SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S)& BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
APPROVE and AUTHORIZE the Deputy Director-Redevelopment to execute a consulting services
contract with Bottomley Design&Planning for the preparation of a Downtown Oakley Revitalization
Strategy.
FISCAL IMPACT
No General Fund money will be used on this project. The total contract cost'is $28,582 and will be
financed from capital funds out of tax increments as shown on the adopted Oakley Redevelopment
Project Area Fiscal Year 1999-00 budget.
BACKGROUND/REASONS FOR RECOMMENDATIONS
On September 22, 1992, the Board of Supervisors authorized a study to develop a Specific Plan for the
Oakley area. The Specific Plan development was a long and difficult process as the community vacillated
on the alignment of Highway 4 and none of the alternatives were immune to public criticism. A Specific
Plan was adopted on June 3, 1997, however,the adopted alignment of Highway 4 was still unsatisfactory
to many community members. At this time the Oakley community was attempting to into orate and it
was anticipated that their ability to formally seek incorporation would soon be de ' d. In order to

give the Oakley community maximum flexibility to re-examine the Highway 4 alignment, Agency staff
was instructed not to implement the adapted Specific Plan.
The Oakley community did incorporate on July 1, 1999. As anticipated, the community's desire to
re-examine the Highway 4 alignment and revitalization of the downtown Oakley area is a priority of
the new City Council. As such, the City Council requested to retain a consultant to facilitate this
process. Bottomley Design&Planning was chosen by the City of Oakley staff to perform this task.
