Ia RECOMMENDED ACTION:
Authorize the Director, Employment & Human Services Department, or his designee: to
execute a Job Training Partnership Act (DTPA) Title IIA 8%/30% Contract
Amendment/Extension with Contra Costa County Office of Education(#19-1260-2) to increase
the contract payment limit from $57,000 to a new payment limit of$112°399 with no change
in the contract term.
11e FINANCIAL IMPACT:
None, one hundred percent federal funded.
Ill. CHILDREN IMPACT STATEMENT:
This program addresses the second goal: Children and Youth Healthy and Preparing for
Productive Adulthood.
IV. REASONS FOR RECOMMENDATION:
By its action on July 20, 1999; the Board of Supervisors approved execution of a DTPA
3%0130%o SECG Contract Amendment/Extension with the County Office of Education (#19-
1260-1) to extend the contract term from June 30, 1999 to a new ending date of June 30, 2400
with no change in the original payment limit of$7,000.
By its action on July 20, 1999, the Board of Supervisors approved submission of a Program
Year 199912000 8%0130%0 Funds Cooperative Agreement to the estate Department of Education
which incorporates $63,079 in new funding. These funds will provide pain internships/work
experience to an additional fifty JTPA elig` youth in a California School to Career
Partnership system.

I. RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Community Services Director or designee to execute Interagency
Agreement 35-632 with the City of Martinez First Steps Preschool in the amount of $114,660 for State
Preschool services for the period from October 1, 1999 through June 30, 2000.
II. FINANCIAL IMPACT':
No County funding is required. This contract is funded through an existing agreement with the California
Department of Education(State).
Ill. CHILDREN'S IMPACT STATEMENT
The Community Services Department Child Development Programa supports two of Contra Costa County's
community outcomes: "Children Ready for and Succeeding in School" and "Families Haat are Safe, Stable
and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality
early childhood education, nutrition, health, and social services to low-income children throughout Contra
Costa County.
IV. REASONS FOR RECO'_ ME A TIO SIBACKGROUND:
Since 1994, the Contra Costa County Community Services Department has contracted with community
basest organizations to provide expanded State Preschool services. These existing contracts are funded
through and agreement with the Contra Costa Community College District. Through these current contracts
with community based organizations, the Department provides preschool services for approximately 250
program-eligible children in the communities of Pittsburg, Antioch, Richmond, Concord, and. Bay Point.
The Community Services Department has recently received an increase for its 'State Preschool program.
This new funding will allow the Department to initiate community partnerships in order to expand the
availability of child care services in Contra Costa County.
Approval of this contract will allow the Community Services Department to serve an additional 48 program-
eligible children in Central County.

contract #38-460 with. Antioch Partnership for Quality Child Care, Inc. in the amount of
50,290 for Head Start program wrap around services for the period from August 13,
1999 through. December 31, 1999, and;
B. APPROVE and AUTHORIZE the Community Services Director or designee to execute
contract #38-461 with YWCA of Contra Costa in the amount of $27,991 for Head Stam
program wrap around services for the period from September 1, 1999 through December
31, 1999, and,
C. APPROVE and AUTHORIZE the Community Services Director or designee to exegete
Interagency Agreement #38-440-1 with the City of Martinez Fust Steps Preschool in the
amount of$39;195 for Head Start program wrap around services for the period from October
1, 1999 through December 31, 1999.
II. I+INA.NNCIAL IMPACT:
No County funding is required. These contracts are funded through the 1999 Head Start Basic
Grant. Funding for these contracts is included in the Community Services Department's FY''
1999-00.

Head Start Contracts
Ill. CHILDREN'S IMPACT" STATEMENT
The Community Services Department Head Start Program supports two of Contra Costa County's
community outcomes: "Children Deady for and Succeeding in School" and "Families that are Safe,
Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including
high quality early childhood education, nutrition, health, and social services, ,along with a strong
parent involvement focus, to lose-income children throughout Contra Costa County. The overall
goal of the program is to bring about a greater degree of social competence in preschool children
from low-income families.
IVa REASONS FOR RECO ATIONS/BACKGI OL'?lYD:
The Executive Branch of the Federal government and the National Head Mart Program have
promised the American public to serve one million children by the year 2001. Traditionally, most
Head Start children have been served in part-day, part year programs. With the implementation of
Welfare-to-Work measures, these services are no longer fit the needs of low-income populations.'
In response to the need of Head Start parents and CaIWORKs participants in the County, the Head
Start program has trade a commitment in its 1999 - 2001 three year plan to provide Mead Start
services to enrolled children for twelve hours per day, fifty-two weeks per year. The goal is to
provide a total of 3,590,960 hours, an increase of 370 percent using the same budget originally
provided for a part-day program.
This goal can be achieved through childcare partnerships. The CommunityServices Department has
already initiated a collaborative effort between its Head Start and Child Development Divisions, and
currently serves over 150 children. In a further effort to reach underserved and high need areas,
Contra Costa. County Head Start has initiated contracts with the Greater richmond Social Services
Child Care Program in North Richmond and Cambridge Community Center Child Care Program in
Concord. As part of these agreements, a total of 44 children currently enrolled in full-day, year
round. Child Development programs will be co-enrolled as .Head Start children. Effectively, this
measure to "unstack classrooms" has freed up slots in County Heard Start Iclassrooms in other high
need areas such as Bay Point, Pittsburg and Antioch to operate fell day, year round services for an
additional sixty-four children. With every "unstacking" measure, full day services are available for
double the amount of children, who will he served through contracts and existing Dead start
classrooms.
Approval of these contracts with. Antioch Partnership for Quality Child Care, Inc., the YWCA of
Contra Costa, and the City of Martinez will allow for contractors' existing',part-day State Preschool
programs to be extended to full-day services. As a result, the County Mead Start program will serve
an additional 100 children in a fall-day, fall year environment at a significantly reduced cost.

I. RECOMMENDATION
A, APPROVE a consulting services agreement with Don Dommer Associates, 1144 65`t' Street, Oakland,
for architectural services for Replacement of Eire Station Ivo. 79, 1423 Lillian Street, Crockett for
Crockett-Carquinez Fire Protection District. The agreement will be effective October 19, 1999 and will
provide for full design and construction observation services with a payment limit of$79,130.00, which
amount shall not be exceeded without prior,written authorization by the Director of General Services.
B. AUTHORIZE the Director of General Services to execute the agreement and to issue written
authorizations for extra work, provided that the cumulative total extra cast for all such authorizations
shall not exceed$8,000.00.
II. FIFA:NCIAL IMPACT
There are sufficient funds in the FEMA.Grant to cover the amount encumbered by this agreement.

district at interviews held on July 26, 1999.
C. Negotiations have been completed and an appropriate agreement is ready to sign.
D. The County trust proceed with this agreement for architectural services because it does not have
sufficient staff to provide the services.
