RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to AMEND
contract#21-386-3 with FamiliesFirst, Inc., raising the contract amount by $739,437 from $160,000 to a new
amount of $899,437, for expanded shared family care for the period from July 1, 1999 through June 30, 2000.
FISCAL:
No additional County cost. Expanded services are entirely funded by State and Federal CaIWORKs dollars.
CHILDREN'S IMPACT STATEMENT:
Shared family programs directly support all five of Contra Costa County's community outcomes: 1) Children
Ready for and Succeeding in School; 2) Children and Youth Healthy and Preparing for Productive Adulthood;
3) Families that are Economically Self-Sufficient; 4) Families that are Safe, Stable and Nurturing; and 5)
Communities that are Safe and provide a High Quality of Life for Children and Families. Shared Family Care
provides resources to parents that enhance their ability to care for children and prevent out-of-home placement.
BACKGROUND:
On June 17, 1997, the Board of Supervisors approved three contracts with FamiliesFirst, Inc. as the fiduciary
agent in collaboration with four other agencies, to provide family preservation services. The Shared Family
Care Program provides live-in mentoring to parents and their children who are at risk of entering out-of-home
placement. Through outreach to additional members of the CalWORKs-eligible population, FamiliesFirst, Inc.
and the Center for Human Development will expand existing services and open two additional Shared Family
Care programs. Funded by State and Federal CalWORKs dollars, this expansion will allow EHSD to reach out
to additional CalWORKs participants and:
1) Open two new Shared Family Care programs, one in Central County and another in East County,
tripling the size of Contra Costa County's Shared Family Care Program. The new programs will
expand on the existing program in West County.
2) Add three months to the contract period for the existing West County program run by With
Loving Care. '54(�

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with
FamiliesFirst, Inc. (21-569) in the amount of$100,000, for dedicated group home services for the period
from December 1, 1999 through June 30, 2000.
FINANCIAL IMPACT:
County cost is $30,000, with the balance of contract costs covered by State allocations.
CHILDREN'S IMPACT STATEMENT:
Dedicated group home services support four of the five Contra Costa County Community Outcomes:
"Children Ready for and Succeeding in School"; "Children and Youth Healthy and Preparing for Productive
Adulthood"; "Families that are Safe, Stable and Nurturing"; and "Communities that are Safe and Provide a
High Quality of Life for Children and Families." Children placed in this dedicated group home will receive
short-term assessment and intensive residential and day treatment in a safe, structured environment, while
EHSD and FamiliesFirst work toward longer-term placement in less restrictive settings, or family
reunification wherever possible.
BACKGROUND:
EHSD selected FamiliesFirst, Inc. to provide dedicated group home services in Concord as a result of a
formal Request for Interest (RFI #102). The contractor will run a six-bed, 24-hour coed residential treatment
and assessment program, offering intensive group home services (Residential Care Level 14) and day
treatment, on a short-term basis of 90 days or less, for severely emotionally disturbed children.
Children placed in this home will receive a broad spectrum of individualized and group treatment for many
issues, including addressing the effects of prior physical, emotional and sexual abuse. A specialized school
component will meet the varied educational needs of the children.
The addition of six RCL-14 dedicated beds for group home care will reduce out-of-county placements and
allow those severely emotionally disturbed children to receive treatment locally. This will improve EHSD's
ability to find the best possible long-term placement options for these children, and facilitate family therapy
for those children for whom reunification is possible. '

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Service Department's list of Welfare-to-Work.

FINANCIAL IMPACT:
No County cost. Federal and State funds cover the costs of services from providers on the EHSD list.
CHILDREN'S IMPACT STATEMENT:
Agreements with the listed providers support the third outcome on the Contra Costa County's Children's
Report Card: "Families that are Economically Self-Sufficient." The agreements will provide supportive and
job retention services to Welfare-to-Work eligible participants.
BACKGROUND:
By its order dated August 4, 1998, the Board approved the County's Welfare-to-Work Plan roles and
responsibilities, which includes use of funding through the Department of Labor WtW Formula, National
Competitive grants, and the State of California Regional Workforce Preparation and Economic Development
Act Grant. The Individual Referral for Services Program will provide supportive services and job retention
services to approximately 400 WtW-eligible Contra Costa County residents during the period June 1, 1999
through September 30, 2000.
The total amount of Federal and State revenue allocated for services from these providers during the 99/00
Program Year is $462,785. Service costs will be paid under umbrella contracts approved by the Board on
June 8, 1999 (C.144, C. 145, C. 146).

III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
Contractors were selected based on the results of a Request for Proposal (RFP) process
administered by the Department and the Economic Opportunity Council to provide poverty
program services in target areas of the County.
As a designated Community Action Agency (CAA), the Contra Costa County Community Services
Department (Department) is eligible for federal Community Service Block Grant (CSBG) funds.
CSBG funds must be used to promote the statewide priority of Family Self-Sufficiency. The
County's Economic Opportunity Council (ECIC), which acts as both an advisory body to the Board
of Supervisors and provides oversight to the CSBG program, has participated in the RFP process.
On October 11, 1999, the ECIC considered the funding proposals recommended by the Program
Development Committee. As a result of this meeting, those proposals are now recommended by
the EOC to the Board of Supervisors for approval of funding for 2000 CSBG subcontracts.
Approval of these contracts will allow for continued CSBG program services throughout Contra
Costa County in 2000.

I. RECOMMENDED AC11ON:
APPROVE and AUTHORIZE the Community Services Director, or his designee to execute contract
amendment #33-499-11 with First Baptist Church in the amount of$81,796 for a new total Payment Limit
of$1,488,452 for the period from January 1, 1999 through December 31, 1999.
R. FINANCIAL IMPACT:
Funding is from the U.S. Department of Health and Human Services Administration for Children and
Families. First Baptist is responsible for generating the additional required local match of$20,449.
III. CHILDREN'S IMPACT STATEMENT:
The Community Services Department Head Start Program supports two of Contra Costa County's
community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable
and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality
early childhood education, nutrition, health, and social services, along with a strong parent involvement
focus, to low-income children throughout Contra Costa County. The overall goal of the program is to bring
about a greater degree of social competence in preschool children from low-income families.
IV. REASONS FOR RECCfMMENDATIQNSIBACKGROUND:
On September 21 and 28, 1999, the Board accepted a financial assistance award from the Administration for
Children and Families in the amount of $156,571 for a Head Start Cost of Living Adjustment funds,
$260,951 for Quality Improvement funding, and $382,500 for Program Expansion, Training and Technical
Assistance funds.
Approval of this request will allow the Community Services Department's Family and Children's Services
Division to amend the 1999 contract with First Baptist Church to increase the contract payment limit to
include supplemental program awards.
