At the time that this project was approved, the County required that the development rights adjacent to the creek be conveyed to the County, including private homesites. The deed instrument prohibits any development within the affected area without authorization by the County, The County has received a proposal to place a poolhou.se and make modifications to existing retaining walls on a private lot, 4295 Barrington Lane, which contains an existing residence . The proposed building would have a combined interior/exterio-r floor area of less than 420 square feet . The site is zoned Planned Unit (P-1.) District . The Public Works Department has indicated that it is satisfied that the project can be developed in a manner that will not significantly damage the County' s liability relative to nearby creek flows . The Stonegate Horeowners ' s association has conditionally approved the plans subject to the applicant providing for design improvements to the appearance of the existing retaining walls next to the creek. 2 ',
