1. Recommended Action:
APPROVE extension of time for consulting services contract with Systems Integration Solutions,
Inc., for a period of time from October 1, 1999 to December 10, 1999 to provide technical
services for Phase 1A of the Land Development Joint Billing Project for Public Works and
Community Development.
fl. Financial Impact:
There is no increase in the contract amount. Funding of the joint billing project will be paid from
land development fees.

Ill. Background and Reason for Recommendation:
On June 22, 1999, the Board approved the consulting services contract with Systems Integration
Solutions (SIS) to provide technical services for the first phase of the land development Joint
Billing Project for Public Works and Community Development. At that time, the Board authorized
the Public Works Director and Director of Community Development to finalize contract
negotiations and execute the contract for an amount not to exceed $200,000. The contract term
was for ten weeks. The contract was signed on July 21, 1999, for $158',,587.
There are several reasons why the work for the contract has taken much longer than originally
anticipated. These reasons are the result of hold-ups due to issues the County has created, and
not a result of any hold-up from the consultants.
A. Project Team Membership
There are two departments involved in this project and as a result, the project team is twice
as big as it would normally be for a similar project. The accounting practices, work processes,
and computer systems are different in each of the two departments and, therefore, each
department must have team members with knowledge in these areas. The consultants set up
three-hour team meetings twice a week in order to complete the work on schedule.
Unfortunately, with such a large team, team meetings had to be cancelled because key team
members were either on vacation, sick, or had other commitments.
B. Sierra System Interface
The Building Inspection Department is currently installing a new permit management system
called Sierra System. This is the County Agency's Permit System (GAPS) project. The Joint
Billing System will need to interface with this new Sierra System in the Building Inspection
Department. Since Sierra was a new system and presented new opportunities, the project
team wrestled with the extent of the interface with Sierra. Should Sierra take in receipts and
deposits for the Joint Billing Project? Should Sierra take in all receipts and deposits for both
departments? Should Sierra be used for project tracking in Community Development and
Public Works? Should Sierra be used for time keeping in Community Development? These
discussions were important to the County but significantly delayed the consultants time
schedule.
C. Sierra Design Team
At the same time the joint billing team was meeting to work on the Joint Billing System, the
Sierra System consultants were working with Building Inspection and Community
Development in team meetings to design the CAPS project. Several of the joint billing team
members had to also serve on the Sierra System design team, creating conflicts with the joint
billing team meetings.

Staff is recommending an extension of time for the contract. The contract allows for extension of
time due to delays caused by the County. There is no change in contract amount due to this time
extension.
IV. Consequences of Negative Action
The contract would not be extended, which could jeopardize the completion of Phase 1A of the
Joint Billing Project.

RECOMMENDED ACTION (continued).
AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to
Community Development for processing, and a $25 fee to the County Clerk for filing
the Notice of Exemption.
II. FINANCIAL IMPACT:
The estimated project cost is $ 650,000.00, funded by TEA-21 (88.5%), Measure C
(11.5%)
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The project will consist of removing and replacing the existing asphalt-concrete dikes,
repairing any base failures, the routing and sealing pavement cracks, and overlaying
the existing pavement with asphalt-concrete. In addition the county will be raising
monument and utility covers, and median curbs. The restriping and installation of
bike lane signs are also planned.
It is needed to prevent further deterioration of the existing pavement, and to raise the
strength of the roadway section to meet the projected traffic volume.
The project has been determined to be in compliance with the General Plan and is
exempt from CEQA because the proposed project consists of aroutine maintenance
activity on an existing road surface that will not result in any expansion of use
beyond that previously existing. The project will not result in the removal of any
scenic resource.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of design and construction and
may jeopardize funding.

The Board of Supervisors of Contra Costa County RESOLVES THAT:
Contra Costa County, in connection with the State Route 4 Willow Pass Grade
Lowering project, acquired certain real property by deed recorded on January 22, 1991,
in Book 16360 at page 92, in the Bay Point area by Evora Road, for road purposes. The
State of California has requested an easement over a portion of said property, described
in Exhibit"A" and shown as Exhibit"B" attached hereto, for landscape irrigation purposes.
This Board FINDS that the conveyance of such easement is in the public interest and will
not substantially conflict or interfere with the County's use of the property.
This Board hereby APPROVES and AUTHORIZES the conveyance of an easement
to the State of California over the property described in Exhibit "A" and shown as Exhibit
"B" attached hereto, pursuant to Government Code Section 25526.6, and the Board Chair
is hereby AUTHORIZED to execute an Easement Deed on behalf of the County.
The Real Property Division is DIRECTED to cause said Easement to be delivered
to the grantee.
