RECOMMENDED ACTION:
Approve and authorize the Health Services Director, or his designee
(Wendel gunner, M.D. ) , to execute on behalf of the County, Contract
428-556-4 with the City of Martinez, for the period from July 1, 1999
through June 30, 2000, to provide congregate meal :services for the
County' s Senior Nutrition Program. This document includes provisions
for a three-month automatic extension through September 30, 2000 .
FISCAL IMPACT:
No County cost is included.

Under Contract 428-555-4 the Contractor will provide an average of 40
meals per day, five days per week, for senior citizens (60 years of age
and older) , at the Martinez Senior Citizens Center, through June 30 ,

SUBJECT: AUTHORIZE the Employment & Human Services Director, or designee, to ACCEPT a Small
Business Development Center grant from the State of California Trade and Commerce Agency
in the amount of$250,000 for the period January 1, 2000 through December 31, 2000
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
AUTHORIZE the Employment & Human Services Director, or designee, to ACCEPT a Small
Business Development Center grant from the State of California Trade and Commerce Agency in the
amount of$250,000 for the period January 1, 2000 through December 31, 2000.
FINANCIAL IMPACT:
No County funds. This agreement is funded with a $50,000 match supplied by the Community
Development Block Grant and other joint project recipients.
CHILDREN'S IMPACT STATEMENT:
This action will directly support the third outcome, "Families that are Economically Self-Sufficient".
Activities under this agreement provide Contra Costa County residents with opportunities for self-
employment and for development of a strong local economy.
BACKGROUND:
This action will enable the County to continue receiving SBDC grant funding,from the California Trade
and Commerce Agency. The Board approved entering into the grant agreement on June 13, 1995.
Funding has been recurring annually for the last five years.
The State of California Trade and Commerce Agency notified the Contra Costa County Private Industry
Council (PIC) that it would be funded $250,000 to host the Small Business Development Center (SBDC)
for the period January 1, 2000 through December 31, 2000.

I. RECOMMENDED ACTION: ,
APPROVE and AUTHORIZE the Community Services Director or designee to execute and submit State
Agreement #GCTR-9037 Amendment l(County #39-809-12) with the California Department of Education
in the amount of $175,000 for a new maximum reimbursable amount of $3,905,573 for full day general
child care services to infants and toddlers for the period from July 1, 1999 through June 30, 2000.
11. FINANCIAL IMPACT:
These contracts are funded through the California Department of Education. No County funding is
required.
III. CHILDREN'S IMPACT STATEMENT:
The Community Services Department Child Development Program supports two of Contra Costa County's
community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable
and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality
early childhood education, nutrition, and health to low-income children throughout Contra Costa County.
IV. REASONS FOR RECOMMENDATIONSIBACKGROUND:
On June 22, 1999, the Board approved State Agreement #GCTR-9037 (County #39-809-11) with the
California Department of Education (State) to provide full day general child care services. Amendment
#39-809-12 will provide an additional $175,000 in reimbursable funds to the County, enabling it to provide
valuable full day services to approximately 30 program eligible infants and toddlers residing in the County
from July 1, 1999 through June 30, 2000.
This contract will be reviewed and approved as to form by County Counsel prior to submission to the State.

I. RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Community Services Director or designee to submit a continued funding
application to the California Department of Education for the period from July 1, 2000 through June 30, 2001
to continue the provision of general child care and state preschool services.
Il. FINANCIAL IMPACT:
No County funding is required. Funding is from the California Department of Education and, if the
application's contracts. are re-certified, will be reflected in the Department's FY 00101 budget during the
County budget process.
Ill. CHILDREN'S IMPACT STATEMENT:
The Community Services Department Child Development Program supports two of Contra Costa County's

IV. REASONS FOR RECOMMENDATIONS/BACKGROUND:
Contractual agreements between the County and the California Department of Education (State) are renewed
annually until either the County or the State decides to terminate funding. The Department is required to apply
annually for recertification of said contracts in order to continue providing general child care and state
preschool services. Rather than submit separate applications for recertification. of .each individual State
Agreement (County #39-801, #39-809, #39-812, #39-849), the State allows the Department to submit a
comprehensive application for recertification. Approval of this application by the State will result in
approximately $4.5 million in reimbursable funding, which will allow the County to continue to provide
general child care and state preschool services to program eligible children.

RECOM149NDED ACTION:
Approve and authorize the Health Services Director, or his designee (Wendel
Brunner, M.D. ) , to execute on behalf of the County, Standard Agreement #29-208-
61 (State #99-85200) , with the State Department of Health Services, in the
amount of $352,882, for the period from July 1, 1999 through Tune 30, 2000, for
continuation of the Immunization Assistance Program.
FISCAL_IMPACT:
Approval of this agreement by the State Department of Health Services will
result in $352,882, for Fiscal Year 1999-00, for continuation of the
Immunization Assistance Program. No County funds are required.
REASONS FOR. RiCOMMNDATIONS/BACKGROUM.
On June 15, 1999, the Board of Supervisors approved submission of Funding
Application #29-208-60, to the State Department of Health Services, for
continuation of the long-standing Immunization Assistance Program. Standard
Agreement #29-208-61 is the result of that application and provides funding to
continue services through June 30, 2000.
The County's Immunization Program makes immunizations available to all persons
in need of such service in order to prevent the occurrence and transmission of
childhood diseases; and under the terms of this Contract, the State provides
free vaccine to the County. The Program monitors the compliance of
preschools, elementary schools, and secondary schools in meeting State-mandated
immunization requirements through inservice programs and limited technical
assistance. An adverse reaction monitoring system and outbreak control team
are also included in the Program.
Four certified and sealed copies of this Board Order should be returned to the
Contracts and Grants Unit for submission to the State.
