SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
APPROVE and AUTHORIZE the Director of Building Inspection to execute a contract with RYNO,
Inc. in an amount not to exceed$250,000 to provide hardware, software, installation, configuration,
and maintenance services to the Building Inspection Department.
FISCAL IMPACT:
None. All costs are covered by Land Development fees.
BACKGROUND/REASONS FOR RECOMMENDATIONS:
The Building Inspection Department is currently enhancing the existing network system and it's new
County Agencies Permit System(CAPS) or Sierra System Plus. This includes moving the primary
network servers to the DOIT's facilities at 30 Douglas Drive.
The procurement will give the Department the capacity and security to run the production permit
system. Installation of these new servers will also provide the Department with the scalability and
flexibility to continue to enhance permitting and inspection services. The configuration and server
types will allow the Department to increase the capacity of the system as future needs dictate. This
will complete the Department's initial phase to implement the permit tracking system that will
integrate the automated land development process of three Departments. This approval will also
address future expansion to the permit networking environment.
RYNO, Inc. was selected as the vendor to provide these services because of their expertise in
implementing similar systems. RYNO, Inc. is currently the vendor installing the thin-client system
(Citrix)for the Building Inspection Department. The requested servers will become integral part of
the thin-client system. It therefore is in the Department's best interest to have implementation of the
related systems be performed by the same firm. This will enable the Department to hold the vendor
accountable for the successful implementation of the entire project.

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Director of Building Inspection to execute a contract with Attri
and Associates in an amount not to exceed $70,000 to provide plan review services to the Building
Inspection Department on a as needed basis.
FISCAL IMPACT:
None. All costs are covered by Plan Review fees.
BACKGROUNDIR ASONS FOR RECOMMEN12ATI_ ONS:
The Building Inspection Department has experienced tremendous growth in the demand for services.
The ability of the Department to respond to this demand has been constrained by the level of staffing.
In order to better respond to this increase in demand, the Department has begun to contract for these
services with small plan review firms.
In addition to the outside firms, the Department utilized other strategies to address the increase in
demand:
• The Department authorized overtime compensation to Building Plan Checkers to increase our
production rate;
+ The Department's three Structural engineers voluntarily worked significant amounts of
overtime to reduce the backlog of structural plan reviews;
A new Building Plan Checker position was created and filled.
The Department is renowned in the Building Industry for the speed with which building plans are
approved. As a result, our long term customers have become accustomed to the tight time-lines and
have been asking us to explore other alternatives. The Department therefore intends to continue to
utilize the services of Attri and Associates on an as needed basis as part of the Department's strategy
to provide plan check services in a timely fashion. Attri and Associates is a Small Local Business
Enterprise.

I. Recommended Action:
Approve and authorized the Director of Information Technology or his designee to execute an
agreement with the IBM Corporation for the analysis of the potential of migrating the County's
data to a new database platform at a cost not to exceed$50,000 for the period November 17,
1999 to February 29, 2000.
11. Fiscal Impact:
None at the present time. Costs will be absorbed by overhead of enterprise server customers.
III. Reasons for Recommendation:
The County operates many of its mission critical systems on an IBM mainframe(enterprise
server)computer. The data file structure presently employed needs to be replaced. This will only
be accomplished by moving all of the application programs and data to another computing
platform, or modernizing the database structure of the enterprise server.
IV. Background:
The worldwide application of information technology is an integral, complex, and expensive
portion of everyday business infrastructures. Within the County, there are thirty-plus different
departments that support a wide variety of business functions to our constituents, most of which
have significant information technology requirements on an on asis. Many of ese

enterprise server. In the past five years it has become much more attractive to move applications
to newer, client-server based applications. However, studies of many of these migration projects
show the cost of doing this can be as high as two times as expensive as upgrading the enterprise
server's software platforms and data file structures. This is becoming more evident with the
advent of connecting all of the County's data to the Internet, or an Intranet platform. Bottom line,
this project, in either case,is not to be undertaken without a thorough analysis of the costs and
ramifications of taking one course of action over the other.
This contract is for the purpose of doing an analysis of migrating the County's data files over to
an Internet-ready database platform. It will result in a fixed price bid, so if the County chooses to
employ this methodology, it will know exactly what the time and cost issues will be.

