Payroll Accountant to Accountant III. Payroll Accountant is a single-position management classification assigned to the Payroll division of the Auditor-Controller's Department, which is responsible for processing payroll for all County departments, most fire districts and some non-county regional agencies, The class of Payroll Accountant was adopted at the onset of the PeopleSoftlKronos implementation project to allow the payroll supervisor to devote time to the Project and allow for Tina to assume some of the daily supervisory functions of the Payroll division. However, as the project implementation progressed it was necessary for Tina to temporarily upgrade to Supervising Accountant since she assumed supervisory responsibility on a full-time basis. Tina has been classified as a Payroll Accountant for four years and has served in a temporary upgrade Supervising Accountant position since February of 1999. Our Office presently has a contract employee performing supervisory functions and is in the process of recruiting for a Supervising Accountant to permanently assume the supervisory functions of the Payroll division and need to properly classify Tina's position as an advanced-level Accountant. Tina's position is the sole professional accountant position assigned to Payroll and is responsible for performing advanced-level accounting duties and resolving complex accounting issues. Tina has assumed a high level of responsibility and independently performs the duties of her job, The functions assigned to Tina's position require a Iugh degree of technical and analytical skills and accuracy. Specific duties include the following: reconciling general ledger sub accounts, preparing and reviewing journal vouchers, transfer of funds and other financial documents; preparing and submitting monthly and quarterly reports to the State of California; reviewing changes in payroll laws and regulations and recommending methods of compliance and implementation; reviewing payroll input and output for accuracy and determining necessary action; interacting with various representatives of county departments, bargaining units, outside agencies and the state regarding payroll issues polices s and procedures; and providing lead direction as necessary. Chapter 24-26 of the Contra Costa County Ordinance Code is amended to read as follows: Chuter 24-26 Compensation= 24-26.002 Setting by resolution The compensation of officials may be set by board of supervisors resolution. (Ords. 99-57 § 1, 68-23 § 1, 1968: prior code § 2430.1.) 2� -X8,006 Su erylso (a) Each supervisor, for service as such, shall receive a base monthly salary at the following monthly rates as specified in the Contra Costa County pay series schedule: (1) From June 1, 1998, to October 1, 1998, a monthly salary at level C1 2048; (2) From and after October 1, 1998, a monthly salary at level C1 2083. (b)Additionally, each supervisor shall receive reimbursement for reasonable expenses necessarily incurred in the conduct of such office; such other benefits as are provided other classified or exempt management employees; eligibility for a $60 monthly County contribution to the County's Deferred Compensation Plan in the same manner as other management employees; and an automobile allowance of five hundred and fifty dollars per month. Receipt of the automobile allowance requires that a private automobile be furnished for county business. Code, § 9143.) 2A-16,M Elected County O ficers As compensation for not accruing paid vacation credit, including its retirement benefits, each elected county officer shall be provided six thousanddollars as a deferred compensation contribution that will be added to the elected county officer's deferred compensation account effective July 1 of each year(commencing July 1, 2000). If after July 1, but prior to June 30th, of the next succeeding year, for any reason, the elected county officer's occupancy of office terminates and/or expires, the elected county officer shall be entitled to a deferred compensation account contribution prorated from July 1 to include the time period the ORDINANCE NO. 99-57 1 t elected county officer served prier to the next June 30t". Further, if, for any reason, all or part of such deferred compensation cannot be made into the deferred compensation account, the elected county officer shall be entitled to an equivalent lump sum payment.
