SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee to ACCEPT 1999/2000 Discretionary Grant to assist Older Refugees and:
AUTHORIZE Contract number 21-564 with Jewish Family and Children's Services of
the East Say in the amount of$25,148 for the Provision of Services to Refugee Seniors
for the period from October 1, 1999 through September 30, 2000.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee to accept a
federal Office of Refugee Resettlement Discretionary Grant to assist Older Refugees and:
AUTHORIZE Contract number 21-5614 with Jewish Family and Children Services the amount of
$25,148 for the provision of social services to elderly refugees residing in Contra Costa County for
the period from October 1, 1999 through September 30, 2000. Jewish Family and Children's
Services proposal was selected through a competitive review process at the federal level and was
assigned to the County for contract administration and oversight. The Contract will provide a variety
of services for approximately 100 refugee seniors who are Laotian, Vietnamese, Russian or Afghan.
FINANCIAL IMPACT:
Funding for this contract is from the Federal Office of Refugee Resettlement. No County funds
are required 100% federal funds.
BACKGROUND:
In June, 1999, Jewish Family and Children's Services of the East Bay in collaboration with the
Lao Senior Association and Catholic Charities of the East Bay applied for a federal Discretionary
Grant to provide bilingual/bicultural services for refugees over 60 years of age who reside in
Contra Costa County. Their proposal was selected through a competitivereview process at the
federal level and was assigned to the County for contract administration and oversight.
The Employment and Human Services Department may claim up to 5% of the Discretionary
grant to cover its administrative costs.

Emergency Medical Services Authority
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) Ik BACKOROUND AND JUSTIFICATION
RECOMMENDED ACTION
Approve and authorize the Health Services Director, or his
designee (Art Lathrop) , to execute on behalf of the County, a
Statement of Compliance, the required Drug-Free Workplace
Certification and Standard Agreement #29-392-13 (State #EMS-9076)
with the State Emergency Medical Services Authority, in the amount
of $80, 000, for the period from June 30, 1.999 through June 30,
2000 for the Regional Medical Disaster Planning Project .
FINANCIAL IMPACT:
Approval of this agreement by the State will result in $80, 000 of
State funding for the Regional Medical Disaster Planning Project
for FY 1999-00 . No County funds are required.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
Standard Agreement #29-392-13 continues State funding for Medical
Disaster Planning Project services through June 30, 2000, and
allows staff to enhance the County' s disaster preparedness by
improving coordination between counties, cities, hospitals,
Emergency Medical Services agencies and the State Emergency
Medical Services Authority, in the event of an earthquake or other
disaster.
Seven sealed/certified copies of this Board Order should be
returned to the Contracts and Grants Unit for submission to the
State Emergency Medical Services Authority.

Approve and authorize the Health Services Director, or his
designee (Wendel Brynner, M.D. ) , to execute, on behalf of the
County, Standard Agreement #28-602-3 (State #99-85939) with the
State Department of Health Services, for the period from October
1, 1999 through September 30, 2000 , for the "On The Move With
Foodwise" Project .
FISCAL IMPACT
Approval of this Standard Agreement will result in a maximum'
amount payable under this contract not to exceed a total of
$188, 057 from the State Department of Health Services, during the
period from October 1, 1999 through September 30, 2000 .` No County
funds are required.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
On February 23 , 1999, the Board of Supervisors approved Standard
Agreement #28-602 -2 (498-15432) with the State Department of
Health Services, for the period from October 1 1998 through
September 30, 1999, to provide nutrition education to Contra Costa
County, food assistance recipients through classes and workshops,
as well as, through existing community channels, such as after
school programs and food distribution sites. The goal of the
project is to improve nutrition and physical well-being among a
segment of Centra Costa County' s population, who are at an
increased risk of chronic disease.
Approval of Standard Agreement #28-602-3 will ' continue this
project through September 30, 2000 .
Three certified and sealed copies of this Board Order should be
returned to the Contracts and Grants Unit .

(Amendment) #29-396-10 (#89-97896-09) with the State Department of Health
Services (DOHS) effective July 1, 1999, to amend Standard Agreement #29-396`
(as amended by Standard Agreement [Amendments] ##29-396-1 through ##29-396-9) .
FISCAL IMPACT
Approval of Standard Agreement (Amendment) #29-396-10 provides firm funding
amounts for FY 1999-00 and FY 2000-01, in the amount of $213,579 per year.
The total maximum amount payable under this agreement is $4,043,300.
BACKGROUND/REASON(S) FOR RECOI T!)ATION(S) :
On Tune 19, 1990, the Board of Supervisors approved Standard Agreement #29-396
with the State, effective January 1, 1990 through December 31, 1992, which
allocated to the County, a share of Proposition 99 Tobacco Tax revenues for
tobacco education services. Subsequent amendments extended the term of the
agreement through June 30, 2001.
Approval of Standard Agreement (Amendment) #29-396-10 makes necessary technical
adjustments, revises the annual allocation for Fiscal years 1999-00 and 2000-
01, and adds Year 2000 compliance requirements in accordance with instructions
from the State Department of Health Services.
Three certified/sealed copies of this Board Order should be returned to the
Contracts and Grants Unit.

#28-562-5 (Federal Grant #59-3198-8-031) with the U. S. Department of
Agriculture (USDA) , Food and Consumer Service (formerly: Food and
Nutrition Service) , to amendment Agreement #28-562-4, to increase the
Payment Limit by $87, 318, from $3.54, 665 to a new total of $441, 983 , for the
Collaborative Food Stamp Nutrition Education Program "On the Move with
Foodwise" Project .
FINANCIAL IMPACT:
Approval of this Agreement will result an additional $87, 318 from the USDA
for the Collaborative Food Stamp Nutrition Education Program "On the Move
with Foodwise" Project through September 27, 2002 . No County funds are
required.
REASONS FOR RECOMMENDATIONS BACKGROUND:
On November 3, 1998, the Board of Supervisors approved Grant/Cooperative
Agreement ##28-562-4 with the U.S . Department of Agriculture, for the period
from September 28, 1998 through September 27, 2002, for the Collaborative
Food Stamp Nutrition Education Program "On the Move with Foodwise'" Project .
This Agreement (Amendment) will allow the Department ' s Community Wellness
and Prevention Program to provide additional nutrition services and
physical activity promotion to food stamp and "welfare to work" households,
and thus reduce risk for chronic disease among the County' s low income
residents, through September 27, 2002 .
