ON utst class(es)/position(s) as follows: = nest is to Add Project Positions/Classes, please complete other side BOARD OF SUPERVISORS AGENDA ITEM FOR MEETING OF OCTOBER 26, 1999 RICH HEYNE — TREASURER W-TAX COLLECTORS DEPT P300 NO. 18393 P300 LANGUAGE: ADD one (1) 40140 position of Account Clerk—Advanced Level (JDTD) AGENDA BLURB: ADD one full time position of Account Clerk—Advanced Level in the Office of the Treasurer— Tax Collector (Salary offset) • This action is being requested by the Treasurer —Tax Collector to readjust staffing in anticipation of the announced retirement in December of an Accounting Technician. Since the position being vacated contains complex duties, the Department will establish this position adjacent to the Technician and fill it by rotating an existing Account Clerk—Advanced Level from her current duties to be trained by the incumbent Technician in the few weeks remaining before her retirement. The functions being vacated by the Advanced Level Account Clerk will be assigned to this new position and filled via the bid process. • Subsequent to retirement of the Technician, the Technician position will be cancelled on a P300 in December. It is anticipated that the position used for training will be reclassified to Technician when the Account Clerk—Advanced Level is competent to work at the higher level. • The use of a short-duration parallel position for training purposes has been discussed with Lara Delany, CAO Management Analyst, who approves of this action. • Since the position will be under-filled at the Account Clerk--Advance Level during the training phase, there is a salary savings. • Both classes affected by this action are represented by AFSCME Local 2700 which has no issues. • Adoption of this P300 on the October 26th agenda is critical to begin the training process promptly. Martinez, Assistant County Tax SUBJECT: Request To Add One Account Clerk—Advanced ( )Level Position This is to request approval of the attached P-300 adding one Account Clerk— Advanced(JDTD) level position to the department. On December 17, 1999 our Accounting Technician (Position#00000327), responsible for the daily processing and depositing of secured property taxes, will be retiring. This position has the responsibility of maintaining accountability and controls for a$942 million tax levy representing over 600,000 payment transactions. Additionally, this position is responsible for reconciling and maintaining fiscal reports for each accounting period needed in preparing the monthly accountability to the Auditor as required by law. Our intent is to make a lateral move of another Accounting Technician (Position #00000324)effective November 1, 1999 for purposes of job training before the retirement date. This move will create a vacancy which we will fill with this requested Account Clerk Advanced level position. Upon retirement, this vacated position of Accounting Technician will be eliminated At a later date,this Account Clerk Advanced level position will be upgraded to an Accounting Technician. No funding is needed due to the elimination of the Accounting Technician position on December 17, 1999. Continuing Pay for Nan-Sworn Employees. Effective January 1, 2000, Subsection, 13,1., of Section 14.7, Workers' Compensation and Continuing Pay for Non-Sworn Employees, of the MOU between the County and the DSA Rank and File Unit, shall be amended to provide that the percentage of pay for employees entitled to Workers' Compensation shall be decreased from 87% to 86%. B. From October 1, 1998 through December 31, 1999, the medical, dental, and life insurance benefits for permanent employees regularly scheduled to work twenty (20) or more hours per week shall be the same as those provided in the memoranda of understanding between Contra Costa County and the Deputy Sheriffs' Association which expired on September 30, 1998 as amended by the September 17, 1999 Letters of Understanding. From January 1, 2000 through September 30, 2001 the dental and life insurance benefits for permanent employees regularly scheduled to work twenty (20) or more hours per week shall be those expressed in the Tentative Agreement between Contra Costa County and the Association, a copy of which is attached hereto. .r Open enrollment for the dental and life insurance and health care spending account benefits effective January 1; 2000 shall take place from November 1 through November 30, 1999. DENTAL PAN SUBVENTION Effective January 1, 2000, the County subvention for Dental plans will be as follows: Delta Dental 78% PMI Delta Care 78% at 3 year rate guarantee Dental Only County pays all but 0.1 DELTA DENTAL_PLAN IMANUMENTS Increase Annual Maximum from $1200 per member to: $1400 1/1/2000 $1500 1/1/2001 $1600 1/1/2002 DOMESTIC PARTNER Domestic Partner and dependents eligible to participate in dental coverage contingent upon meeting eligibility and enrollment requirements. LIFE INSURANCE Effective January 1, 2000 increase coverage from $3000 to $7500 for employees enrolled in either a health and/or dental plan. HEALTH CARE SPENDING ACCOUNT Effective January 1, 2000, increase the amount employees may set aside from their paycheck for health care expenses not reimbursed by any other health benefits plan with before tax dollars from $2400 to $3000 per year. OPEN ENROLLMENT Open enrollment shall be held September 1 through October 15, 2000 for coverage effective January 1, 2001. Open enrollment for coverage effective January 1, 2002 shall be dependent on the outcome of negotiations.