RECOMMENDED ACTION:
AUTHORIZE the Acting County Librarian to execute a Short Form Service Contract
Amendment/Extension Agreement with Jerome J. Prideaux for County Library Facilities and Special
Projects Consultation through March 31, 2000.
FINANCIAL IMPACT:
The additional cost of $28,775 for this service is included in the FY 199912000 budget for the County
Library.
BACKGROUND:
Consulting services are needed to provide technical assistance to the library on special projects
including the Clougherty Valley Library Project, Library Capital Facilities Long Range Plan and Library
Ballot Measure Planning.
The Contract includes consultation needed by the County Library on library facilities projects including
capital and maintenance. Consultant will authorize and monitor maintenance and capital projects
approved in the Library Facilities Plan for FY 99-00. Capital projects will be managed as assigned by
the Acting County Librarian. Work of the consultant will include such assignments as initially meeting
with county and other interested parties to determine scope and participation of the parties in the
project; negotiation and preparation of applicable operating agreements; participation in design work
on projects; review of work in progress; progress payments; and final approval of the project.

8. Compliance with Law. Contractor shall be subject to and comply with all Federal, State and local laws
and regulations applicable with respect to its performance under this Contract, including but not limited to,
licensing, employment and purchasing practices; and wages, hours and conditions of employment,
including nondiscrimination.
9. NondiscriminatoryServices. Contractor agrees that all goods and services under this Contract shall be
available to all qualified persons regardless of age, sex, race, religion, color, national origin, or ethnic
background, or handicap, and that none shall be used, in whole or in part, for religious worship or
instruction.

10. Independent Contract Status. This Contract is by and between two independent contractors and is not
intended to and shall not be construed to create the relationship between the parties of agent, servant,
employee,partnership,joint venture,or association.
11. Disputes. Disagreements between the County and Contractor concerning the meaning, requirements,or
performance of this Contract shall be subject to final determination in writing by the head of the County
Department for which this Contract is made or his designee or in accordance with the applicable
procedures(if any)required by the State or Federal Government.
12. Access to Books and Records of Contractor Subcontractor. Pursuant'to Section 1861 (v) (1) of the
Social Security Act, and any regulations promulgated thereunder, Contractor shall, upon written request
and until the expiration of four years after the furnishing of services pursuant to this Contract, make
available to the Secretary of Health and Human Services,the Comptroller General,the County, or any of
their duly authorized representatives,this Contract and books, documents and records of Contractor that
are necessary to certify the nature and extent of all costs and charges hereunder. Further, if Contractor
carries out any of the duties of this Contract through a subcontractwith a value or cost of$10,000 or more
over a twelve-month period,such subcontract shall contain a clause to the effect that upon written request
and until expiration of four years after the furnishing of services pursuant to such subcontract, the
subcontractor shall make available,to the Secretary,the Comptroller General, the County, or any of their
duly authorized representatives,the subcontract and books, documents, and records of the subcontractor
that are necessary to verify the nature and extent of all costs and charges hereunder.
This special condition is in addition to any and all other terms regarding the maintenance or retention of
records under this Contract and is binding on the heirs, successors, assigns and representatives of
Contractor.
13. Reporting Requirements. Pursuant to Government Code §7550, Contractor shall include in all
documents or written reports completed and submitted to County in accordance with this contract, a
separate section listing the numbers and dollar amounts of all contracts and subcontracts relating to the
preparation of each such document or written report. This section shall apply only if the payment limit
under this Contract exceeds$5,000.
14. Indemnification. The Contractor shall defend, indemnify, save, and hold harmless the County and its
officers and employees from any and all claims, costs and liability for any damages, sickness, death, or
injury to person(s) or from or connected with the operations or services of the Contractor or its agents,
servants,employees or subcontractors hereunder,save and except claims or litigation arising through the
sole negligence or sole willful misconduct of the County or its officers or employees. Contractor will make
good to and reimburse the County for any expenditures,including reasonable attorneys fees,the County
may make by reason of such matters and, if requested by the County will defend any such suits at the
sole cost and expense of the Contractor.
16. Legal Authority. This Contract is entered into under and subject to the following legal authorities:
California Government Code Sections 26227 and 31000.

Withholding and FICA Deductions Addendum
Withholding and FICA Deductions: Notwithstanding Paragraph 10. (Independent
Contractor Status) of the Short Form Service Contract (Paragraph 14. of the General
Conditions), for the purposes of withholding State and Federal taxes and Social Security
only from payments due, the Auditor-Controller will make deductions for these purposes.
Contractor is not a County employee. Contractor further understands that the County has
no obligation to provide, and Contractor will not be provided fringe benefits, including but
not limited to, vacation, sick leave, retirement, and health plan coverage. The County will
provide worker's compensation coverage and unemployment insurance if County has right
to control way in which work is done.
