I.
RECOMMENDED ACTION:
Authorize the Director, Employment & Human Services Department, or his designee to:
(1) Execute on behalf of the County a standard form Vocational Training Agreement
(#3015)with M.E.T.S. Inc. (Medical Emergency Training Systems) 1024 Industrial Way
Ste. A, Lodi, CA 95420 beginning October 1, 1999 and ending June 30, 2000 to
provide vocational training to individually referred Job Training Partnership Act (JTPA)
participants for fees as specified in said agreement and,
(2) Execute additional standard form Amendment Agreements with the above referenced
institution as may be need for periodic revisions such as adding or deleting a training course,
clanging the tuition fees or to comply with changes in Mate or Federal regulations.

Ione, one hundred percent federal funded.

Contra Costa County Area Agency on Aging(AAA)and Contra Costa Health Flan
(CCHP)submitted a proposal to the California HealthCare Foundation;for a planning
grant to foster the development of a cast effective model for a Medicare Managed Care
System and was awarded the grant by the California HealthCare Foundation. This unique
collaboration will support the county's commitment to maximize the quality of life for
our senior residents, resulting in better patient outcomes and enhanced autonomy, dignity
and independence of the elderly, as well as healthier lifestyles.
Therefore,the Director,Aging and Adult Services Bureau,is recommending
authorization to conduct contract negotiations and execute a Phase lI contract with Ruth
Goodin as specified above.

Approve and authorize the Director of Building Inspection or designee to execute a contract with
Selectron, Inc. in an amount not to exceed $80,000 to install an interactive voice response system
(hardware and software) and provide support services as needed.

One ofthe requirements ofthis contract is that the technology for voice response be compatible with
at existing software and hardware including the planned installation of the new stream-lined permit
tracking system, Selectron,Inc. has had a significant experience in installing their IVR in conjunction
,with the proposed permit system, Sierra.Permits Iglus. Sierra System Inc. is the vendor selected to
provide permit tracking ability for the variolas land development departments in the County.
Selectron's history of partnership and technical compatibility with Sierra System, Inc. will be an
important factor in the s ccessfal implementation of the complimentary systems.
Installation of this voice response systems will enable the Building Inspection Department (and
potentially the other Land Development Departments) to provide better customer service and
experience cost savings. The improvement will be the result of the expansion of features available
to customers. For example, customers will be able to obtain permit history and inspection results
via fax, voice, or E-Mail. In addition, the software will enable customers to obtain fax-on-demand
documents such as copies of code sections,forms, fee schedules, and other technical literature. The
Department will also experience savings as a result of the automation of several information service
functions,
Selectron, Inc. was the only responsible bidder on this project and has already successfully
implemented similar products for jurisdictions throughout the country.

I. RECOMMENDATION
A. APPROVE a consulting services agreement with SHG/SW Incorporated for architectural services for
a Crime Laboratory, Muir Road, Martinez for Sheriff-Coroner. The agreement will be effective
October S, 1999 and will provide for a Needs Assessment Program Report, with a payment limit of
$57,000.00, which amount shall not be exceeded without prior, written authorization by the Director
of General Services. The agreement shall apply to charges for services from and after August 2, 1999.
B. AUTHORIZE the Director of General Services to execute the agreement and to issue written
authorizations for extra work, provided that the cumulative total extra cost for all such authorizations
shall not exceed 55,000.00.
Il. EINVANCIAL IMI PACT
There are sufficient funds in the capital budget established for the Sheriff-Coroner's Crime Laboratory to
cover the amount encumbered by the agreement.

Architectural Selection Committee at interviews held on July 9, 1999,
C. On July 27, 1999, the Board authorized the Director of General Services or his designee to negotiate
an appropriate agreement with SHG/SW Incorporated.

1. APPROVE and AUTHORIZE the County Administrator or his designee to execute the FIRST
amendment to the Consulting Services Agreement with O'Brien Kreitzberg to increase the
payment limit by $7,500 to a new total of $32,229 for project management and administrative
services for the completion of Pride House renovation.
FINANCIAL IM T:
This Amendment increases the payment limit for Project Management and Administrative Services to
$32,22€x.
On October 1,1998 O'Brien Kreitzberg Inc., entered into ars agreement with Contra Costa County to
provide Project Management and Administrative Services for the renovation of Pride House, 220
Glacier Drive, Martinez, CA, This amendment compensates the consultant for additional Services in
support of the project.
Prior to award of the construction contract, P.J. Atkinson Construction (2nd lowest bidder) submitted a
letter protesting the lowest bid by RemCon. O'Brien Kreitzberg's provided the research and
documentation to refute this bidprotest. On March 23,1999 Atkinson's letter was determined to be
without merit by the Board of Supervisors.
During the construction phase, the Office of Education requested additional computer data outlets
throughout the project area. O'Brien Kreitzberg's effort included coordination of purls and estimates
for the installation of these outlets as a change order to the construction contract. This amendment
also provides a 40-hour balance for on call services prior to/t n t ocqWancy.
