October 19, 1999 SUBJECT: REQUEST OF THE CONTRA COSTAMAYORS' CONFERENCE FOR COUNTY PARTICIPATION I'N A COOPERATIVE REVIEW OF VACANT AND UNDERUTILIZED LAND SPECIFIC REQUEST(S) RECOMMENDATION(S) & BACKGROUNDAND JUSTIFICATION REQO ME ATI€ NS DIRECT the Community Development Department to participate with the cities and the Contra Costa Transportation Authority (OCTA) in a countywide reviews of vacant and underutilized land. FISQAL IMPACT Staff costs associated with the compilation of the inventory will be charged to the unfunded mandate program account. An accurate estimation of the Costs is not possible but could be on the order of $20,000 to $25,OGO in staff time. Costs of Consultant's assistance as may be needed may be available from the OCTA. RECOMMENDADONS For approximately the last year and orae-half, the City/County Relations Committee of the Contra Costa Mayors' Conference, in conjunction with the Public Manager's Association, has been studying the issues associated with quality of life throughout Contra Costa County. In June, 1999, the City/County Relations Committee convened a Committee of Stakeholder's from a broad cross-section of interests to attempt to define some discreet action program recommendations which would further improvement of quality of life in the County. The takeholder's Committee met from July through September 1999, resulting in two recommendations to the City/County Relations Committee and the Mayors' Conferences Recommendation 1: That cities consider the adoption of urban limit litres. Recommendation 2. That the planning staffs of the cities, the County, and the TA undertake an objective inventory of vacant and underutilized properties with the urban limit line. This information could thea be evaluated by the CitylCounty Relations Committee, the Stakeholders Committee, the Mayors' Conference, and individual jurisdictions to further a policy discussion of options for such "Smart Growth" principles as improved jobs housing balance, in-fill development and discouragement of urban sprawl. On October 7, 1999, the Mayors' Conference voted unanimously to request each city and the County to cooperate in the compilation of a catalogue of vacant and under- utilized lands within the umbar limit lire and to investigate the use of geographic information systems (GIS)for presentation and distribution of the data among the jurisdictions. This would require the participation of the County Public Works Department GIS staff. o : s
