lFC0(gN1Z1NG THE DEDICA TION OF THE&Cerrito VETER I NS MEMEMORIAL GARDEN
WHEREAS, on November 11, 1999 at 2:00 PM,the El Cerrito Veterans' Memorial
Committee,City of El Cerrito,will dedicate the El Cerrito Veterans Memorial Garden,and
WHEREAS, Esther Sergeant,Chairperson of the Committee and El Cerrito resident, is to be
commended for conceiving and initiating this special memorial that will honor Veterans past,
present and future for their service and sacrifice In the defense of our sacred freedoms, liberty
and democracy,and
WHEREAS, the El Cerrito City Council is to be commended for supporting this project and for
the authorization to locate the Veterans Memorial garden on city-owned property adjacent to
the City Hall, 10890 San Pablo Avenge,and
WHEREAS, Esther Sergeant and the Committee have solicited public'donation to fund the
primary cast of the project and further,the City of El Cerrito has pledged toperform the future
maintenance of the Memorial Garden site;and
WHEREAS,John Giola,District 1,member of the Contra Costa County Board of Supervisors and
Gary Villalba of the County Veteran Office will be participants at the dedication ceremony,
NOW,THEREFORE BE IT RESOLVED,that the Contra Cosh County Board of Supervisors does
hereby extend appreciation and gratitude to the El Cerrito Veterans'MgmorW Committee,the
El Cerrito City Council and others for their exemplary efforts to honor Veterans with the
Veterans Memorial Garden.

IN SUPPORT OF THE CONTRA COSTA RESOLUTION NO. 99/576
COUNTY FIRST NIGHT — MARTINEZ NEW
YEARS EVE CELEBRATION
WHEREAS, FIRST NIGHT, is an internationally honored, family oriented, alcohol-free,
countywide celebration of New Year's Eve scheduled for December 31, 1999 in the downtown
and adjacent areas of Martinez; and
WHEREAS, FIRST NIGHT celebration will revive the ancient tradition of marking the New Year
with art, ritual and festivity using a present day context; and
WHEREAS, FIRST NIGHT celebrations broaden and deepen the public appreciation of the
visual and performing arts through an innovative, diverse and high quality New Year's Eve
program which offers Contra Costa County citizens a shared cultural experience that is accessible
and affordable to all; and
WHEREAS, FIRST NIGHT shall use the downtown area of Martinez as its stage by transforming
both indoor and outdoor venues into performing arenas that encourage cultural animation, public
interaction and innovation.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Centra Costa County
hereby encourages the citizens and business of the community to support and attend
PASSED by a unanimous vote of the hoard of Supervisors members present on this 16th day of November 1999.

Commending Donna Powers for her 8 years of service on the Richmond City
Council and Declaring November 16, t 999 as Rosie-the-Riveter/Donna Powers Day
In Contra Costa County
WHEREAS,YDonna Powers has served our community as a Richmond City
Counciimember for the past eight years;
WHEREAS, Donna Powers'skill and expertise has helped create a better living
environment for Contra Costa and Richmond citizens and her unselfish diligence in
moving gracefully but forcefully through all obstacles to knprove, ichmond:is
appreciated by the residents of our County;
WHEREAS,Donna Powers worked at Improving fire safety and increasing crime
;prevention,protected our neighborhoods and schools."saved locai„Jobs,and
Improved Richmorid's business climate;
WHEREAS, Donna Powers traveled to Washington,D.C.and testified before the
United States Senate to bring back.$1 million to save jobs and make repairs icor the
Port of Richmond;
WHEREAS,after theGeneral Chemical toxic release,,,Donna Powers worked hard to
raise$S million to prevent another similar dlsaster from ever happening and to
help construct the recently opened Center for Health In North Richmond;
WHEREAS,Donna Powers raised over$b.S million In private donations for
community benefit projects;
WHEREAS, Donna Powers legit the effort and worked hard to organize and
construct the state's only Community Warning System which notifies citizens of
toxic releases and accidents;
WHEREAS, Donna Powers has spent countless hours on behalf of the women who
worked In Richmond's shipyards during World War If to lead the effort to construct
the Rosie-the-Riveter Monument In honor of these women and further has worked
to create a Rosie-the-Riveter National Park In Richmond;
NOW,THEREFORE BE IT RESOLVED,that the Board of Supervisors does hereby
commend and thank Donna Powers for her eight years of service on the Richmond
City Council and further declares November 16, 1999 as Rosie-the-Riveter/Donna
Powers Day in Contra Costa County.
