County, State of California THE SUBSTANCE ABUSE � ADVISORY BOARD } CONTRA COSTA COUNTY � HANDS OFF HALLOWEEN � CAMPAIGN RESOLUTION NO4_99jJ WHEREAS, for ghat was once a children's holiday, Halloween has turned into a drinking occasion; and WHEREAS,alcohol companies have capitalized upon this social trend',through the utilization of Halloween images in their making campaigns which are appealing to children and young adults; and WHEREAS,the use of the mages of ghosts,pumpkins, and witches suds a message to youth that drinking alcohol is a part of Halloween; and WHEREAS,Hands Off Halloween is an annual national prevention campaign that attempts to persuade alcohol vendors and bars not to display the Halloween images produced by the alcohol companies;and WHEREAS,the ultimate goal of the campaign is to stop alcohol companies from using children's Halloween images to market their products; and WHEREAS,the Hands Off Halloween Campaign began in Contra Costa County in 1996 and was quick to capture the participation of many local merchants and bar owners; and NOW THEREFORE,BE IT RESOLVED,that the County Board of Supervisors does hereby support the HANDS OFF HALLOWEENT CAMPAIGN, and encourages all citizens to join the effort so we can continue to reverse the association of Halloween with s drinking alcohol among our youth; and BE IT FURTHER RESOLVED that the County Board of Supervisorsencourages all community members and Cities in Contra Costa to declare Halloween a'children's holiday that should not be used to promote alcohol and beer sales.
