APPROVE and AUTHORIZE the Community Services Director or designee to execute contract
#38-571-6 with the Contra Costa Food Bank in the amount of $30,000 for the provision of
emergency winter food services for the period from September 1, 1999through December 31,
1999.
IL FINANCIAL IMPACT:
This Contract is funded through the California Department of Community Services and
Development. No County funding is required.
III. CHILDREN'S IMPACT STATEMENT:
The Community Services Department Child Development Program supports two of Contra Costa
County's community outcomes. "Children Ready for and Succeeding in School" and "Families
that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive
services, including high quality early childhood education, nutrition, and health to low-income
children throughout Contra Costa County.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
Each winter, the Community Services Department enters into contracts with local community based
organizations for safety-net food and shelter services. Approval of this contract will allow the
County to provide nutritious meals and fresh produce to low-income families with children in
Contra Costa County.

I. RECOMMENDATION
APPROVE the Third Amendment effective November 16, 1999 authorizing an increase in the payment
limit from $50,000.00 to $80,000.00 for the consulting services agreement dated March 1, 1998, with
Specialized Office Services & Products, 1581 Thousand Oaks Blvd., Berkeley, California 94707, for
space planning services for office landscape partitions for various building remodeling and construction
projects. AUTHORIZE the Director of General Services to execute the amendment.
II. FINANCIAL IMPACT
Funds will not be encumbered by the amendment except when services are ordered on a project-by-
project basis by the Architectural Services Manager. Each order will include a payment limit and a
work authorization charge number. The services will be charged to the appropriate capital project fund
or to department funds when services are requested by client departments.
III. REASONS FOR RECOMMENDATION/BACKGROUND
A. Specialized Office Services & Products has been providing space planning services for the County
since June 24, 1997. It is retained on a project-by-project basis to provide space planning services
for office landscape partitions for various projects.
B. The First Amendment dated May 13, 1999 amended Appendix B, Paragraph A to include
classifications and rates specified in Consultant's Schedule of Consulting Services dated May 8,
1998. The Second Amendment approved by the Board August 17, 1999, increased the payment
limit from$25,000.00 to $50,000.00.

C. The Third Amendment increases the payment limit in order for the Architectural Division to
continue utilizing this consultant for space planning needs. This is necessary in order for the
Architectural Division to keep up with client needs on a timely basis to reduce delays in designing,
remodeling and building County facilities. This Amendment will help the Architectural Division
perform its professional services with continuity and improved efficiency.

THIRD AMENDMENT TO CONSULTING SERVICES AGREEMENT
FOR SPACE PLANNING SERVICES
FOR VARIOUS PROJECTS
I. Effective Date and Parties: Effective November 16, 1999, Specialized Office Services and Products (herein called "Consultant"), a sole
proprietorship,and the County of Contra Costa(herein called"County"),a political subdivision of the State of California,mutually agree as follows:
2. Phu~pose: On March 1, 1998,the parties entered into a contract entitled"Consulting Services Agreement," referred to as the"Agreement," which
covers space planning services for office landscape partitions for various projects.. The Agreement previously has been amended as follows: First
Amendment dated May 13, 1999; Second Amendment dated August 17, 1999. The parties desire to further amend the Agreement to increase the
payment limit.
3. Amendments to Agreement:
In the Agreement,Paragraph I(e),change the Payment Limit from$50,000.00 to$80,000.00,an increase of$30,000.00.
4. Effect:
Subject to the revisions made by this and any prior amendments,the Agreement shall remain in full force and effect.

L RECOMMENDATION
A. APPROVE a consulting services agreement with Daniel L. Rainey, Architect, 104 Devin Place,
Martinez, for architectural and project management services for Remodeling and Office Landscape
Partitions Modifications, 1305 Macdonald Avenue, Richmond, for Employment and Human
Services Department. The agreement will be effective November 16, 1999, with a payment limit of
$44,380.00 which amount shall not be exceeded without prior, written authorization by the Director
of General Services.
B. AUTHORIZE the Director of General Services to execute the agreement and to issue written
authorizations for extra work,provided that the cumulative total extra cost for all such authorizations
shall not exceed$5,000.00.
IL FINANCIAL IMPACT
Funding for this project has been budgeted.
III. RECOMMENDATIONS/BACKGROUND
A. The project involves providing for construction document phase, bidding phase and contract
administration services for the Remodeling and Office Landscape Partitions Modifications at 1305
Macdonald Avenue, Richmond for the Employment and Human Services Department.

B. Daniel L. Rainey,Architect, was selected to provide architectural and project management services
for this project because he successfully completed the schematic design and cost estimating services
and is knowledgeable of the needs and requirements of the Employment and Human Services
Department.
C. Negotiations have been completed and an appropriate agreement is ready to sign. The County must
proceed with this agreement for architectural services because it does not have sufficient staff to
provide the services.

WITHHOLDING AND FICA DEDUCTIONS ADDENDUM TO INDEPENDENT
CONTRACTOR-SUBJECT TO WITHHOLDING SHORT FORM CONTRACT
1. 'Withholding and FICA Deductions. Notwithstanding Paragraph 14 of the General
Conditions (paragraph 10 of the Short Form Contract), for purposes of the withholding
state and federal taxes and Social Security Qnl-y from payments due, the Auditor-
Controller will make deductions for these purposes. Contractor is not a County
employee. Contractor further understands that the County has no obligation to provide,
and Contractor will not be provided fringe benefits, including but not limited to,
vacation, sick leave, retirement, and health plan coverage. The County will provide
workers' compensation coverage and unemployment 'insurance if County has right to
control way in which work is done.
