HomeMy WebLinkAboutMINUTES - 10121999 - SD12 The Board of Supervisors, Contra Costa County, California Adopted this Resolution on OCTOBER 12, 1999 , by the following voted AYES- SUPERVISORS GIOIA, UILKEMA, GERBER, DESRJLNIER NOES: N 0 N E ABSENT: SLEPERVISOR CANGIAMILLA ABSTAIN, NONE RESOLUTION NO. 99/523 The Board of Supervisors having adopted Resolution 97/253 which provides for fees for AnimalServices-, and The Animal Services Director having recommended that certain Animal Services fees be increased or added; IT IS BY THE CONTRA COSTA COUNTY BOARD OF SUPERVISORS RESOLVED that the recommendation of the Animal Services Director is approved, and that Resolution 97/253 is rescinded effective November 1, 1999, and that the fees shown below are effective November 1 a 1999. Individual Dog and Cat Licenses Licensing of individual cats is voluntary. The tee for licensing a dog or cat is $30.90. The tee for licensing a neutered dog or cat as evidenced by a veterinarian is $ 15.09. A late fee of $39.90 shall be charged: (a) for failure to license an animal within 30 days after a license is required, or (b) if a renewal fee is, unpaid within 60 days after it is dire and payable. The fee to individually license a dog or oat for two years is $56.M The fee to Individually license for hvo years a neutered dog or oat as evidenced by a veterinarian is $28.00. The fee to individually license a dog or oat for three years is $92.90. The fee to individually license for three years a neutered dog or oat as evidenced by a veterinarian is $41.00. License Fpm a Refunds and Credits License fees once paid are nonrefundable. (a) If, within 129 days, the owner of an animal who has purchased a one-year license and whose animal is under one year of age submits proof from a licensed veterinarian that the animal has been spayed or neutered, a credit equal to the one- year license fee for a spayed or neutered animal will be applied to the next animal license purchased by the owner, if requested by the owner. RESOLUTION NO. 99/523 If an animal dies or is moved out of the county, any unused licensing credits will be refunded to the owner on written request if the request is received within the effective time period of the license. Adoption Fees The fee to adapt a dog is $10.00, plias a deposit for a spay or neuter, rabies vaccination and license. The fee to adopt a cat is $5.00, plus a deposit for a spay or neuter, rabies vaccination and license. If the dog or cat is spayed or neutered by the Animal Services Department or designee before adoption, the full asst of the spay/neuter surgery shall be collected. If the dog or cat is vaccinated for rabies before adoption, the full cost of the rabies vaccination shall be collected, The fee to adopt all other animals may be based on a sealed bite process with a minimum approved by the Animal Services Director, or at the discretion of the Animal Services Director, may be set by the Director. Impoundment Fees The Animal Services Director shall collect the following redemption fees for impounded animals: The basic impoundment fee for a dog whether returned at the Center or in the field is $45.00. The basic impoundment fee for one or more cows, bulls, steers; burros, horses, sheep, lambs, gets, logs, or other large animals is the actual cost of impounding, but at least $60.00. The basic impoundment fee for a cat, rabbit, bird, fowl, or other small animal not otherwise provided for is $45.00. In addition to the basic impoundment fee, the following shall be charged per day as part of the impoundment fee for feeding and caring for the impounded animals; Dogs or Cats 15M Cors, bulls, steers, burros, horses, sheep, lambs, goats, hogs and other large animals $20.00 Other small animals $10.00 Owners will be responsible for the actual cost of veterinary care rendered to impounded In the case of ars animal reclaimed for a second time within a 12-month period, an additional fee of $40.00 shall he charged; and in the case of ars animal reclaimed three tires within a 24-month period, an additional fee of $70.00 shall be charged; and in the case of an animal reclaimed four tires within a 5-month period, an additional fee of $100.00 shall be charged; and in the case of an animal reclaimed five or more tires within a 48-month period an additional fee of$150.00 small be charged each time, The administrative fee for quarantining an animal at home, if deemed appropriate by the Animal Services Director, is $60.00. Page 2 of s Rese9aiaan 99f 5 2 3 The fee to quarantine an animal at the Animal Services Center shall be the same for the impound plus $25.00 per day board fee for the length of the quarantine period. Penalties may be included if the animal was at large. In addition to the above fees, effective January 1, 2000, a nonspayed or unneutered cat or dog that is impounded shall be fired $35.00 on the first occurrence, $50.00 on the second occurrence, and $ 100.00 on the third and subsequent occurrences for failure to spay or neuter an owned cat or dog, Surrender Fees for Owned Animals The fee to surrender: a licensed dog or cat is $15.00. an unlicensed dog or cat is $35,00. s miscellaneous small animal under 20 lbs. is $25.00. miscellaneous animal 20 to 100 lbs. is $35.00, a miscellaneous largenirniel over 100 lbs. is $200.00. There is no fee for an unweaned litter surrendered with an adult. Litters will be charged as one animal if surrendered at the same time. Dead Animal Disposal SOS 'here is no fee for disposal of s licensed dead animal at the Center. The fee for disposal of an unlicensed dead dog or cat at the Coater is $25.00. The fee for disposal of a sell miscellaneous animal under 20 lbs. at the Center is 12.00. The fee for disposal of a miscellaneous animal 20 to 100 lbs. at the Center is $25.00. The fee for disposal for a miscellaneous dead animal over 100 lbs. at the Center is $150M. Pick-up Fees for Owned Animals Fees for all owned dogs, cats, and miscellaneous animals under 100 lbs., dead or alive, picked up In the field or at the owner's home will be $25.00 in addition to other fees for service as specified. The fee to pick up miscellaneous animals over 100 lbs. is the actual cost plus surrender or disposal. Dead Animals from Veteringa Hospitals The fee to pick up and dispose of dead dogs, cats or miscellaneous animals under 100 lbs, from veterinary hospitals is $25.00 for the first animal and $10.00 for each additional animal in the same pick-up. The limit per pick-up will be six (0) animals. The fee to pick up miscellaneous animals over 100 lbs. is the actual cost with a minimum of $00.00. bra De _OS lt The deposit to rent a cat trap is $40.00. The deposit to rent a dog trap is $150.00 (with Animal Services Director or designee approval only). 'age 3 of 5 Resolution 991 5 2 3 Tran Rental Fees The rental fee for oat traps shall be $5.06 per day. The rental fee for dog traps shall be $15.00 per day. Sem€cin Tr The fee to service a trap in the field is $25.00. Dan ero€s Animal Fees The application fee for a dangerous animal permit is $200.00, due and payable upon application for permit. The fee for a dangerous animal permit is $400.00 payable January I each year. An additional delinquent fee of $100.00 shall be charged if a dangerous animal permit renewal fee is not paid before February 1. The fees for dangerous animal permits are payable in addition to the license fees for individual animals. Administrative Fees The administrative fee for replacement of a lost tag i $5.00. The fee to photocopy department records shall be the actual cost of duplication. The fee to clear a Notice of Noncompliance or a Citation prior to a court appearance is $30.00, plus proof of license. Licensing riods Without Penalties The Animal Services Director may declare periods during which owners may license their animals or renew their animal licenses without being charged a licensing late fee. E er ency/Disaster Resnonse The fee to assist another governmental jurisdiction in times of emergency to handle animal related problems that are reimbursable to the jurisdiction requesting assistance will be the actual cost of providing the service.
