Contra ,r FROM: John Cullen, Director n�' - Costa Employment and Human Services County DATE: October 19, 1999 SUBJECT: APPROVE and AUTHORIZE CHILD ABUSE PREVENTION, INTERVENTION, AND TREATMENT (CAPIT), AND COMMUNITY- BASED FAMILY RESOURCE FUND (CBFR) GRANTS AND SUBSEQUENT REIMBURSEMENT CLAIMS BY THE COUNTY SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION APPROVE and AUTHORIZE the Director of Employment and Human Services, or his designee, to EXECUTE and SUBMIT, on behalf of the County, State Grants to the California Department of Social Services to operate the County's Child Abuse Prevention, Intervention, and Treatment Program (CAPIT) under AB1733, for the fiscal years 1999-2000, 2000-2001, 2001-2002 and the County's Community-Based Family Resource Program (CBFR) for the fiscal year 1999-2000. Further, AUTHORIZE said Director, or his designee, to sign the necessary claims for reimbursement of County's CAPIT and CBFR expenditures to operate these programs. FINANCIAL IMPACT No County General funds required for this Agreement. The total three-year CAPIT Grant will be $974,052 ($324,6$4 each year), and the one-year CBFR Grant will be $16,234. The County is allowed 5% of the total for each Grant for administration. The remainder of the fiends will be allocated for direct service contracts to non-profit community-based agencies as recommended by the Family and Children's Trust Committee (FACT) and approved by the Board of Supervisors. CHILDREN'S IMPACT STATEMENT The programs funded by these Grants support four of Contra Costa County's Community Outcomes: "Children Ready For and Succeeding in School," "Children and Youth Healthy and Preparing for Productive Adulthood," "Families that are Safe, Stable and Nurturing," and "Communities that are Safe and Provide a High Quality of Life for Children," by delivering a combination of prevention, educational, therapeutic, child development, and family supportive services. Expected program outcomes are reduced child abuse and neglect, improved parenting knowledge and practices, reduced incidence of parent and/or child substance abuse, improved overall family functioning, and increased knowledge and use of appropriate other community resources. CHILD ABUSE PREVENTION, INTERVENTION, AND TREATMENT (CAPIT), etc. October 26, 1999 Page 2 BACKGROUND The Board of Supervisors has authorized the Family and Children's Trust Committee to make recommendations on the use of these CAPIT and CBFR funds, in combination with AB2994 (birth certificate fees) and contributions to the Ann Adler Family and Children's Trust Fund, to provide broadly-based services to prevent and reduce child abuse in Contra Costa County, and to improve overall family functioning and self-sufficiency. On June 10, 1999, the Board approved contracts to 11 non-profit agencies to provide these services as a result of a competitive bid process (RFP #1052.) FISCAL IMPACT: Approval of this Agreement will result in a total payment to Contra Costa County of $68,400 . BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : On February 23 , 1999, the Board of Supervisors approved Contract #29-506 with San Mateo County, for the period from October 1, 1998 through June 30, 1999, for the provision of mental health treatment services for adolescents at the Fred Finch Youth Center. Standard Contract #24-920 with Fred Finch Youth Center provides intensive day treatment program and medication support services for seriously emotionally disturbed children (dually diagnosed) who are enrolled in the Fred Finch Youth Center Residential/Day Treatment Programs . Contra Costa County is acting as the host County for the Fred Finch Program, therefore, counties needing services will need to contract with Contra Costa for those services. Approval of Contract #29-506-1 will allow San Mateo County to continue paying Contra Costa County $100 per day for bed usage at the Fred French Youth Center through June 30, 2000 . The California Senate is currently considering legislative change that would allow PG&E to fast-track a Request for Proposals to Community Action Agencies and other vendors to enhance the State program. This would be a chance to realize a more comprehensive LIHEAP than the current one available in Contra Costa County for the year 2000. 1. PROJECT/PROGRAM TITLE. Low Income Home Energy Assistance Program. 2. FUNDING AGENCY. California Department of Community Services and Development. 3. SUBMITTAL STATUS. This is a continuation of funds. The State Department and Community Services have been in close coordination to ensure full compliance with the contract. 