SUBJECT: APPROVE AND AUTHORIZE THE EXECUTIVE DIRECTOR OF THE HOUSING AUTHORITY OF
THE COUNTY OF CONTRA COSTA TO SUBMIT AN APPLICATION TO CONTRA COSTA
COUNTY'S HOUSING DEVELOPMENT ASSISTANCE FUND FOR THE INSTALLATION OF A
PRODUCTION KITCHEN AT THE COUNTY'S CENTRAL COUNTY SHELTER LOCATED AT 2047
ARNOLD INDUSTRIAL WAY, CONCORD.
SPECIFIC RECuEST{S}OR RECOMMENDATION(S)AND BACKGROUND AND JUSTIFICATION
1. RECOMMENDED ACTION.
APPROVE AND AUTHORIZE the Executive Director of the Housing Authority sof the County of Contra Costa to submit
an application for Community Development Block Grant(CUBG)funds from Contra Costa County's Housing
Development Assistance Fund (HDAF)for the installation of a production kitchen at the County's Central County
Shelter located at 2047 Arnold Industrial Way in Concord. The amount of funding to be requested is$299,319.
Upon completion,the kitchen will have a capacity of producing meals for both the Central County Shelter population
and the Brookside Shelter populations in Forth Richmond. Further, the facility would have a capacity of producing 500
to 600 additional meals daily. The Authority has forged a partnership with the County Health Department and Loaves
and Fishes, a faith based non-proftt. Loaves and Fishes has agreed to provide the commercial kitchen equipment,
valued at$120,000 and would operate the kitchen,providing meals to shelter residents under a service agreement
with Health Services,and distributing additional meals at their own locations throughout:he County to street homeless
and those of very love incomes.
11. FINANCIAL IMPACT:
None. The CDBG funds being requested,in combination with existing gravis and the projected contribution of
$120,000 in commercial kitchen equipment are expected to be sufficient to cover the costs of this capital
improvements project. Cin-going rusts for operating the kitchen and meal preparation for shelter residents are
estimated to be less than the current costs.
111. REASONS FOR RECOMMENDATION/BACKGROUND
The County health Services Department initiated a study to determine the long-term feasibility of establishing a
it kitchen at the shelter. The basic question asked ire this study was, if a production k€tchen facility existed
at the Central County Shelter,would it be more cast effective to prepare meals there than continue with the current
practice of buying meals from the Sheriff's Department. The study concluded that higher quality and more cost
effective meals could be prepared at the shelter. Health Services then engaged the services of a commercial kitchen
design}firth, Harrison&Koellner,to design such a facility. Loaves and Fishes approached the Health Services
Department to explore the passibility of establishing a partnership to better meet the nutritional needs of the
homeless. Following are the basic elements of the plan:
i)A production kitchen with e potential capacity of generating 800 meals per day will be designed for the existing
space at the Central County Shelter. The kitchen would be used to provide meals for Counter shelterresidents and to
provide meals at various other sites in the County. The meals to be provided to non-shelter residents would be
supplied by Loaves and Fishes at no cost to the County In exchange for the use of the kitchen.
2) The total cost of the building improvements Is estimated to be$316,000,net of design fees and permit casts.
3)The kitchen equipment was determined to be$120,000 and Loaves and Fishes has agreed to use their best efforts
to secure donations to purchase the equipment.
Through this project,the County would gain better meals for its shelter residents at somewhat loaner costs,and would
leverage nutrition services to homeless people and very lout income ind€viduals,families and seniors throughout the
