(dba Deer Valley Chiropractic) , for the period from October 1, 1999 through September 30, 2000, for the provision of chiropractic services for Contra Costa Health Plan members, to be paid as follows: 20 per member, per visit, not to exceed 10 visits per member, per year. FISCAL IMPACT: This Contract is funded by Contra Costa Health Plan member premiums. Costs depend upon utilization. As appropriate, patients and/or third party payors will be billed for services . BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : The Health Plan has an obligation to provide certain specialized professional health care services for its members under the terms of their Individual and Group Health Plan membership contracts with the County. Approval of Contract ##27-400-1 will allow the Contractor to provide chiropractic services to Health Plan members, through September 30, 2000 . Rupf, Sheriff-Coroner County DATE: October 21, 1999 SUBJECT: Contract for Blood Withdrawal Services SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: APPROVE and AUTHORIZE the Sheriff-Coroner or his designee to execute, on behalf of the County, a contract with Blood Alcohol Determinants in the amount of$200,000 for the period October 1, 1999 through September 30, 2000, for the provision of blood withdrawal services. 11. FINANCIAL.. IMPACT: NONE. Approximately $120,000 of the cost will be reimbursed by City police agencies which use this service. The balance will be reimbursed by fines and assessments collected from individuals found guilty of alcohol/drug related driving offenses. Ill BACKGROUND/REASON(S) FOR RECOMMENDATIONt& The contract provides a mechanism for police officers to obtain blood withdrawal from persons suspected of driving while under the influence of alcohol and/or drugs and from suspects in major crimes. The implementation of the Driver Alcohol Program in 1980 resulted in the elimination of blood withdrawal services by private laboratories. Since 1980 the County has contracted forthese services and made them available to other law enforcement agencies. Those agencies reimburse the County for the cost of any services used. Services provided to County are paid through fines and assessments collected pursuant to Penal Code 1463.14. The County has contracted with Blood Alcohol Determinants for the past two years, and services have been excellent and reliable. APPROVE and AUTHORIZE the County Probation Officer to sign individual contracts, amendments and/or extensions with REACH Project, Inc. (Antioch), Rape Crisis Center (San Pablo), and STARS, Inc. (Piedmont), to provide therapeutic day treatment services as components of the Juvenile Crime 'Enforcement and Accountability Challenge Grant 11 project for the period July 15, 1999 through June 30, 2000, in an amount not to exceed $760,056 for the total of the three contracts. 2. APPROVE and AUTHORIZE the County Probation Officer to execute contract amendments affecting scope and/or payment limit amongst the three contracts, as long as the total payment limit for the three contracts does not exceed $760,056. BACKGROUND: The State of California, under Senate Sill 2108 (Chapter 502, Statutes of 1998), provided $50 million for a second round of Challenge Grants and the 199899 Budget Act provided an additional $10 million for implementation of these grants. The contract has been signed and returned to the Board of Corrections. An integral part of this project is to open three-day treatment centers for high risk female juveniles in three locations throughout the county. This is a partnership with Probation, Children's Mental Health and the County School's Department and this,proposal has been approved by the Board of Corrections. Services will be provided to 20 to 30 girls per site with services ranging from education, vocational services, substance abuse counseling, health education and mental health services. Following an extensive request for proposals and screening process, the three organizations selected to provide these services are REACH Project, Inc. (East County), Rape Crisis Center (Central County), and STARS, Inc. (West County).
