Health Plan membership contracts with the County. Approval of Contract #27-401-1 will allow the Contractor to provide professional acupuncture services to Contra Costa Health Plan members, through September 30, 2000 . FINANCIAL IMPACT: This Contract is included in the Department ' s Enterprise I Budget . As appropriate, patients and third-party payors will be billed for services . REASONS FOR RECOMMENDATIONS/BACKGROUND: On December 1, 1998, the Board of Supervisors approved Contract #26-184-10 with Unilab Corporation, for the period from November 1, 1998 through October 31, 1999, for the provision of outside clinical laboratory services . These tests require equipment not available at Contra Costa Regional Medical Center' s laboratory and are rarely requested laboratory tests . Because of the large number and diversity of laboratory tests used by the medical community to make diagnoses, most hospitals have to utilize outside laboratories ', as it is too cost-prohibitive to provide all tests on site. Contra Costa County has used the services of outside laboratories for over twenty--five years . Approval of Contract #26-184-11 will allow Contractor to continue providing services through October 31, 2000 . FINANCIAL IMPACT: Funding for this contract is included in the Department ' s Enterprise I Budget . REASONS FOR RECOMMENDATIONS/BACKGROUND: On June 15, 1999, the Board of Supervisors approved Contract #26-372 with Jose Lopez, Ph.D. , for the provision of clinical psychological services for the Mental Health Module at the County' s Detention Facility, for the period from May 1, 1999 through April 30, 2002 . At the request of the Department and due to a vacancy of one Psychologist on the Mental Health Module (M module) at the Detention Facility, Contractor has agreed to provide an additional eight (8) hours, per week, in addition, to his existing twenty-eight (28) hours, per week of clinical psychological services . Approval of Contract Amendment Agreement #26-372-1 will allow Contractor to provide additional hours of clinical psychology services to patients at the County Detention Facility, through April 30, 2002 . Puglisi, Jr. ) , to execute on behalf of the ' County, Contract #26-383 with Heartland Health Resources, in the amount of $150, 000, for the period from October 1., 1999 through September 30, 2000, to provide nursing registry services for Contra Costa Regional Medical Center and Contra Costa Health Centers . FINANCIAL IMPACT: This contract is included in the Health Services Department Enterprise I budget . REASONS FOR RECOMMENLIATIONS/BACKGROUND: For several years the County has contracted with registries to provide temporary medical professionals to assist Contra Costa Regional Medical Center and Contra Costa Health Centers during peak loads, temporary absences, and emergency situations . There is a nationwide nursing and healthcare staff shortage, and in spite of persistent efforts to recruit nurses and other healthcare staff, the Department has experienced great difficulty in filling any vacant positions. Therefore, the Department has had to rely heavily' on the registry services in order to provide quality nursing care for patients . Under Contract #26-383 , Heartland Health Resources will provide temporary nursing services, as requested by the Department, through September 30, 2000 .
