Department of County Justice to Hire one Deputy Sheriff under the Community Oriented Policing Services(COPS) Program. (Town of Danville) RESOLUTION 99/578 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: 1. ACCEPT $125,000 from the U. S. Department of Justice for the period September 1,1999 through August 31, 2002, and AUTHORIZE the Sheriff-Coroner or his designee to execute such Grant Award on behalf of the County. (This will enable the Sheriff-Coroner to add one Deputy Sheriff position pursuant to the Federal Community Policing (COPS) Program). 2. ADD one Deputy Sheriff position to the Office of the Sheriff-Coroner to implement the award under the COPS Program. FISCAL IMPACT: NONE, the award provides partial funding for a School Resource Officer in the Town of Danville. The Town will provide matching funds of$119,222 for the three year period, and has pledged to attempt to continue funding beyond the grant period. BACKGROUND: The Town of Danville contracts with the Office of the Sheriff for law enforcement in the Town. The Town applied to the U. S. Department of Justice for funding to add a School Resource Officer to its law enforcement force. The application has been approved, and the Department of Justice will award the funds to the Office of the Sheriff, on behalf of the Town of Danville. The Town will reimburse the Office of the Sheriff for the cost of the position in excess of the grant. CHILDREN'S IMPACT STATEMENT: This action will be a direct benefit to Danville teens. The School Resource Officer will be assigned to work on the San Ramon Valley High School, Monte Vista High School and Del Amigo Continuation High School campuses. The Officer will provide crime prevention, educational, and mentoring services, as well as enforcement and investigation of any crimes committed on the school grounds. SPECIFIC REQUEST (S) OR RECOMMENDATION (S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: Authorize the Director of the Building Inspection Department to submit a "Request for Proposal" and a "Letter of Commitment" to the Energy Partners Program to increase the weatherization of houses in the County. FISCAL IMPACT: The Energy Partners Weatherization Program will not have any financial impact to the general fund. The project will be funded by the State Energy Partners Program. BACKQROMIREnSONS FOR RECOMMENDATIONS: The State of California Weatherization contract has available an "Energy Partners Weatherization Program" for making minor repairs, insulating and weatherizing law income residences and rental properties in Contra Costa County. The program is structured toward lowering the residents, utility bills'. The Energy Partners Program will be implemented in addition to the Community Service Department/Building Inspection Department CSD/BID Weatherization Program. The CSD/BID Weatherization Program currently weatherizes thirty homes or apartments a month. The Energy Partners Program would allow the department to weatherize and assist an additional 120 homes or apartments a month and will cover costs that some of the other programs will not . The project will be implemented with P.G. &E. and certain other contractors that have been awarded the funding from the state . FINANCIAL IMPACT: No matching funds are required. The Library's costs will include staff time for the installation of the new computer hardware and software,as well as on-going maintenance of these items. BACKGROUND: Funds have been made available through the Bill and Melinda Gates Foundation to finance the purchase of computer hardware and software in the categories of "eligible buildings", and "computer labs". The library is submitting an application under each Category. The libraries in Contra Costa County that are eligible to receive a grant as an "eligible building'" include: Antioch, Baypoint, Pittsburg and San Pablo, because the city demographic characteristics meet the eligibility standard of at least 10% poverty. A Computer Lab Grant application will be submitted as a supplement to the Eligible Buildings Grant. The purpose of both grants is to increase public access to computers and the Internet. If funded, the Eligible Buildings Grant will provide for the purchase of 18 PCs, software and 4 printers. These computers will be made available to the public in each library located in the eligible cities. All will have Internet access. This additional equipment will increase access to individuals in each of these cities who may not otherwise have access to either computers or the Internet. If funded, supplemental public training sessions are also planned. The Computer Lab Grant will provide for the purchase of 11 PCs, software and a workgroup laser printer. The lab will be available to the public for training on popular Computer software programs and the Internet.