4. PROPOSED TERM. Proposed contract term is November 1, 1999 to December 31, 2000 to allow prepayments before January 1, 2000, the Y2K deadline. Services are to start January 1, 2000 and continue through December 31, 2000. This program is ongoing pursuant to funding appropriations through United States Senate. 5. CURRENT FUNDING. The total payments to Contra Costa in State LIHEAP funds are $998,000 a year. Payments made directly to the Community Services Department are $383,805. The rest are direct individual payments made by the State Department to Contra Costa clients enrolled through the Contra Costa County Community Services Department LIHEAP. 6. FUTURE FUNDING. Funding appropriations are yearly, however, funding has been continuous since 1965. 7. BUDGET SUMMARY. A line item budget detailing Administrative Costs, Program Costs, Materials and Indirect Costs has been implemented and is part of the State Contract. 8. STAFFING REQUIREMENTS. Community Services Department staff will conduct outreach at its centers, at SIT sites, at One-Stop Career Centers, and at EHSD offices. Building Inspection Community Development Department will conduct weatherization measures and some outreach based on an Inter-Departmental Agreement with CSD, the responsible agency for this project. CSD charges Indirect Costs for Administration staff. 9. PROGRAM NEED. Approximately 8,000 seniors and 11,000 TANF recipients are in need of Weatherization measures and financial support to pay their PG&E bills. Approximately 5,000 households are supported by the current program annually. Together with the Building Inspection Community Development Neighborhood Housing Project, this is the only program in Contra Costa County for PG&E bill crisis intervention and Weatherization of homes for low income families. 1 10. RELATIONSHIP TO OTHER PROGRAMS. The project interfaces with the Neighborhood Housing Project, with Ca1WORKS Employment Support services, Head Start / FACS support services, Homelessness Prevention and PG&E. Support for this program is needed to allow more outreach at the EHSD offices and to raise awareness of its availability among the CalWORKS clientele. 11. PROJECT GOALS. Project Goals are: To enroll approximately 5,000 households in Energy Assistance Programs, educate family members on Energy Efficiency Measures, and Weatherize approximately 450 houses. 12. STATED OBJECTIVES. Weatherize 450 houses and conduct outreach / enrollment to 5,000 families. Weatherization measures and objectives are outlined in detail in the State Contract. 13. ACTIVITY SUMMARY. Enrollment into LIHEAP will be conducted at the aforementioned sites and at Employment / Health Fairs. CSD intake staff make a comprehensive services package available to Ca1WORKs, low-income, hard-to-serve and hard-to-employ clients through Unified Intake. This package includes Child Care, LIHEAP, Health Service Provider Advocacy, Employment Services, Homelessness Prevention and Food / Nutrition. Client case management outcomes will be tracked weekly to establish crisis prevention measures. 14. EVALUATION METHOD(S). The CSD operates under Federal Guidelines for Result - Oriented Management and Accountability as well as Head Start Performance Measures. Both measures state results over time, which are linked to expenses to measure Return of Investment. The CSD Community Action Division Manager and the State Department representative will monitor and ensure appropriate performance of Service Activities and full compliance with Federal Regulations OMB A-87 and OMB A 102.. 15. CHANGES COMPARED TO PRIOR YEAR (if any). The program will be more accessible in the community through Unified Intake. At the same time, response times will be cut by 1/3. 16. POTENTIAL CONTROVERSIAL ISSUES. II. FINANCIAL IMPACT: These contracts are funded through the California Department of Education. No County funding is required. III, CHILDREN'S IMPACT STATEMENT: The Community Services Department Child Development Program supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health to low-income children throughout Contra Costa County. IV. REASQNS FOR RECOMMENDATIONS/BACKGRU�: On June 22, 1999, the Board approved State Agreement #CPRE-9021 (County #39-812-12) with the California Department of Education(State) to provide state preschool services. Amendment#39-812-13 will provide an additional $129,433 in reimbursable funds to the County, enabling it to provide valuable state preschool services to a total of 122 program eligible children residing in the County from July 1, 1999 through June 30, 2000. This contract will be reviewed and approved as to form by County Counsel prior to submission to the State.
