Uilkema, District 11 County DATE: October 12, 1999 SUBJECT- Report and Related Actions on the Carquinez Strait Resource Plan RESOLUTION NO. 991_5Z7 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION BELD-MMENVATIQN-E I. ACCEPT a report on the recently completed Carquinez Strait Resource Plan, Z SUPPORT ;in concept the goals, objectives, and measures contained in the Carquinez Strait Resource Plan, as they relate to Contra Costa County, 3. APPROVE the Carquinez Strait Resource Plan as a referenced planning document to be used by the Community Development and Public Works departments as a resource guide in land use planning and the development of public facilities along the Carquinez Strait. 4. DIRECT the Community Development Director to forward a carffied copy of this Board Report/Resolution to California State Lands Commission and other member agencies of the Carquinez Strait Resources Coordinating Councfl as the Board of Supervisors adopting action on the plan in fulfillment of the County's obHgations under the MOU, which estabiished the Carquinez Strait Resources Coordinating Council and provided for development of the Carquinez Strait Resource Plan. 5, SUPPORT the potential transfer of the Ozal Fuel Supply Center site to the East Bay Regional Park District when decommissioned by the U.S. Department of Defense in order to provide a location for the connecting link between the San Francisco Bay Trail and the Bay Area Ridge Trail, as consistent with the Carquinez Strait Resource Plan. The Carquinez Strait Resource Plan is the result of a planning process that was begun in 1994 when local agencies, including Contra Costa County, entered into a Memorandum of Understanding (MOU)with the State Lands Commission, which provided for the development of this plan, The MOU established the Carquinez Strait Resources Coordinating Council, comprised of State officials and elected officials from local agencies, to guide development of the plan. When the Board of Supervisors approved the MO U in 1994, Supervisor for District If was appointed as the County's representative to the Carquinez Strait Resources Coordinating Council and staff from Community Development Department was assigned to the Coordinating Council's Technical Advisory Committee. For the most part the plan document is a compilation of the existing plans, policies, and programs from each of the participating agencies. Staff from theCommunity Development Department have reviewed the plan, and, aside from a few minor and nonsubstantive errors and omissions, they have found that the plan document is generally consistent with the County's adopted plans, policies, and programs for this area, and does not commit the County to a new unfunded mandate. It ray recommendation, in my capacity as the County's representative on the Carquinez Strait Resources Coordinating Council, that the Board of Supervisors formally accept the plan, support the plan in concept, and approve the plan as a referenced planning document to be used by the Community Development and Public Works departments as a resource in land use planning and the development of public facilities along the Carquinez Strait. It is also recommended that the Community Development Director be directed to forward a certified copy of this Board Report/Resolution to the California State Lands Commission and other member agencies of the Carquinez Strait Resources Coordinating Council in fulfillment of the County's obligations under the MOU. which established the Carquinez Strait Resources Coordinating Council and provided for development of the Carquinez Strait Resource Plan. Furthermore, consistent with approval of the Carquinez Strait Resource Plan, the Board of Supervisors is also asked to support the potential transfer of the Ozol Fuel Supply Center site to the East Bay Regional Park District when decommissioned by the S. Department of; Defense in order to provide a location for the connecting link between the San Francisco Bay Traii and the Bay Area Ridge Trail. The Ozol Fuel Supply Center site, in Mnez, whicwas h at the end of Carqu- ez Scenic Drive just west of the City of arti identified and recommended in the Carquinez Strait Resource Plan, the Park District's Master Plan, and the ABA G Bay Trail Plan, could provide a direct connection between the Bay Trail and Bay Area Ridge Trail in Contra Costa County.
