REASONS FOR RECOMME DATION ACKGROUND: The State's fiscal year 1999-2366 Budget continues the program authorized by the Local Law Enforcement Supplements. Funding Act(AR 3229) by appropnating restricted funds for three separate programa: 13 an estimated $339,159 to the Sheriff's Department for jail construction and operations; ) an estirnateo $339,159 to the District, Attormey's Office for cnminal prosecutions and 3) an estimated$2;034,956 to be allocated to County unincorporated law enforcement and city police departments on the basis of population (of this amount, an estimated $351,276 will be available for front line lair enforcement services in the County's ;unincorporated areas). The three County programa referred to above were included in the adopted final County budget for EY 1999-2036 in Budget Units 0241; 6262„ and 6263 respectively. Regarding the Sheriff's use of front line lair enforcement funds, government Code Section 36661(c)(I,, requires that the Board of Supervisors bold a pudic bearing of each year on the Sheriff's requested use of such funds in each year in which the State provides such funds. Fiscal year 1996-97 was the first year of this program and your Board approved the Sheriff's request to use these funds to initiate a law enforcement helicopter program. The Sheriff requests that funds available for the current fiscal year continue to be used for the operation of this program. Report on Use of Front-line Law Enforcement Bunds Through the use of a Bell 407 Helicopter (STARK-1), the Sheriff's Office has provided airborne law enforcement services to the citizens of Contra Costa County since 1997. The Sheriff's Air Support Unit operates with the support of the Board of Seery sors by using State funds under AB 3229 and through a partnership with the Alameda County Sheriff's Of€ace, Our Air Support`,.snit is a cooperative effort with Alameda County Sheriff's Office, sharing resources in an effective and efficient manner to provide critical public safety services to the public at minimum cost. During fiscal year 1998/99, our Air Support Unit completed 193 boating waterway end marina checl<-s, assisted in the arrest of 31 suspects, participated. in 14 pursuits with six captures using the infrared device, and helped with two search and rescue missions. T his unit also participated in 16 public events, promoting community policing activity and providing crime prevention education. Additionally, our Air Support Unit provided airborne law enforcement assistance to 22 outside agencies, for a total of 194 assists. T n April of 1999, a Resident Deputy, Community Policing.Program began in the Rodeo area using AB 3229 funds. Specifically, the funds are used to pay the full costs of the Deputy Sheriff position and to purchase and maintain a patrol car for the program. As can be seen from the activities of the Air Support Unit, it has proven itself invaluable to the public and is, therefore, deserving of contir ued €ending. Since April. the residents of the Rodeo area have enjoyed the benefits of a Resident Deputy to be liaison between law enforcement and the community, and assist thein with crime awareness and prevention. It is my intend to continue using AB 3229 front-line law enforcement€ands for my Air Support Unit and for the Resident Deputy, Community Policing program. in Rodeo. cc: Commander Will Casey
