HomeMy WebLinkAboutMINUTES - 11161999 - C154 Board of Supervisors of Contra Costa County, State of California IN THE MATTER OF SUPPORTING THE ] RESOLUTION NO. 99/607 PACIFIC GAS AND ELECTRIC COMPANY j TRI-VALLEY UPGRADE PROJECT ] WHEREAS, the electrical demand in the Tri-Valley region is nearing the area's electric system's capacity and is expected to exceed it by mid-2002; WHEREAS,to keep the electrical system at its traditionally high reliability level and avoid blackouts at peak hours, PG&E must upgrade the region's electrical system and infrastructure; WHEREAS, to upgrade the system, PG&E plans to build two new substations and construct new power lines capable of delivering more electricity to the region; WHEREAS, in working with the community to develop plans for the upgraded system, PG&E has focused on environmental, engineering and economic factors; WHEREAS, PG&E has met with local agency representatives in recent months to discuss and develop alternatives for supplying the electrical energy needs of the developments envisioned and approved by the local jurisdictions; WHEREAS, PG&E's preferred alternative for the Tri-Valley Upgrade Project is shown on the attached map and is comprised of(i) a northern component consisting of two five-acre 230/21 kV substations, approximately seven miles of 230 kV transmission line extending along existing PG&E right-of-way from the existing Contra Costa-Newark transmission line to a new Dublin substation and approximately one mile of 230 kV transmission line extending along North Livermore Avenue to a new North Livermore substation at May School Road; (ii) a southern component consisting of approximately 6 miles of new 230 kV transmission line 2.7 miles of which will be located underground within Pleasanton city streets, connecting the existing Vineyard substation and the Contra Costa-Newark transmission line and (iii) if electric demand increases, a second phase, consisting of a new 230 kV transmission line along PG&E's existing northern right-of-way connecting the existing Contra Costa line to the Tesia substation; WHEREAS, PG&E has been communicating directly with the public in order to build an understanding of the need for the upgrade, as well as to gain input and insight into specific concerns raised through the community; WHEREAS, PG&E intends to file an application with the California Public Utilities Commission (CPUC) on or about November 22, 1999, for a certificate of Public Convenience and Necessity(CPCN) authorizing construction of the above project, together with a proponent's Environmental Assessment (PEA); WHEREAS, at that time, PG&E will provide notice to, among others, all public agencies having an interest in the project and make available the Application and the PEA for review; WHEREAS, the CPUC will likely issue a draft Environmental Impact Report (EIR) analyzing the projects potential environmental effects for formal public review and comment in late 2000; WHEREAS, this resolution is in advance of that review and is intended to illustrate a high level of interest in the project; Resolution 99/607 Page I of 2 NOW, THEREFORE, BE IT RESOLVED that the County of Contra Costa I. Understands that the electrical system in the Tri-valley region is nearing its capacity and supports the necessity to address this problem by mid-2002; 2. Recognizes that the County will have a formal opportunity to comment on the proposed project as part of the CPUC'S CPCN process and reserves its right to comment further on the proposed project and the EIR; 3. We support PG&E's public outreach efforts in involving communities where the new facilities will be located.
