October 19, 1999 COUNTY SUBJECT: APPROVE AND AUTHORIZE EMERGENCY REPAIRS AND RELATED CONTRACTS FOR THE CONTRA COSTA REGIONAL MEDICAL CENTER SPECIFIC REQUEST(S)OR RECOMMENDATION(S)S BACKGROUND AND JUSTIFICATION CCIMI1IF;NDAILQI�fSJ: 1. FIND and DECLARE based on the evidence set forth below and pursuant to Public Contract Code sections 22035 and 22050, that an emergency exists and that the emergency will not permit a delay resulting from a competitive solicitation for bids, and DELEGATE to the County Administrator or designee the authority to proceed in the most expedition manner to complete the project. 2. APPROVE and AUTHORIZE the County Administrator or his designee to enter into construction and consulting services agreements for project execution without the need for competitive solicitations for bids or additional Board Approval. FINANCIAL IMPACT: The total estimated project cost is between $75,000 and $100,000 inclusive of construction, management, permit, and inpection fees. BACKGROUND: The scope of this project includes repairing a fire damaged protective enclosure for the hospital's emergency generator exhaust shaft. The fire damage was discovered during minor construction modifications to the two-hour rated gypsum board shaft. These initial modifications were supposed to alleviate overheating in the Intensive Care Unit (ICU). The ICU floor, which is immediately above mechanical spaces, became hot whenever the maintenance crews ran the generator for extended periods of time. State regulations require testing the emergency generator for at bast one half hour each month. As the contractor prepared to install a ventilation port for the shaft, he discovered evidence of a smoldering fire within the shaft. This fire destroyed the shaft's integrity and compromises the fire separation between mechanical spaces and hospital operating units, including the ICU. This condition, if left un-repaired for an extended time period, may damage the ICU floor and impede efficient hospital operations. Atkinson Construction, the contractor hired to make the initial shaft modifications, is on site and prepared to proceed with an expanded work scrape.
