On February 2 1-999, the Board of Supervisors approved Novation
Contract X24-873- (as amended by Ad €inistrative Anendmer°bt Agreement
##24-873-5) with Bi--Beat Corporation, for the period -from July 1,
1998 through June 30, 1.999 (whish included provisions for a six
month automa.tL.c

Detoxication Center.
Approval of Novation Contract #24-873-6 replaces the six-month
automatic contract extension under the prior Contract, and allows

FISCAL IMPACT''
This Contract is funded 100% by State CalWorks funds through the
Department of Social Services. No County funds are required.
BACKGROUNDIREASON(S) FOR RECOMMENDATION(S) :
This Contract greets the social needs of County's population in that
it provides assessments and pre-treatment and pre-sobriety services
for substance abusing and mentally ill participants in the Calworks
program to help eliminate barriers to employment.
On December 1 , 1998, the Board of Supervisors approved Contract
24-945-1 with New Connections, for the period from November 1., 1998
through June 30, 1999 for the prevision of substance abase and
mental health services for the Cal.Works Program.
Approval: of Contract #24-948-2 will allow the Contractor to continue
providing services through June 30, 2000.

to execute on behalf of the County emergency Residential Care Placement Agreement #24-
086-121 with Carolyn: Bell (c'oa Yvonne's Home Care Services) , for the period from
September 1, 1999 through August 31, 2000, to provide emergency residential care to
mentally disturbed adults who are potentially eligible for SSI/SSP, in an amount not
to exceed $731 per client per month through. December 31, 1999, and in an amount not to
exceed $767.55 per client per month beginnwng January 1., 2000; And
b. Authorize the Auditor-Controller to gray ars amount not to exceed $96 per month through
December 31, 1.999, and an amount not to exceed $104.80 per month beginning January 1,
2000, to clients who are placed in the hoard and care facilities under said Emergency
Residential Care Placement Agreements for incidental expenses and personal needs.
FISCAL IMPACT:
Under this program, the County pays the State-established rates for the residential care of
mental health clients who are not yet receiving SSI/SSS' (bat who are potentially eligible and
have macre formal application to the Social Security Administration for SSI/SSP) , contingent
upon the client's signing an agreement with the County to reimburse the County from: the
SSI/SSP money, once it is finally granted by the federal government (usually 3 to 6 months
retroactively back to the month of application) .
For those mental health clients who are not granted SSI/SSP (i.e. , are found ineligible , the
County covers the residential care payments to the facility operators through the County's
established Mental Health Program Funding. Initially, ten to twenty percent of the clients
are found ineligible by the Federal Social Security Administration, depending on changes in
Federal guidelines, and then some of these are ultimately found eligible through, appeal.

BACKGROUNDZREASON(S) FOR RECOMMENDATION(S) -
For several years, the County's Mental Health Adult Services Programs has used these
Agreements as an interim financing mechanism to facilitate the residential care of mentally
disabled clients and movement of clients, who are deemed eligible for SSI/SSP, from State or
Local, inpatient facilities to community-based facilities. This Program provides residential
care for 40 to 50 clients per year.

services through August 31, 2000,

This Mental Health Program:: supports the following Board of Supervisors" community outcomes:
-Children Ready For and Succeeding in School" ; "Famines that are Safe, Stable, and
Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children
and Families" Expected program outcomes include an increase in positive social and
emotional development as measured by the Child and Adolescent Functional Assessment Scale
(CAFAS) .

This Contract meets the social needs of County's population in that it provides a day
treatment program for preschoolers with measurable delays in interpersonal,
social/emotional, language and cognitive development or children Who are at risk for such
delays, including abused, developmentally delayed, emotionally disturbed and
environmentally deprived children who do not meet the criteria for any categorical funding
source for services.
On January 5, 1999, the Board of Supervisors approved :ovation Contract #24-705--39 (as
amended by Administrative Amendment #24-705-40) with We Care Society, Inc. for the period
from July 1, 1993 through June 30, 1999, which included a six-month automatic extension
through December 31., 1999. Approval of this novation Contract will replace the six-month
automatic extension under the prior Contract, and will allow the Contractor to continue
providing services through June 30, 2000,

BACKGRO IRA CK J ) FOR RECOMMENDATION(S) :
On February 1, 1997 the Local Initiative for Medi--Cal managed care in Centra Costa
County was implemented. Local initiatives are required to include traditional
Medi-Cal providers from the co mun ty in their provider networks . This Contract
is necessary to meet Stade mandates to expand the number of community providers
for the Notal mri iative, along with a Department of Corporations audit finding
that requires formal contracts with low volume providers .
Under Contract #27-447, the Contractor will D ovid:e professional primary care
services to Health Plan members, through August 31, 2000 .

CHH,I - 'S I PACT STATEMENT:
This action will support Outcome 1, "Children Ready for and Succeeding in School", by meeting the
need to transport children between home, school, and chill care. It will support Outcome #3,
"Families that are Economically Self-Sufficient" by developing jobs and by adding services that
facilitate the commute to and from employment.

The Board approved preparation and publication of RFP #1054, December 1998, to address services
proposed in the Countyapplication to the Governor's 15% Special Project fund. The RFP solicited
proposals to create jobs' in transportation and trip planning and create a voucher program for child
transportation for CalWORKs participants, who are defined as hard to serve'. A preliminary proposal
was submitted by Laidlaw Transit Services, Inc., with a final proposal submitted September 1999. The
proposal supports transportation services and job development in the transportation services industry
that benefit CaIWORKs participants seeking unsubsidized employment. °1.x,

Authorize the Director,Employment&Human Services Department, or his designee,to execute on behalf
of the County,a standard form Contract Amendment/Extens;on Agreement(9.19-1259-1)with the Contra
Costa County Office of Education to extend the tears of the contract from September 30, 1999 to December
31, 1999 Frith no change ars contract payment limit.
II. FINANCIAL IMPACT:
None. One hundred percent federal funds.
111. CHILDREN IMPACT STATEMENT:
This contract will provide employment/training services to appropriate JTPA eligible participants. This
will support the third outcome- Families that are Economically Self-sufficient.
IV. REASONS FOR RECOMMENDATION:
By its actions on January 19, 1,999 the ward authorized execution of Contract (#19-1259-0) with the
County Office of Education for operation of the County's 1999 Summer Youth Employment Training
Program(SYETP)under Title 1I-B of the Job Training Partnership Act(DTPA)for the tears January 1, 1999
through September 30, 1999 with a maximum payment limit of$1,414,188.,
The purpose of this Contract Amendment/Extension AgreC ent is to provide for closeout activities for this
programs.,
