Broadway, Ste 210, Walnut Creek On this date, the Board of Supervisors considered the attached memorandum from Barton Gilbert, Director of General Services, by Timothy Erickson, Lease Management Division, General Services on the status of office space for the IHSS Public Authority. This item was on the consent portion of the agenda. Following discussion, the Board took the following action: Supervisor Uilkema moved to accept the consent items as stated, and Supervisor Gioia seconded. Broadway, Suite 210 Walnut Creek— This memo has been prep ed in response to the letter presented by Joanne Best and Paul DeMange to the Board of upervisors meeting on October 26ffi 1999. Suite 210 at the County-owned building located at 2020 N. Broadway was offered to representatives from the Department of Employment and Human Services as a potential site for immediate occupancy by the Public Authority. Our understanding was that there was an immediate need for space; however, that the Public Authority occupancy would be temporary and short term until such time as staff of the Public Authority could decide independently on a preferred location. The Office of the County Administrator concurred with the proposed use. The County is always concerned about the ability of its employees and the public to access County buildings. The County has adopted an ADA Transition Plan to meet these needs at 2020 North Broadway and at other County facilities. This building was recommended for use by the Public Authority for the following reasons. The available space, Suite 210, is the right size, it is immediately available, it has excellent accessibility to public transportation including BART, and it is located in County owned space that is affordable relative to privately owned space. Suite 210 is also the most attractive and comfortable suite of offices in the building. 1 Lease: There is no lease for Suite 210 because it is a County-owned facility. 2 Bus Stops: The site can be accessed from bus stops 1 block away. The BART station is less than 3 blocks away. if visitors are unable to manage a wheel chair on the existing gentle slopes from the bus stop or BART, County Connection Link will provide door-to-door service. 3 Parking Lot: The existing handicapped parking stall is the closest stall to the building entrance. Additional accessible parking can be provided as needed. The sidewalk is nearly level from the handicapped stall to the front door. c, 4 Front Door: The Front Door could be modified to provide 32 inches clearance by removal of the mullion, however security would be compromised. To fully modify the front entrance and install an automatic door opener would cost the County $10,000-$12,000 which is not in the current budget. To modify the rear entrance by installing a new ramp would cost approximately $35,000 with the loss of several parking places. These improvements are in the County's plan, and will be undertaken as funding becomes available. 5 Elevator: The elevator control panel and emergency phone can be lowered 12 inches to meet ADA standards and a voice prompt and other modifications added for $18,000 to $20,000. To bring the elevator to full compliance with the most recent ADA regulations to gain an additional 7 inches of depth and 8 inches of width would require a completely new installation costing approximately $80,000$90,000. These improvements are in the County's plan, and will be undertaken as funding becomes available. 6 Restrooms: The ground floor restrooms were remodeled to meet ADA requirements. New towel dispensers will be installed to insure these fixtures are not more than 40 inches high. The second floor restrooms can be modified to meet ADA requirements for approximately $20,000. These improvements are in the County's plan, and will be undertaken as funding becomes available. 7 Braille Signage: Braille signs for the 1st floor handicapped restrooms and elevator are in place. 8 Soft Drink Machine: The soft drink machine can be relocated as it is not easily accessible to the disabled. 9 Ramp: The handicapped ramp from the side door was built as an emergency exit and is not intended to be an entrance. 10 Office Space: Suite 210 is the most comfortable and attractive suite in the building. It is a corner office with ample windows. The suite had been cleaned and the carpets shampooed to prepare the suite for occupancy. 11 Cleanliness: Concerns about cleanliness have been addressed and bathroom floor tile repairs ordered. Plans for new hall carpeting, paint and other minor improvements unrelated to the Public Authority have been underway for some time. Since the Public Authority will not occupy the 2020 N. Broadway facility, the Office of the County Administrator has requested a list of alternative sites for this program, and will schedule a time with the Authority Director to review the list. Walnut Creek, CA Paul DeMange, Program Director, of Independent Living Resource and myself conducted a site assessment of the proposed site for the IHSS Public Authority and prepared these comments for the board. LEASE r' ILR has been told that a "short-term lease", has been signed, but we have been unable to find anyone at the County who can provide us with the start and end dates of the lease. SCIS STOPS One bus stop is located across Ygnacio Valley Road the second bus step is located on Civic Drive near Ygnacio Valley Fuad. Both of these bus steps are a considerable distance from the rented space. Separating the Public Authority site from these bus stops are sidewalks with severe grades. PARKING LCAT There are 36 parking stalls with one van accessible parking stall. AICA minimum requires one van accessible parking stall and one non van accessible second space for 26 to 50 parking stalls. For the IHSS Public Authority, serving people with disabilities and frail elderly, it would be preferable to exceed these minimum requirements. Travel from the accessible parking space to the front doer requires _- navigating a steep graded driveway, as part of the side walk route. r _ UGI—GCS'1777 .. •MJ VVV riva Iwo, W+ 4-n s --- -- FRONT DOOR � The front door is not equipped with automatic door opener. Door width is 36 inches. Opening the front door would be difficult if not impossible for a wheelchair user. The front door has an opening of only 30 inches, limited by a bar, which must be used to open the door from inside the building and protrudes into the entrance access space. The unobstructed entry width must be 32 inches. ELEVATOR The elevator is located at the front of building. The elevator door width measures 37 inches and meets requirements. The inside elevator measurements are 47-inches deep and 72 inches wide. ADA requirements are 54 inches deep and 80 inches wide. The control panel buttons span from 54 to 60 inches from the floor. ADA requirement for the control panel buttons is 35 to 48 inches from the floor. This is a dramatic difference from the required standard. The proposed Public Authority office space is on the second floor. The accessible restrooms are located at rear of building on the first floor. RESTRC}OMS The restrooms are not within a reasonable distance from the office space. ADA requires that if restrooms are not within reasonable distance there must be a minimum of one (1) unisex restroom per floor. The men's restroom is accessible except for the towel receptacle, which is 57 inches from the floor. ADA requirements state that these receptacles cannot be more than 40 inches from the floor. There are missing tiles on the floor and the general state of the restroom presents safety and sanitation concerns. The women's restroom entry is through an alcove that is not accessible. The alcove is rectangular and measures 43 inches by 97 2 •„.v4 t'1{J>111 Y 1 vi t/vs r r ♦W• yrx a +` . inches. The area is too narrow to both navigate the turn, and open the door. With only 43 inches and the door at an angle from the hallway it makes opening the door from a wheelchair extremely difficult. The towel holder in the women's restroom is at the same height as the men's, 57 inches from Moor needs to be only 40 inches from the floor. There is no Braille signage for bathrooms, elevators or front doors. The soft drink machine is located on the first floor and has 3 steps down to its location. There is a ramp leading to the building from the outside to a separate -_door that cannot be opened from the outside and which could not be located from within the building. It appears that it may be part of another tenant's space. We understand that the Public Authority office will be located on the second floor of this building. We have no knowledge if the space itself is accessible as we did not have access to the offices, The entire building is extremely dirty including the restrooms and corridors. This could cause , problems with persons with environmental sensitivities. Has it already been decided that wheelchair users and persons with mobility impairments will NOT be hired to work, at the Public Authority, since the location is inaccessible for them? Has it already been decided that members of the Public Authority Council who are wheelchair users or mobility impaired CANNOT come to the office since the location is inaccessible for them' Has it already been decided that consumers who are wheelchair users or mobility impaired are NOT WELCOME to meet with staff of the Public Authority or are NOT WELCOME AT ALL, since the location is inaccessible for them? 3 TOTAL
