SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with the Contra Costa Council (#21-551) in the amount of$500,000 as the fiscal agent for the OPTIC consortium, for the period from October 1, 1999 through June 30, 2000; RESCIND Board authorization (9/28/99, c.74) to contract with the Society of St. Vincent de Paul for the same purpose. FINANCIAL IMPACT: No County cost. CalWORKs funds will support all of the costs of this contract. CHILDREN'S IMPACT STATEMENT: This contract directly supports two of Contra Costa County's community outcomes: "Families that are Economically Self-Sufficient," and "Families that are Safe, Stable and Nurturing." The OPTIC consortium will provide information technology skill training and jobs in a protected work environment to unemployed and underemployed individuals and CalWORKs participants. BACKGROUND: OPTIC (Opportunities for Technology Information Careers) is a consortium of community-based nonprofit organizations and individuals organized to provide job training and employment to CalWORKs participants and other underemployed or unemployed individuals. Consortium members include the Contra Costa Community College District, Society of St. Vincent de Paul, Contra Costa Council, Contra Costa Economic Partnership, among others. Funds committed by EHSD, along with more than $250,000 of in-kind contributions from consortium members, will support project initiation and start-up in East County, with program costs thereafter to be covered with revenue generated from database maintenance contracts with private and public agencies. This Board Order allows EHSD to contract with the Contra Costa Council as the fiscal agent for the pilot training program, during which participants will receive salaries generated from their'work in database maintenance. After completing OPTIC training, participants will be able to enter the workforce as skilled entry- level technical workers. (Contract #21-568-0) SPECIFIC REQUEST(S)OR RECOMMENDATIONS)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment & Human Services Director, or designee, to contract with Ms. Sherry Ruffini in the amount of$50,000 as the Program Director of the Welcome Home Baby Program for the period November 1, 1999 through June 30, 2000. FINANCIAL IMPACT: No County funds. This contract is funded by the Zellerbach Family Fund ($30,000) and Family and Children's Trust Committee (FACT) funds ($20,000). CHILDREN'S IMPACT STATEMENT: This action will directly support the fourth and fifth outcomes, "Families that are Safe, Stable and Nurturing" and "Communities that are Safe and Provide a High Quality of Life for Children and Families". Activities under this contract will provide in-home visitation services to families and children. BACKGROUND: The Welcome Home Baby Program is being developed as one of the major prevention/early intervention service delivery strategies for families with children ages 0-3. When fully operational, this program of in-home visitation services for all first-time parents will provide parent education and support, health information, screening and improved access to medical care, and referrals to other community services as necessary (including mental health, special needs services, housing assistance, employment opportunities, child care resources, etc.). Development of this program has been designated by the Family and Children's Policy Forum and the Department of Employment and Human Services as one of the highest priorities. The significant amount of time required to complete a strategic planning process, coordinate this program with other County Departments and community-based agencies, establish an evaluation process, and develop the necessary RFD's and contracts to implement services necessitates the full-time commitment of an experienced Program Director. Program staff of the Zellerbach Family Fund and members of the Family and Children's Trust Committee recognized the need for such a person and have committed funds to support this position. Ms. Ruffini was selected after a well-publicized search and interviews with Department personnel. Her long- time involvement with the operation of in-home visitation programs is essential to the effective development and implementation of a successful program. FINANCIAL IMPACT: No County Costs. One hundred percent Federal Job Training Partnership Act funds. CHILDREN'S IMPACT STATEMENT: This action will directly support the third outcome, "Families that are Economically Self-Sufficient". Activities under this contract provide employment opportunities to Job Training Partnership Act participants. BACKGROUND: On September 21, 1999 the Board authorized execution of a contract extension (Item 0.153) to utilize EASTBAY Works supplemental grant funds in the amount of$55,000 to reimburse Goodwill Industries for staffing and operating a two County Coordinated Employer Outreach Program. Funds from the existing contract will not be expended by October 31, 1999. Extension of contract term date will allow activities in this contract to be accomplished. FPSP provides a comprehensive continuum of services to children and families. As part of the FPSP program, the contractor will provide post-adoptions support groups and childcare in East, West, and Central County to parents who have adopted children. BACKGROUND: The Board approved the three-year Family Preservation and Support Program(FPSP)plan on June 15, 1999, as approved by the Executive Committee of the Policy Forum. On September 21 and 28, 1999, the Board authorized EHSD to contract for FPSP services with a collaboration of community-based providers, including the Pittsburg Pre-School Council, the Center for Human Development, and the YMCA of the East Bay and Battered Women's Alternatives. This contract expands FPSP to include countywide post-adoption groups and childcare for parents who have adopted children. Support of relative caregivers stabilizes families and helps to prevent children from entering out-of-home placement. BACKGROUND: On June 17, 1997,the Board of Supervisors approved three contracts with FamiiiesFirst, Inc. as the fiduciary agent in collaboration with four other agencies,to provide family preservation services. Kinship care supports relative caregivers with children at-risk of entering out-of-home placement. Through outreach to additional members of the CalWORKs-eligible population, FamiiiesFirst, Inc. will: 1) Expand existing services in East and West County; and 2) Open a new kinship care center in Concord to serve Central County families.
