Mr. Starr has been instrumental in developing a program in conjunction with the Tony LaRussa animal Rescue Foundation at the girls' center for the girls to work with puppies and kittens. This progradn has been done successfully in other counties and Mr. Starr has worked tirelessly since the idea was presented to him to make it a reality. The County Juvenile Justice Commission,the County Juvenile Systems Planning Advisory Committee and its Girls' Needs Committee, the County Office of Education and Congressman George Miller have direct knowledge of Mr. Starr's actions in securing sponsors and funding to develop this animal program. In addition to his successful efforts to secure funding for a new Juvenile hall for Contra',Costa County, Mr. Starr has worked hard since he arrived in Contra Costa County five years Jago to develop a much needed treatment program for girls. This program is scheduled to begin operation in early November and the anim-al program will be an intregal component of the program. This matter has been scheduled for the October 19 meeting of the Board of Supervisors. Supervisor Gayle B. Uilkema is sponsoring this nomination. If additional information is needed, please call. As a past member of the County Juvenile Justice-Delinquency Prevention Commission and presently serving on the Juvenile Systems Planning Advisory Committee, I have had the opportunity to work closely with Mr. Starr during his five years with.Contra Costa County and have observed his tireless efforts to provide the youth of this County with appropriate and much needed services. Since the idea for a kennel program at the Girls' Center was presented to him, he has devoted a great deal of energy toward making this innovative and successful program a reality in this County. I believe it would be a fitting tribute to Mr. Starr's love for children and amimias to name the kennel room at the facility in his honor.
