SUBJECT: Notice of Award #28-637 from the U. S. Department of Health and
Human Services to Ryan White Title III Early Intervention Planning
SPECIFIC REQUEST{S}OR RECOMMENDATIONS)S BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
Accept $50, 000 from the U. S. Department of Health and Human Services
(Health Resources & Services Administration) , for the period from
September 1, 1999 through August 31, 2000, for the Ryan White Title
III Early Intervention Planning Grant .
FINANCIAL IMPACT:
Acceptance of this Award will result in $50, 000 from the U. S.
Department of Health and Human Services (Health Resources & Services
Administration) to enhance the development and delivery of HIV early
intervention primary care services . No County funds are required.
REASONS FOR RECOMMENDATIONS IBACKGRC?�7ND
West Contra Costa County is experiencing a growing crisis of HIV
infection among communities of color. Access to appropriate and
coordinated care is known to be effective in prolonging lives and
reducing health care costs associated with HIV and AIDS.
The goal of this planing program is to increase the capacity and
capability of West County agencies to provide a continuum of early
.intervention and primary care services, that is able to reach and
serve communities of color at risk for or infected with HIV. The
Center For Health will be the primary partner in this effort .
Acceptance of this award will allow the AIDS Program staff to work
closely with other staff in Public Health, as well a , physicians and
medical social workers at Contra Costa County Regional Medical Center
and Contra Costa Health Centers, community-based partners, and private
providers throughout the County.

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
AUTHORIZE the County Probation Officer to receive State funding lin the amount of
$3,157,828 for the Juvenile Crime Enforcement and Accountability Challenge Grant 11 and
to execute a contract with the State Board of Corrections in that amount for the period July
11 1999 through June 30, 2002.
BACKGROUND:
The State of California, under Senate Bill 2108 (Chapter 502, Statutes of 1998), provided
$50 million for a second round of Challnege Grants and the 1998-99 Budget Act provided
an additional $10 million for implementation of these grants.
On February 23, 1999 the Board of Supervisors authorized the CountyProbation Officer
to apply for these grant funds through the State Board of Corrections and to sign the
contract, amendments or extensions when presented. On May 24, 1999 the Contra Costa
County Probation Department was notified it had been awarded a grant of $3,157,828
under this program. Since that time the Probation Department has been working on
developing subcontracts with three community-based programs for services to at-risk girls
in the County. The contract with the State Board of Corrections has now been received and
approval is once again requested for the County Probation Officer to execute this contract.

FISCAL IMPACT.
The Board of Corrections rewires a 25% county match, but the necessary match
requirements can be met through the federal funds that will be generated by the project
components.

RECOMMENDATION:
APPROVE and AUTHORIZE Risk Manager to execute Memorandum of Understanding
providing for participation in the CSAC Excess Insurance Authority Property Insurance Program.
BACKGROUNDIREASONS FOR RECOMMENDATION:
The CSAC Excess Insurance Authority (CSAC-EIA) had two property insurance programs,
known as Property Program I and Property Program 11, to provide property insurance for their
respective member counties, of which Contra Costal County was a member of Program 1. On
June 4, 1999, the CSAC-EIA Board of Directors approved a Memorandum of Understanding
combining Property Programs I and 11 into a new Property Program. Accordingly, the County
must approve membership in the Property Program and execute the Memorandum of
Understanding providing for participation in the Property Program in accordance with its terms.
The executed Memorandum of Understanding must be received by the EIA no later than
January 31, 2000. Any member not executing the MOU by January 31, 2000 will be deemed to
have given notice of intent to withdraw from the EIA Property Insurance Program effective
January 31, 2000.

to AMEND contract #21-552-0 with Net Team, Inc., raising the contract amount by $125,000,
from $25,000 to a new amount of$150,000 for programmer analyst support for the period
from September 20, 1999 through August 31, 2000.

RECOMMENDED ACTION:
APPROVE and. AUTHORIZE the Employment and Human Services Director, or designee, to AMEND
contract #21-552-0 with Net Team, Inc., raising the contract amount by $125,000,'from $25,000 to a new
amount of$150,000 for programmer analyst support for the period from September 20, 1999 through August
31, 2000.
FINANCIAL IMPACT:
Total County cost will be $22,500, with Federal and State funds covering the remaining contract costs.
Funds designated in the 99/00 budget for programmer analyst positions will offset contract costs, and actual
expenditures under this contract will be lessened if EHSD fills current vacancies.
CHILDREN'S IMPACT STATEMENT
This contract supports all five of Contra Costa County's community outcomes: 1) "Children Ready for and
Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3)
"Families that are Economically Self-Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; and 5)
"Communities that are Safe and Provide a High Quality of Life for Children and Families." EHSD depends
on automation for payment of benefits and service delivery, and insufficient programmer analyst support
could negatively impact all of the community outcomes.
BACKGROUND:
The Employment and Human Services Department originally contracted with Net Team, Inc. for back-up
programmer analyst support. Difficulty in recruiting and maintaining experienced in-house programmer
analyst support, creates a need for ongoing programmer analyst support services. This contract will provide
such support for EHSD until vacant but fully budgeted departmental positions can be filled.

RECOMMENDED ACTION:
Approve and authorize the Health Services Director, or his designee
(Lewis Pascalli, Jr. ) to execute on behalf of the County, Contract
#22-648-5 with Jo A. Haegert, for the period from November 1, 1999
through October 31, 2000, in the amount of $77, 480, for the
provision of consultation and technical assistance to the
Department' s Hazardous Materials Division.
FISCAL IMPACT:
This Contract is funded by California Accidental Release Prevention
(CalARP) Program fees included in the Health Services Department' s
Budget .
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
On November 3 , 1998, the Board of Supervisors approved Contract #22-
648--4 with Jo A. Haegert for provision of consultation and technical
assistance to the Department' s Hazardous Material's Division with
regard to Risk Management Programs, for the period from November 1,
1998 through October 31, 1999 .
Under Contract #22-648-5 the Contractor will provide consultation
and technical assistance to the Department and to stationary sources
with regulated substances with regard to development of the CalARP
Program, pursuant to Health and Safety Code Sections 25531-25543 ,
and with regard to the development of Safety Programs, pursuant to
County Ordinance Code Chapter 450-8 .
