HomeMy WebLinkAboutMINUTES - 10261999 - C11-C12 • IN RECOGNITION AND SUPPORT FOR RESOLUTION NO. 99/551 THE CONVENTION ON THE ELIMINATION OF ALL FORMS OF DISCRIMINATION AGAINST WOMEN WHEREAS, IN 1979 THE UNITED NATIONS GENERAL ASSEMBLY adopted the Convention on the Elimination of.afC,F'orms of Discrimination Against Women (CED-AW), and WHEREAS, THE SOROPTIMIS'T'S OF U.S.A. are supporting the efforts of the United.Nations General AssemdCy andare gathering support for the Convention on the Elimination of AffForms of Discrimination.against Women; and WHEREAS, CONTRA COSTA COUNTY JOINS los Angeles, Santa Cruz andNarin counties in endorsing the 'it.T General.Assembly for the Convention on the Elimination of aflForms of Discrimination..against'Women; and WHEREAS, CEDAW ADDRESSES basic human rights for women including the right to vote, the right to enter freely into marriage, equal access to food and heafth care, equaf access to education and freedom from abuse andexpCoitation,freedom from discrimination andnon discrimination in empCoyment andpay; and WHEREAS, CEDAW'S NIISSION statement establishes the standardfor equitable treatment of all persons; and WHEREAS, CEDAW distinguishes the necessity for fundamental freedoms in the pofitical2 economic, social cultural; civiffiefdon behalf of human rights for women; and WHEREAS, THE BOARD OF SUPERVISORS recognizes the Soroptimists of U.S.A.efforts to support CEDAW as the Convention on the Elimination of Discrimination Against 'Women (CEDA^W); and NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Contra Costa County hereby acknowledges the Convention on the Elimination of atT Forms of discrimination Against'Women as a significant goal on behagof equaCrights for women. WHEREAS, the California Department of Health Vices (DHS)estimates that nearly 6,000 children in Contra Costa County have unsafe levels of lead in their blood;and WHEREAS,despite very limited screening,the County has identified 571 lead poisoned children,the majority from the low income communities;and WHEREAS,children age 6 and under who receive health exams through the Child Health and Disability Prevention )CHDP) Program are required to be tested for lead,the State estimates that fewer than 10%of eligible children are actually being tested;and WHEREAS,Contra Costa County's Lead Poisoning Prevention Program has been working since 1993 to identify lead poisoned children and to provide follow-up case management services such as medical care;and WHEREAS,the premise behind Contra Costa County's Lead Poisoning Prevention Program is to recognize that major causes of lead disease and lrJury are preventable and that the strategies required to make an Impact on the public health begins with collaboration of many segments of the community:and WHEREAS,partners of the Contra Costa County's Lead Poisoning Prevention Project include, but are not limited to The West County Toxics Coalition,the Lacs Family Community Development,the Pittsburg Healthy Cities,the:Center for Hyman Development,the Contra Costa Child Care Council,the Pittsburg Pre School Coordinating Count and the Contra Costa Office of Education,and WHEREAS,the Contra Costa County Lead Poisoning Prevention Program will also be working with Protect REGI.(RI chlond Effort to Abate Lead),a new program of the City of Richmond Redevelopment Agency funded by the U.S.Department of Housing and Urban Development to make 120 houses and apartments in West Contra Costa County lead-safe for low4ncome children and families,and WHEREAS,despite efforts at education and preventlom citizens ire Contra Costa County continue to be poisoned by lead from deteriorated lend-based paint,other sources in the home, workplace exposure and historic environmental contamination.
