SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to ACCEPT a grant from.the Department of Health and Human Services in the amount of
$250,684, and contract with the Sphere Institute (#21-555) in the amount of$320,684 for
assessing family circumstances of TANF applicants, for the period fr€srn September 1, 1999
through February 28, 2001.
SPECIFIC REQUEST(5)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
COMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to ACCEPT a
grant from. the Department of Health and Human Services in the amount of$250,684, and contract with the
Sphere Institute (# 21-555) in the amount of$320,684 for assessing family circumstances of TANF
applicants, for the period from September 1, 1999 through February 28, 2001.
FINANCIAL IMPACT:
Cost to the County will be $70,000. The Department of Health and Human Services has granted Contra Costa
County $250,684 to support the project entitled"Assessing the Family Circumstances of TANIF Applicants.and
Leavers in Contra Costa and Alameda Counties," County funding will expand this study to include 300
additional TAN'F recipients and individuals .
CHILDREN'S IMPACT STATEMENT:
This contract supports two of the community outcomes on Contra Costa County's Children's Report Card:
"Families that are Economically Self-Sufficient" and "Communities that are Safe and Provide a High Quality of
Life for Children and Families". By closely examining family circumstances of TANT applicants and leavers in
Contra Costa and Alameda counties, the Employment and Human Services Department will gain valuable
information that relates directly to improving future provision of services to needy families.
BACKGROUND:
Contra Costa County applied for federal assistance from the Department of Health.and Hunan Services on May
17, 1999, and recently received an award of$250,684 to support the project entitled: "Assessing the Family
Circumstances of TA 4�F Applicants and Leavers in Contra Costa and Alameda Counties,"Using these grant
funds and supplemental County funding,the Sphere Institute will closely examine and assess family
circumstances, gathering and synthesizing valuable information about family composition,history, gaps in
service, and outcomes. This study should help EHSD improve its targeting and delivery of services to needy
families and children.

RECOMMENDED ACTION:
Approve and authorize the Health Services Director, or his designee (Milt
Ca-rhi) , to execute on behalf of the County, Contract #29-773-1 with County
of Sonoma, for the period from September 6, 1999 through August 31, 2000,
for Contra Costa Health Plan: to provide Advice Nurse Services to County of
Sonoma Health Plan members . Contra Costa County will be paid a minimum
monthly payment of $1,800, in accordance with the following fee schedule:
1 to 50 calls - 10(� per member per month (pmpm..)
51 to 125 calls - 15� pmpm
1.26 to 200 calls - 22� pmpm
202- to 329 calls - 29,� pmpm
330 to 352 calls - 31� pmpm
363 to 395 calls - 33� pmpm,
396 to 428 calls - 35e -Dmpm
429 or more calls - 37c pmpm
FISCAL IMPACT:
For a wee the Contra Costa Health Plan will provide Advice Nurse Services
to County of Sonoma. The revenue generated by this Contract will be used
to offset the cost of Contra Costa Health Plan (Health, Plan) Advice Nurse
services .
BACXGR0 Z RRA ON(S) FOR RECO MENDAT OX(S) :
On August 3 , 1999, the Hoard of Supervisors approved termination of
Contract- #29-773 , effective September 5, 1999, to allow the Contractor a.-.d
the Health Plan to renegotiate rates for the Health Plans provision of
Advice Furse services .
Approval of Contract #29-773--1 will allow the Health Plan to continue to
provide County of Sonoma Health Plan members with telephone advice nurse
services including, but not limited to, providing information about how to
access urgent case services and giving clinical advice, through August 31,
2000 .

SUBJECT: Acceptance of Award from U. S. Department of
Justice to Aire one Deputy Sheriff under the Community oriented
Policing Services(COPS)Program.

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
1. ACCEPT $125,000 from the U. S. Department of Justice for the period September 1,1999
through August 31, 2002, and AUTHORIZE the Sheriff-Coroner or his designee to execute
such Grant Award on behalf of the County. (This will enable the Sheriff-Coroner to add one
Deputy Sheriff position pursuant to the Federal Community Policing (COPS) Program) .
2. ADD one Deputy Sheriff position to the Office of the Sheriff Coroner to implement the award
under the COPS Program.
3. ACKNOWLEDGE that $112,710 in additional local funds is required over the three-year
period to match the Federal funds and that the amount of match funds required for 1999100
is available in the Office sof the Sheriff Coroner's budget.
4. ACKNOWLEDGE the County's commitment to attempt to continue 100% funding for the
Deputy Sheriff position added through this grant following the grant period.
FISCAL IMPACT:
This General grant revenue will partially offset salary and benefit costs of adding ars additional
Deputy Sheriff position for Contra Costa County. Matching funds for 99100 are available in the
Sheriff-Coroner's budget. The County Administrator and Sheriff-Coroner will work together to
identify funding to support the positions when the grant period ends.
BACKGROUND:
A partnership including the West County Unified Schools District, other human service agencies
in Widest County and the Sheriff's Office received funding under a Safe Schools initiative to improve
safety in the schools and strengthen youth development efforts. Funding for a Deputy Sheriff to
work in the forth Richmond schools is a part of that project and funded separately by COPS in
Schools, a program of the Federal Community Policing (COPS) Program.

ACKNOWLEDGE that $1,141,272 in additional local funds is required over the three-year
period to Latch the Federal fund's.The Sheriff Coroner's 99-00 appropriation was increased
by the Board of Supervisors to provide the Klatch fortwo officers in North Richmond and one
South County School Resource Officer, and match funds for the additional five positions are
available in the Office of the Sheriff-Coroner's 99-00 budget.
4. ACKNOWLEDGE the County's commitment to attempt to continue',100% funding for the

The purpose of the Federal Community Oriented Policing Services (COPS) Program is to increase
the number of sworn lave enforcement officers and expand community policing by developing
innovative, long-term public safety plans. The COPS Universal Program previously awarded
1,125,000 to Contra Costa County to fund fifteen Deputy Sheriffs. The U. S. Department of
Justice has identified funding available in its 1998699 allocation and awarded Contra Costa County
funding for eight additional officers.

Approve and authorize the Health Services Director, or his designee (Donna
Wigand) to execute on behalf of the County, Contract #24-°940-2 with Lisa
Olson Vega, Psy.D. (formerly`: Lisa K. Olson) in the amount of $31, 700, for
the period from October 1, 1999 through June 30, 2000, to provide
professional clinic, community, and school based intensive intermittent
mental health services to seriously emotionally disturbed Special Education
students, and their families.
FISCAL IMPACT:
This Contract is funded by Mental Health Realignment, off-set by third party
billing.

This Contract meets the social needs of County' s population in that it
provides meatal health services to Medi-Cal recipients and low-income
Special Education students to increase student success in 'school, at home,
and: in the community.
On December 1, 1998, the Beard of Supervisors approved. Contract #24-- 94€3-1
with Lisa Ka Olson, Psy.D. , for the period from October 1, 1995 Through
September 3€3, 1999, for the provision of school and community based
intensive intermittent mental health services to seriously emotionally
disturbed Special Education students and their families.
Approval of Contract #24-343-2 will allow the Contractor to continue
providing services through June 30, 2000
