SPECIFIC REQUEST(S)OR RECOMMENDATIONS)&BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: , APPROVE and AUTHORIZE the Community Services Director or designee to execute and submit State Standard Agreement #OOF-2108 (County #39-813-8) with the California Department of Community Services and Development in the amount of $512,404 for 2000 Community Services Block Grant program services for the period from November 1, 1999 through December 31, 2000. IL FINANCIAL IMPACT: This Contract is federally funded through the California Department of Community Services and Development. No County funding is required. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: On December 15, 1998 the Board approved the 1999 Community Services Block Grant (CSBG) State Standard Agreement with the California Department of Community Services and Development (State). Approval of the 2000 CSBG State Standard Agreement will continue to fund CSBG subcontractors to provide self-sufficiency programs and emergency services for eligible county individuals and families. The proposed contract term is November 1, 1999 to December 31, 2000 to allow advance funds to be issued before January 1, 2000, the Y2K deadline. Contract services are to start January 1, 2000 and continue through December 31, 2000. Final review of the 2000 CSBG State Standard Agreement by the Economic Opportunity Council is scheduled for October 14, 1999. This contract will be reviewed and approved as to form by County Counsel prior to submission to the State. Approval of Contract #26-309-3 , will allow Contractor to continue providing temporary physician services through October 31, 2002 . BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : On July 20, 1999, the Board of Supervisors approved Contract #26- 374 with STAT Nursing Services, for the period from June 1, 1999 through May 31, 2000, to provide nursing registry services at Contra Costa Regional Medical Center (CCRMC) and Contra Costa Health Centers to assist the Department during peak loads, temporary absences and emergency situations . This contract is necessary to provide quality nursing care for patients and to give CCRMC nursing staff relief from mandatory overtime. Approval of Contract Amendment Agreement #26-374-1 will allow the Contractor to provide temporary Per Diem and Travel Nurses through September 30, 2000 . The Contract is effective upon execution by the parties and for one year thereafter, unless sooner terminated as provided in the agreement. FISCAL IMPACT: Funded through the Department ' s Enterprise Fund I and Enterprise Fund II . BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : Working with the County' s Purchasing Agent and the Deputy Director for Communications, Department of Information Technology, Contra Costa Health Services has evaluated proposals from six vendors and has selected the product most qualified to meet the Department ' s administrative requirements. This system will replace an outdated and unreliable system with state-of-the-art call center technology. This will improve Contra Costa Health Plan member' s, and Contra Costa Regional Medical Center patient ' s satisfaction, by automatically directing their calls to the appropriately skilled staff member. It will improve productivity by presenting caller information to support staff and will greatly enhance our reporting and decision support capabilities .
